J 4-1- cr g TO: Mayor Neisen O. ADMINISTRATION RECOMMENDATION: Approve the Resolution. BACKGROUND: On July 16, 1996, the Miami-Dade County Commission passed the Safe Neighborhood Parks Act of 1996 authorizing a general obligation bond measure to seek the approval of the voters of the County to sell up to $200 million bonds for purchase of land for future park sites, construction of new parks, and restoration of existing facilities throughout the County. The Ordinance also established a Citizen's Oversight Committee comprised of thirteen (13) members, one residing in each of the thirteen (13) County Commission districts. The Citizen's Oversight Committee was formed to oversee the disbursement of proceeds from the sale of said bonds. AGENDAITEM~ DATE 3-y-=9g Based on the recommendations resulting from Miami-Dade County Safe Neighborhood Parks Act of 1996, the City of Miami Beach has been recommended to receive a total of$7,266,000, comprised of the following allocations: P ARK PROJECT PRELIMINARY SCOPE OF WORK PROPOSED AMOUNT($) * Per Capita Funds Discretionary local park and recreation needs. $ 941,000 * Beach and Boardwalk Reconstruct beachfront boardwalks and initiate shoreline restoration. $3,000,000 * North Shore Open Space Park Reconstruct park facilities, including boardwalk, decking and other shoreline features. $2,100,000 * PAL Resource Center Flamingo Park Reconstruct Miami Beach PAL facilities including athletic and community meeting facilities. $ 225,000 * Swimming Pool Renovations Renovate/reconstruct three existing City pools at the Rakow Youth Center, Flamingo Park and Normandy Isle Park. $1,000,000 ANAL YSIS: The Safe Neighborhood Parks Act, outlined the allocation, distribution and oversight of the capital bond funds for County and Municipal park projects. The funding allocations were as follows: * Cities = $ 47.0 million * UMSA = $ 61.0 million * County Regional = $ 62.0 million * Other Regional = $ 15.0 million * Challenge Grants = $ 15.0 million Total $200.0 million In response to the $47 million funding available under the above referenced Cities Allocation, the City Commission, on January 21, 1998, authorized the Recreation, Culture and Parks Department to submit grant applications and enter into agreements with Miami-Dade County for the following projects: GRANT TITLE YEAR ONE FUNDING (FY 97/98) TOTAL GRANT 1. Beach & Boardwalks 2. New Swimming Pool - Flamingo Park 3. P.A.L. Resource Center Flamingo Park 4. S. Rakow Ice Skating Rink $1,185,000 $3,000,000 $ 457,000 $ 225,000 $1,000,000 $ 225,000 $ 117,600 $ 941,000 The City will submit the remaining application for North Shore Open Space Park when the pending Altos del Mar issues are resolved. It is the Recreation, Culture and Parks Department's goal to identify funding that will further develop the approved Parks Master Plan. The Challenge Grant Allocation will make $7 million available to public agencies and Not-for-Profit Organizations for land acquisition, construction and development of youth recreation service facilities. It is therefore, a very viable source that should be pursued. If authorized to apply, the following projects will be submitted utilizing the City's approved Parks General Bond Program funding as a match.
