A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RANKING OF THE PROPOSALS RECEIVED AND
AUTHORIZING THE ADMINISTRATION TO ENTER INTO
NEGOTIATIONS AND, IF SUCCESSFUL, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH
THE NUMBER-ONE RANKED FIRM, SIVER INSURANCE
CONSUL T ANTS, PURSUANT TO REQUEST FOR PROPOSALS
(RFP) NO. 40-99/00 EMPLOYEE BENEFITS CONSULTANT, FOR
AN AMOUNT NOT TO EXCEED $30,000; AND IN THE EVENT
NEGOTIAIONS FAIL WITH THE NUMBER-ONE RANKED FIRM,
FURTHER AUTHORIZING THE ADMINISTRATION TO ENTER
INTO NEGOTIATIONS AND, IF SUCCESSFUL, AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT
WITH THE NUMBER- TWO RANKED FIRM,
PRICEW A TERHOUSECOOPERS.
WHEREAS, the City issued Request for Proposals (RFP) NoAO-99/00 for Employee Benefits
Consultant to provide Financial Analysis for Self-Insured and Insured Group Medical Plans and assist in
the preparation and evaluation of a Request for Proposals (RFP) for Self-Insured and Fully Insured Group
Medical Plans; and
WHEREAS, fifty (50) specification packages for RFP No. 40-99/00 were issued, resulting in the
receipt of four (4) responsive proposals; and
WHEREAS, an Evaluation Committee recommended by the City Manager met on
February 3, 2000, and recommended the firm of Siver Insurance Consultants, as the number-one ranked
firm, and the firm of PricewaterhouseCoopers, as the number-two ranked firm; and
WHEREAS, the City Manager has reviewed the responses and recommendation of the Evaluation
Committee, and concurs with the Evaluation Committee's recommendation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby authorize the Administration to enter into negotiations and, if successful, authorize the Mayor and
City Clerk to execute a contract with the number-one ranked firm, Siver Insurance Consultants, pursuant
to Request for Proposals (RFP) No. 40-99/00, Employee Benefits Consultant, for an amount not exceed
$30,000; and in the event negotiations fail with the number-one ranked firm, further authorize the
Administration to enter into negotiations and, and if successful, authorize the Mayor and City Clerk to
execute a contract with the number-two ranked firm, PricewaterhouseCoopers.

PRICEW ATERHOUSECOOPERS, IN THE EVENT NEGOTIATIONS FAIL
WITH THE NUMBER-ONE RANKED FIRM.
ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
FUNDING:
Funds are available from the Account Number 540.1790.000.312. Expenditures will not exceed
$30,000.
ANALYSIS:
On December 3, 1999, the Mayor and Commission authorized the Administration to issue a Request
for Proposals (RFP) for an Employee Benefits Consultant to provide Financial Analysis for Self-
Insured and Insured Group Medical Plans and to assist in the preparation of a Request for Proposal
for Self-Insured and Fully Insured Group Medical Plans.
Fifty (50) specifications were issued, resulting in the receipt of proposals from the following four
(4) firms:
Siver Insurance Consultants
PricewaterhouseCoopers
Meadowbrook Villari Agency
Milliman & Robertson, Inc.

An Evaluation Committee consisting of the following persons met on February 3, 2000 to review
and discuss the proposals:
Mary Greenwood, Executive Assistant to the City Manager/Labor Relations
T. C. Adderly, Human Resources Director
Audrea Hinds, Human Resources Administrator I
Drew Terpak, Fleet Management Director and Group Insurance Board Member
Georgie Echert, Assistant Finance Director
The proposals were evaluated based on the selection criteria established within the RFP. All four
(4) firms were deemed responsive to the Scope of Services. Siver Insurance Consultants and
PricewaterhouseCoopers were ranked the highest for overall expertise, experience, and cost. Siver
Insurance Consultants proposed a fee of $9,000 to $12,000 for the feasibility study and an hourly rate
for assistance with the preparation of a Request for Proposal (RFP) for the Group Medical Plan. The
Administration estimates the total fee for Siver Insurance Consultants for services should not exceed
$30,000. PricewaterhouseCoopers proposed a fee for all services in the area of$43,500 to $57,500.
The Evaluation Committed ranked Siver Insurance Consultants as the Number-One firm.
PricewaterhouseCoopers was ranked as the Number-Two firm.
In accordance with the terms of the Request for Proposal (RFP), the City Manager has reviewed the
Evaluation Committee's recommendation and concurs with its ranking of proposals.
The City Administration recommends that the City Commission authorize the Administration to
negotiate and award this contract to Sivers Insurance Consultants for an amount not to exceed
$30,000 and further authorize the Administration to negotiate and award this contract to
PricewaterhouseCoopers, the number-two ranked firm in the event negotiations fail with the number-
one ranked firm.
