A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO SELECT, NEGOTIATE, AWARD
AND REJECT ALL BIDS, CONTRACTS, AGREEMENTS, PURCHASE
ORDERS, CHANGE ORDERS AND GRANT APPLICATIONS; RENEW
EXISTING CONTRACTS WHICH MAY EXPIRE; AND TERMINATE
EXISTING CONTRACTS, AS NEEDED, FROM THE LAST COMMISSION
MEETING ON OCTOBER 19, 2005, UNTIL THE FIRST REGULARLY
SCHEDULED COMMISSION MEETING ON DECEMBER 7, 2005,
SUBJECT TO RATIFICATION BY THE CITY COMMISSION AT ITS FIRST
REGULARLY SCHEDULED MEETING ON DECEMBER 7, 2005.
WHEREAS, between the last meeting on October 19, 2005, and the
first regularly scheduled meeting on December 7, 2005, the City
Commission will not be in session; and
WHEREAS, during this period there may be bids or contracts in
excess of the $25,000, which may need to be rejected, awarded or
terminated; and
WHEREAS, it is requested, that the City Manager, or his designee,
be authorized to sign all contracts, agreements, purchase orders, change
orders, and grant applications; renew and existing contracts for an
appropriate period of time; terminate existing contracts as needed, from the
last Commission meting on October 19, 2005, until the first regularly
scheduled Commission meeting on December 7, 2005, subject to ratification
by the City Commission at its first regularly scheduled meeting on
December 7, 2005.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR
AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,
herein authorize the City Manager, or his designee, to select, negotiate,
award and reject all bids, contracts, agreements, purchase orders, change
orders and grant applications; renew existing contracts which may expire;
and terminate existing contracts, as needed, from the last Commission
meeting on October 19, 2005, until the first regularly scheduled Commission
meeting on December 7, 2005, subject to ratification by the City
Commission at its first regularly scheduled meeting on December 7, 2005.

Issue:
Shall the City Commission authorize the City Manager, or his designee, with authority to select, negotiate,
renew, award and reject all bids, contracts, agreements, purchase orders, change orders and grant
applications during the period of October 19, 2005 through December 7, 2005?
Item Summary/Recommendation:
Between the last meeting on October 19, 2005, and the first regularly scheduled meeting on December 7,

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
Between the last meeting on October 19, 2005, and the first regularly scheduled meeting
on December 7, 2005, the City Commission will not be in session. During this period there
may be bids or contracts in excess of the $25,000, which may need to be rejected,
awarded or terminated.
Based on the above, it is requested, that the City Manager, or his designee, be authorized
to sign all contracts, agreements, purchase orders, change orders, and grant applications;

Since this authorization is necessary to ensure that essential services and projects
continue during the period between the last Commission meeting on October 19, 2005,
until the first regularly scheduled Commission meeting on December 7, 2005, it is
recommended that the City Commission adopt this Resolution.
