SUBJECT: Selection of Donald Druitt as New Emergency Management Coordinator
This Letter to the Commission is to inform you of a recent appointment I have made in the
Administration. After an extensive recruitment process, I am pleased to announce the
selection of Donald Druitt as the new Emergency Management Coordinator for the City of
Miami Beach. This position has been added to the Administration in order to better expand
our provision of emergency response to the community for all disasters, especially
hurricanes.
Don joins us with almost 35 years experience in emergency management and disaster
preparedness. Don held the position of Domestic Preparedness and Emergency
Management Coordinator for the City of Fort Lauderdale for the last three years. He was
charged with coordinating, planning, developing and directing the City's domestic
preparedness and emergency management programs.
Pdor to this, Don was Emergency Planner and later Deputy Coordinator for Emergency
Management in Newport News, Virginia. He was directly involved in the design of the City's
Emergency Operations Center (EOC), and served as the liaison to FEMA in the aftermath of
Hurricane Floyd. He also served as the State Exercise Controller for FEMA evaluated
Nuclear Planning Zone exercise. He has served as a member of the Weapons of Mass
Destruction 0NMD)/Terrodsm Taskforce as well as Secretary for the International
Association for Emergency Managers Region 3. Don also served as Deputy Coordinator for
Emergency Management in Hampton, Virginia. He was directly involved in the operation of
the EOC dudng Hurricane Bonnie as well as coordinated efforts to implement a new citywide
GIS mapping system.

WORK EXPERIENCE
Domestic Preparedness & Emergency Mgmt. Coord., Ft Lauderdale, FL 2003-Current
Coordinates, plans, develops and directs the City's domestic preparedness and emergency
management programs. Ensures that the City is prepared to respond to, mitigate the potential
impact and recover from terrorist attacks, mass casualty incidents, natural disasters and other
major emergencies including its port. Ensures compliance with related federal, state and local
laws; coordinates a wide variety of City departments and other government and private agencies;
facilitates and administers the submittal process for federal reimbursement claims for the City's
costs during applicable emergency operations. Serves as the City's liaison on emergency
preparedness issues with the County, the State of Florida, Federal and other local agencies;
advises departments on their emergency plans; coordinates and integrates the City's emergency
management program across departments and with all related functions, and makes
recommendations to improve systems. Coordinates with the City's Public Information Office
and other Department personnel in developing and delivering emergency preparedness
information and programs to the public. Responds to emergency operations incidents and serves
as the Emergency Operations Center Coordinator, assists with overall management of emergency
operations during actual disasters including maintaining contact with other disaster response
agencies. Coordinates with Finance Department and other City staff to promptly submit federal
and state reimbursement claims for City costs incurred during emergency operations. Ensures
that the City's emergency operations center is in a constant state of operational readiness;
recommends the purchase of additional equipment to improve the functionality of the emergency
operations center. Identifies and maintains an inventory of public and private emergency
resources available for domestic preparedness, homeland security and major disaster response
and recovery operations in the Fort Lauderdale area, specifically relating to personnel, facilities,
equipment and materials. Chairperson and manager of the Metropolitan Medical Response
System (MMRS) including program deliverable development, training, pharmaceutical and
equipment selection and purchase, including over-site for the Domestic Preparedness, Nunn,
Lugar, Domenici (NLD), and The Office of Domestic Preparedness, State Homeland Security
Assessment and Strategy Program (UASI) Grant programs, which exceed $1 million dollars.
Additionally overseeing the Cities Continuity of Government Operations (COOP) and the
Comprehensive Emergency Operations Plans (CEMP) implementation and/or rewrite. City
representative on the Local Emergency Planning Committee (LEPC).
Deputy Coordinator Emergency Management, Newport News, VA 1998- 2003
Directly involved with the design and relocation of the Departments newly constructed
Emergency Operations Center. Supervise EOC staff during EOC activations with hands on
experience during several Presidential Declarations relative severe weather seasons. FEMA
liaison during hurricane Floyd (1999) disaster recovery operations. Implemented a GIS mapping
system for the EOC depicting critical city infrastructure locations including evacuations routes
and shelters. Apprises the planning essential for reaction to operations within the Nuclear
Regulatory Commissions (Nuclear Reactor) 10 and 50 mile Emergency Planning Zones (EPZ),
and serves as State Exercise Controller for FEMA evaluated Nuclear Power Plants exercises;
managed the EOC staff during the year 2000 FEMA evaluated Nuclear Planning Zone exercise
resulting in zero deficiencies. Assisted in the establishment of a multi city and countywide
Disaster Recovery Task Force, providing assistance to families with unmet disaster recovery
needs. Serves as a member of the Weapons of Mass Destruction/Terrorism Task Force (WMD).
Coordinates Search and Rescue (SAR) missions with both City and State resources. Former

