A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE
ADMINISTRATION TO SUBMIT AN APPLICATION TO THE MIAMI-DADE
YOUTH CRIME TASK FORCE SMALL PROGRAMS INITIATIVE, IN THE
AMOUNT OF $50,000, AND APPROPRIATING SUCH FUNDS, IF AWARDED.
WHEREAS, the City would like to offer alternative recreational programming to address the needs
of its youth; and
WHEREAS, the Neighborhoods First Oversight Committee has drafted and submitted a three-year
comprehensive juvenile delinquency prevention plan to the Florida Department of Juvenile Justice; and
WHEREAS, the Florida Department of Juvenile Justice approved the three-year comprehensive
juvenile delinquency prevention plan in October 1999; and
WHEREAS, one of the strategies included within the three-year comprehensive juvenile delinquency
prevention plan is the implementation of the ACHIEVE program; and
WHEREAS, the Miami-Dade Youth Crime Task Force Small Programs Initiative is accepting
applications for programs that implement strategies designed to prevent and reduce violence and crime among
high risk youth; and
WHEREAS, the funds being requested require an in-kind match that can be met with existing
budgeted resources.
NOW THEREFORE, BE IT DULY RESOL YED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Administration is hereby authorized and directed
to submit an application to the Miami-Dade Youth Crime Task Force Small Programs Initiative, in the amount
of$50,000, and that such funds, if awarded, be appropriated to the Office of Children's Affairs
PASSED AND ADOPTED THIS 23rd day of February, 2000.

THE MIAMI-DADE YOUTH CRIME TASK FORCE SMALL PROGRAMS
INITIATIVE, IN THE AMOUNT OF $50,000, AND APPROPRIATING SUCH
FUNDS, IF AWARDED.
ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
ANAL YSIS:
As a Title V Program recipient, the Office of Children's Affairs was required by the Florida
Department of Juvenile Justice to draft a Three-year Comprehensive Juvenile Delinquency
Prevention Plan to address juvenile delinquency issues in the North Beach area. Utilizing the
Communities That Care programming model endorsed by the Office of Juvenile Justice and
Delinquency Prevention and the State of Florida Department of Juvenile Justice, a comprehensive
assessment and prevention plan was presented and adopted in October 1999.
The Three-year Comprehensive Juvenile Delinquency Prevention Plan selects various strategies for
implementation in Year One. Among these are:
~ Truancy Intervention Program - A collaborative effort between the Miami-Dade County
Office of the State Attorney, Miami-Dade County Public Schools and the Office of Children's
Affairs to pro actively identify youth at risk of truancy and provide necessary intervention
services by community service providers.
~ Community Voices - A collaborative effort among various community agencies (including
the League of Women Voters and Kids Voting USA) to present monthly public forums to
address issues importance to the Miami Beach Community.
~ ACHIEVE- A recreational and behavior modification program targeting at-risk youth in
grades 4 - 6 administered and supervised by the Office of Children's Affairs.

The Three-year Comprehensive Juvenile Delinquency Prevention Plan emphasizes outcomes-based
measures for all aspects of community programming. The strategies selected in the Plan were
reviewed to ensure utilization of existing community resources and addressing of community
programming needs. All programs within the Plan are evaluated on an annual basis to ensure
compliance with State expectations and programming effectiveness.
The Neighborhoods First grant awarded to the Office of Children's Affairs provides funding for the
Truancy Intervention Program. In-kind commitments provide the necessary funding for the
Community Voices program. Funding is currently not available for the ACHIEVE program.
The issuance of Requests For Funding via the Miami-Dade Youth Crime Task Force has provided
an opportunity to seek the funds necessary to implement the ACHIEVE program. As existing budget
resources and the Florida Department of Juvenile Justice grant for the Neighborhoods First Program
meet in-kind requirements, no cash match is required.
CONCLUSION:
The City Commission should approve the Resolution authorizing the submission of a grant request
to the Miami-Dade Youth Crime Task Force Small Programs Initiative for $50,000.

The FY1999-00 Community Grants Program Panel convened on November 17, 1999 to deliberate and make
funding recommendations for the Second Quarter of the program. The Panel found your proposed project,
26th Annual Miami Beach Festival of the Arts, to be in accord with the mission of the Community Grants
Program and a grant award in the amount of $2,745 was recommended for City of Miami Beach - Office of
Arts, Culture and EntertainmentlFine Arts Board At its December 15, 1999 meeting, the Miami-Dade Cultural
Affairs Council approved the panel's action, and wiJI recommend this grant award for approval by the
Miami-Dade County Board of County Commissioners.
Enclosed are grant agreements and other paperwork necessary for the processing of this recommendation.
