A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING PURSUANT TO SECTION 2-367(d) OF THE MIAMI
BEACH CITY CODE, THE ISSUANCE OF PURCHASE ORDERS TO ROYCE PARKING
CONTROL SYSTEMS, INC., AS THE SOLE SOURCE DISTRIBUTOR OF FEDERAL
A.P.D. PARKING EQUIPMENT, FOR MAINTENANCE AND SERVICE OF REVENUE
CONTROL PARKING EQUIPMENT IN CITY-OWNED GARAGES, IN THE ESTIMATED
AMOUNT OF $110,000.
WHEREAS, pursuant to Section 2-367(d) of the Miami Beach City Code, the City
may enter into contracts for goods and/or services where only one source for the products
or service is evident; and
WHEREAS, the City has invested over two million dollars in Federal APD Parking
Revenue Control Equipment; and
WHEREAS, in an effort to have consistency in reporting, auditing and collection
platforms, the City has chosen one system rather than blended systems throughout all of
its parking facilities; and
WHEREAS this equipment is out of its one year warranty and has been
maintained over the last five years by Royce Parking Control Systems, Federal APD sole
source service provider; and
WHEREAS, Royce Parking Control Systems, Inc. is the only vendor that can
furnish parking revenue control equipment that is compatible with the existing parking
revenue control system; and
WHEREAS, additionally, the Administration has complied with the documenting
requirements sole source purchases, pursuant to Section 2-367(d) of the Miami Beach
City Code.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve the issuance of purchase orders to Royce Parking Control
Systems, Inc., as the sole source distributor of Federal A.P.D. parking equipment, for
maintenance and service of revenue control parking equipment in City-owned garages, in
the estimated amount of $110,000.

ANALYSIS

CONCLUSION
The Administration recommends that the .Mayor and City Commission of the City of

orders to Royce Parking Control Systems, Inc., the sole source distributor of Federal
A.P.D. Parking Equipment in City-Owned Garages in the estimated amount of$110,000.

To Whom It May Concern
This letter is to verify that Royce Parking Control Systems, Inc. is, by contract,
the authorized representative for the products of Federal APD in the South
Florida market. Federal APD requires that all distributors participate in a year end
revie, w of certain criteria for the current year, and to establish criteria for the
following year. Under this plan, Royce has remained our South Florida distributor
in good standing for 24 years, and is a 14 time member of the "President's Club".
We anticipate that Royce will continue to be our South Florida distributor for
many years to come.