Developed, planned, and implemented cirywide emergency disaster plans. Duties also
included development of disaster preparedness training activities. Directly involved in the
operation of the Emergency Operations Center during Hurricane Bonnie. Coordinated efforts to
add, replace and update a new city wide GIS mapping system to track significant events for the
(EOC) during disasters which may be experienced by the city of Hampton (a coastal city).
Conducted exercises designed to test the adequacy of
emergency plans. Provided staff planning and analysis-support to achieve maximum utilization
of division resources. Provided information of a technical nature and assisted in development of
the division budget. Partnered with the staff to achieve National Accreditation Status for the
Department. Assisted in the planning and development for the Citizen Emergency Response
Training Program (CERT). On call 24 hours a day to provide technical advice and support to the
Emergency Coordinator/City Manager and city staff relative to city and region wide Emergency
Management functions or activities.
Emergency Planner, Newport News, VA 1996 -1998
Served as the Peninsula Local Emergency Planning Committees Emergency Planner
(PLEPC). Managed the Emergency Information data base System (EIS), and evaluated or revised
the committees Emergency Operations Plan as it related to regional, (city and county) emergency
planning. Directly involved in the operation of the EOC during emergency/disaster situations,
which occurred on the peninsula in 1996-98 including Hurricanes, Nor' easters, Virginia Nuclear
Power Exercise-97, and a city\wide Airport disaster (mass casualty) exercise. Served as the
Public Information Officer, Secretary and Business Liaison for the PLEPC. Work environment
included familiarity with mobile command post operations and 911 center, knowledge of local,
state and federal laws regarding emergency preparedness. Grant writer for the SARA Title III
Emergency Planning Grant. Directly involved with design and temporary relocation of the
Emergency Management Office/EOC. Terrorism Task Force member.

Chief Material Management Branch, Blue Grass Depot, KY 1994 -1996
Responsible for researching, planning, coordinating and compiling information for the
Director of Mission Operations, relative to the receipt, storage, issue, overhaul, information
safeguard, repair, shipment and disposal of assigned Department of Defense Commodities.
Logistics also provided for Special Ops and/or Black Unit operations. ,Senior Supervisor for a
staff of nine civil servants GS-9 and below whom provided data processing support to DOD
customers. Monitored and evaluated the Depot Civilian Security Forces who were responsible
tbr the security and safe guarding of DOD commodities including a chemical weapons stockpile.
Additional responsibilities included support for a Positive Pressure Emergency Operations
Center that supported the depots civilian security forces and the depots chemical emergency
response teams. The EOC was responsible for activating the County Wide Siren Notification
System.

Trained and led an organization of more than 250 diverse men and women. Managed an
EOC staff of 120 personnel. Developed and implemented logistic/contingency plans; maintained
a supplies/equipment inventory, over SIM. Served as the Emergency Operations Center
Supervisor, Instructor, Nuclear Emergency Search Team Leader, and Communications Security
Custodian. Developed new and innovative procedures for facility operations, office automation,
lesson plans, record maintenance and performance evaluations.
