SUBJECT: Commission \Vorkshop Regarding TCMA and CMS Studies/Implementation
As previously agreed with each one of you, a Commission Workshop has been scheduled for
Wednesday, March 1, 2000, at 4:00 p.m., in the Commission Chambers, to present and discuss two
studies that have been recently completed by Carr Smith Corradino, consultants, in cooperation with
the Transportation/Concurrency Management Division staff. These studies are the Transportation
Concurrency Management Area (TCMA) implementation plan and the Automated Concurrency
Management System (CMS). The complexity and innovation of the TCMA and CMS subjects
require a presentation and thorough discussion with the City Commission, at a workshop scheduled
specifically for the purpose.
The presentation will include, among other things, a computer program demonstration of how the
Automated Concurrency Management System (CMS) will work, using data from imaginary
development projects to be suggested by the City Commission members in attendance.
Authorization to conduct these two studies was given by the following Commission actions:
1. The development of a studylimplementation plan for the establishment of Transportation
Concurrency Management Areas (TCMAs), or Urban Transit Villages in Miami Beach
was approved by Resolution No. 99-23318 of September 22, 1999. This resolution
amended the MMP contract with Carr Smith Corradino and added 535,000 to the total
contract cost. TCMAs cannot be implemented unless the Miami Beach Comprehensive Plan
is appropriately amended to establish such TCMAs. Therefore, an ordinance amending the
Comp Plan will be submitted for two public hearings before the City Commission, the first
reading of which being scheduled for the March 15,2000 meeting.
2. The development of an Automated Concurrency Management System (CMS) was
approved by Resolution No. 98-22649 of February 4, 1998, which awarded the proposal
submitted by Carr Smith Corradino, at a cost not to exceed $60,000. Subsequently to this
Workshop, an enabling ordinance repealing the existing and adopting a new Section 122 of
the City Code-establishing a Concurrency Management System, will be submitted for two
readings before the City Commission, respectively at the AprilS and 19,2000 meetings.

Concurrency Mitigation Fee Structure. As part of the CMS presentation, Joseph Johnson,
Transportation/Concurrency Manager, and consultants will explain the methodology used
to develop the proposed fee structure for concurrency inquiries and determinations, and the
fare share mitigation cost to be assessed to individual projects.
Similar workshops have already been held before the City's Transportation and Parking Committee
and Planning Board. Presently, the TCMA and CMS items are on the agenda for the Planning Board
Meeting scheduled for February 29, 2000, for formal recommendation to the City Commission.
Both the Committee and Board members have been notified and invited to attend this City
Commission Workshop.
