A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO ISSUE PURCHASE
ORDERS TO CONSOLIDATED PARKING EQUIPMENT, AS THE SOLE SOURCE
LOCAL DISTRIBUTOR OF FEDERAL ADP PARKING EQUIPMENT, FOR
MAINTENANCE AND SERVICE OF REVENUE CONTROL PARKING EQUIPMENT IN
CITY-OWNED GARAGES, IN THE ESTIMATED AMOUNT OF $110,000 ANNUALLY.
WHEREAS, the City of Miami Beach Parking Department has invested over $2
million in Federal APD Parking Revenue/Access Control Equipment; and
WHEREAS, in an effort to have consistency in technology (hardware/software),
reporting/auditing, and collection platforms, the City has chosen one system rather than
blended systems throughout all of its parking facilities; and
WHEREAS, this equipment is out of warranty (one year) and has been
maintained over the last five years by Royce Parking Control Systems, a Federal APD
local authorized service provider; and
WHEREAS, Royce has since terminated its agreement with the City, effective
August 1, 2005; and
WHEREAS, Federal APD has named Consolidated Parking Equipment, a newly
formed company, as its local authorized distributor of parking revenue/access control
equipment for the South Florida area; and
WHEREAS, the Administration has determined that Consolidated Parking
Equipment is a sole source provider pursuant to Section 2-367(c) of the City Code.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the Administration to issue purchase orders to
Consolidated Parking Equipment, as a sole source local distributor of Federal ADP
parking equipment, for maintenance and service of revenue control parking equipment in
City-Owned garages, in the estimated amount of $110,000 annually.

Item Summary/Recommendation:
The City of Miami Beach Parking Department has invested over two million dollars in Federal APD Parking
Revenue Control Equipment. In an effort to have consistency in technology (hardware/software),
reporting/auditing, and collection platforms, the City has chosen one system rather than blended systems
throughout all of its parking facilities. This equipment is out of warranty (one year) and has been maintained
over the last five years by Royce Parking Control Systems, Federal APD's previous local authorized
distributor. Royce Parking Controls has terminated their agreement with the City of Miami Beach, effective
August 1, 2005. Federal APD has licensed Consolidated Parking Equipment as an authorized distributor/
service provider.

ANALYSIS

revenue/access control equipment for sales, services, maintenance, and repair of their
equipment in the estimated annual amount of $110,000.

This letter is to announce that Consolidated Parking Equipment, Inc. is by
contract, an authorized representative for the products of Federal APD in the
South Florida market. Federal APD requires that all distributors meet certain
cdteria in terms of experience in the industry and with parking equipment in
particular. Lawrence Oliva, the President, has a tong history in many facets of the
parking industry and will bring a unique perspective to the distribution ef Federal
APD equipment.
