A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, SETTING FIRST READING PUBLIC HEARINGS TO
CONSIDER PROPOSED AMENDMENTS TO THE COMPREHENSIVE PLAN AND
THE LAND DEVELOPMENT REGULATIONS CONSISTING OF:
1. Comprehensive Plan Text Amendment - Environmental Protection/Greenways
An Ordinance of the Mayor and City Commission of the City of Miami Beach, Florida,
Amending Part II: Goals, Objectives and Policies of the City of Miami Beach
Comprehensive Plan, by Adding Policies and Objectives to the Conservation/Coastal Zone
and Recreation and Open Space Elements Addressing Environmental Protection, Land
Acquisition, Greenways and Recreational Facilities; And, Directing Transmittals of this
Ordinance and All Applicable Documents to Affected Agencies; Providing for Repealer,
Severability, Inclusion in the Comprehensive Plan and an Effective Date. (File # 1441).
2. Comprehensive Plan Text Amendment - Transportation Concurrency Management
Areas (TCMAs)
An Ordinance of the Mayor and City Commission of the City of Miami Beach, Florida,
Amending the Traffic Circulation and Capital Improvement Elements of Part II: Goals,
Objectives and Policies, of the City of Miami Beach Comprehensive Plan, as Amended; by
Establishing Transportation Concurrency Management Areas (TCMAs), and Establishing
Areawide Level of Service Standards for Specific Roadways; Directing Transmittals ofthis
Ordinance and All Applicable Documents to Affected Agencies; Providing for Repealer,
Severability, Inclusion in the Comprehensive Plan and an Effective Date.(File # 1439).
3. Land Development Regulations Amendment- Hotels as Permitted Uses in RM-lICD-2
An Ordinance of the Mayor and City Commission of the City of Miami Beach, Florida
Amending the Code of the City of Miami Beach, Florida, Amending Chapter 142 Entitled
"Zoning Districts and Regulations", Section 142-152 Entitled "Main Permitted Uses" by
Adding Hotels to the List of Main Permitted Uses in a Specified Area of the RM-l
Residential Multifamily Low Intensity Zoning District Bounded by the City Line on the
North, Collins Avenue on the East, 75th Street on the South, and Abbott Avenue on the
West; Amending Chapter 142 Entitled "Zoning Districts and Regulations", Section 142-302
Entitled "Main Permitted Uses" by Adding Hotels to the List of Main Permitted Uses in the
CD-2 Commercial Medium Intensity Zoning District; Providing for Inclusion in the Code
of the City of Miami Beach, Florida; Repealer; Severability; and an Effective Date. (File

4. Comprehensive Plan Text Amendment - Hotels as Permitted Uses in RM-l
An Ordinance of the Mayor and City Commission of the City of Miami Beach, Florida,
Amending Part II: Goals, Objectives and Policies of the City of Miami Beach
Comprehensive Plan, by Modifying Policy 1.2 of Objective 1: Land Development
Regulations of the Future Land Use Element by Adding Hotels to the List of Uses Which
May Be Permitted in a Specified Area of the RM-l Low Density Multi Family Residential
Land Use Category; And, Directing Transmittals of this Ordinance and All Applicable
Documents to Affected Agencies; Providing for Repealer, Severability, Inclusion in the
Comprehensive Plan and an Effective Date. (File #1442b)
WHEREAS, the above amending ordinances to the City's Land Development Regulations
and Comprehensive Plan were referred to the Miami Beach Planning Board by the City Commission;
and
WHEREAS, the Planning Board will consider the ordinances at its February 29, 2000
meeting, at which time the Board expects to take action on the amendments; and
WHEREAS, pursuant to Section 118-164 of the Code ofthe City of Miami Beach, Florida,
in cases in which the actual list of permitted, conditional or prohibited uses within a zoning category,
or a change to the actual zoning map designation for a parcel or parcels ofland is proposed, the City
Commission shall provide for public notice and hearings by holding two advertised public hearings
on the proposed ordinance, at least one hearing held after 5:00 p.m. on a weekday; and
WHEREAS, pursuant to Section 118-164 of the Code of the City of Miami Beach, Florida,
these amendments require a 30 day mailed notice of public hearing, and to enable the City
Commission to hear the proposed amendments in a timely manner on first reading at its March 15,
2000 meeting, the Administration is requesting that the public hearings be set at this time, in
anticipation of the Planning Board's expected action on February 29,2000;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that first reading public
hearings to consider amendments to the City's Comprehensive Plan: 1) Transportation Concurrency
Management Areas (TCMAs), 2) Environmental Protection/Greenways, 3) Hotels as Permitted Uses
in RM-l; and to the Land Development Regulations of the City Code: 4) Hotels as Permitted Uses
in RM-lICD-2, are hereby scheduled on Wednesday, March 15,2000 as follows:

ADMINISTRA TION RECOMMENDATION
The Administration recommends that the City Commission set the required first reading public
hearings for a time certain on March 15, 2000 for these proposed separate amendments to the
Comprehensive Plan and Land Development Regulations regarding:
Comprehensive Plan: I) Transportation Concurrency Management Areas (TCMAs)
2) Environmental Protection/Greenways
3) Hotels as Permitted Uses in RM-l
L.D.R. Ordinance: 4) Hotels as Permitted Uses in RM-l and CD-2
ANALYSIS
The Planning Board will consider the ordinances at its February 29, 2000 meeting, at which time
the Board expects to take action on the amendments
The subject amendments require a seven day advertised notice of public hearing. Therefore, to
enable the City Commission to hear the proposed amendments in a timely manner on first reading
at its March 15, 2000 meeting, the Administration is requesting that the public hearings be set at this
time. (Note: Either the first or second reading must be held after 5:00 p.m.)
Based on the foregoing, the Administration recommends that the City Commission set the first
reading public hearings regarding the proposed amendments to Comprehensive Plan and Land
Development Regulations, referenced above and more particularly set forth in the attached
Ordinances, for March 15, 2000, as follows:
