A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, REQUESTING THE MIAMI-DADE COUNTY MAYOR AND
COMMISSION TO; 1) DECLARE A STATE OF EMERGENCY FOR THE CRITICALLY
ERODED BEACHFRONT AREA IN NORTHERN MIAMI BEACH; 2) REQUEST
EMERGENCY ACTION FROM THE UNITED STATES CONGRESS AND THE ARMY
CORPS OF ENGINEERS TO BRING IMMEDIATE RELIEF TO THIS MOST
VULNERABLE AREA; 3) ENCOURAGE THE ARMY CORPS OF ENGINEERS TO
EXPEDITE THEIR SEARCH FOR SUITABLE, LONG-TERM SOURCES OF SAND FOR
THE CONTINUED MAINTENANCE OF MIAMI-DADE COUNTY'S SANDY BEACHES; 4)
REQUEST FURTHER DEFINITION OF THE AUTHORIZATION OF THE MIAMI BEACH
INNOVATIVE EROSION CONTROL AND SAND RECYCLING PROJECT IN THE WATER
RESOURCES DEVELOPMENT ACT OF 2000; AND 5) REQUEST A $10,300,000
APPROPRIATION FROM THE ENERGY AND WATER APPROPRIATIONS ACT OF
2000 FOR IMPLEMENTATION OF THE MIAMI BEACH INNOVATIVE EROSION
CONTROL AND SAND RECYCLING PROJECT AND FOR ON-GOING SHORE
PROTECTION PROJECTS COUNTYWIDE.
WHEREAS, South Florida's beaches are an important part of the quality of life of
this community, providing aesthetic, environmental, hurricane mitigation and recreational
benefits for our residents and tourists; and
WHEREAS, beaches continue to be the region's number one tourist attraction and
are thus vital to our economic well-being; and
WHEREAS, beach erosion continues to be a major problem in Miami-Dade County;
and
WHEREAS, the erosion of the beachfront area in the northern Miami Beach
(approximately from 60th Street north to 75th Street) has reached a critical stage where
emergency and public access have been lost, most of the protective dunes are gone and
upland property losses are eminent; and
WHEREAS, emergency steps must be taken to provide temporary relief to this most
critically eroded section of beach to provide some degree of Storm Protection for this
currently unshielded area, as well as, to help prevent upland flooding and the loss of
coastal infrastructure, until such time as a complete renourishment can be completed.
WHEREAS, the sources of sand traditionally used for renourishing the County's
beaches have been virtually exhausted and new sources of beach compatible sand must
be located to provide for the long-term maintenance of the County's beaches; and
WHEREAS,the Army Corps of Engineers has initiated a search for suitable, long-
term sand sources, and
WHEREAS, limited quantities of beach compatible sand have been identified within
potential, non-conventional sources such as the Peanut Island or Virginia Key Maintenance
Dredge Spoil Disposal Areas; and
WHEREAS, the authorization of the Miami Beach Innovative Erosion Control and
Sand Recycling Project contained in the Water Resources Development Act of 1999 needs
to be better defined to provide the Local Sponsor greater autonomy over the beach
management process; and
WHEREAS, an initial appropriation of $2.3 million from the Energy and Water
Appropriations Act of 2000 is needed to implement the Miami Beach Innovative Erosion
Control and Sand Recycling Project; and
WHEREAS, an appropriation of $8.0 million from the Energy and Water
Appropriations Act of 2000 is needed to fund the County's on-going shore protection
projects for 2000 - 2001.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT:
1. The Mayor and City Commission of the City of Miami Beach requests that the
Miami-Dade County Mayor and Commission declare a State of Emergency for the
critically eroded beachfront area in northern Miami Beach.
2. The Mayor and City Commission of the City of Miami Beach requests that the
Miami-Dade County Mayor and Commission request emergency action from the
United States Congress and the Army Corps of Engineers to bring immediate relief
to this most vulnerable area.
3. The Mayor and City Commission of the City of Miami Beach requests that the
Miami-Dade County Mayor and Commission encourage the Army Corps of
Engineers to expedite their search for suitable, long-term sources of sand for the
continued maintenance of Miami-Dade County's sandy beaches.
4. The Mayor and City Commission of the City of Miami Beach requests that the
Miami-Dade County Mayor and Commission establish the further definition of the
authorization of the Miami Beach Innovative Erosion Control and Sand Recycling
Project in the Water Resources Development Act of 2000 as a legislative priority for
Miami-Dade County.
5. The Mayor and City Commission of the City of Miami Beach requests that the
Miami-Dade County Mayor and Commission request a $10,300,000 appropriation
from the Energy and Water Appropriations Act of 2000 for implementation of the
Miami Beach Innovative Erosion Control and Sand Recycling Project and for the
County's on-going shore protection projects for 2000 - 2001.
