A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE ISSUANCE OF A PURCHASE
ORDER IN THE AMOUNT OF $45,865 TO METCALF & EDDY PURSUANT TO
MIAMI-DADE COUNTY CONTRACT NO. R-335-96, FOR THE PERFORMANCE
OF A CONTAMINATION ASSESSMENT OF THE FAIRWAY AREAS AND THE
DEVELOPMENT OF A RISK ASSESSMENT REPORT FOR THE NORMANDY
SHORES GOLF COURSE; ALSO AUTHORIZING THE APPROPRIATION OF
FUNDS FROM REALLOCATED BOND FUND 351 INTO WORK ORDER NO.
2066.
WHEREAS, it has been determined that hazardous waste contamination exists at the
Normandy Shores Golf Course; and
WHEREAS, the City engaged the environmental engineering firm of Metcalf & Eddy to begin
the assessment of the extent of the contamination on the golf course; and
WHEREAS, the City is now required to conduct a Contamination Assessment of the fairway
areas of the course; and
WHEREAS, the City also desires to have a Risk Assessment developed for the golf course to
help minimize future remedial actions costs; and
WHEREAS, funding in the amount of $45,865 is to be appropriated from Reallocated Bond
Fund 351 into existing Work Order Number 2066.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the issuance of a Purchase Order
in the amount of$45,865, to Metcalf & Eddy, for the performance of a Contamination Assessment of the
fairway areas and development of a Risk Assessment Report for the Normandy Shores Golf Course, and
the appropriation of funds from Realloc"lted Bond Fund 351 into existing Work Order No. 2066, is
approved. ~.

FUNDING
Funding is to be appropriated from Reallocated Bond Fund 351 into Work Order No. 2066.
BACKGROUND AND ANALYSIS
As a result of the discovery of agricultural waste contamination at the Bayshore Golf Course, the
City engaged an environmental engineering contractor to conduct an assessment to determine if the
soil and groundwater beneath the Normandy Shores Golf Course were also contaminated. On
September 11, 1996, the City Commission authorized the issuance of a purchase order to Metcalf
& Eddy to initiate the assessment (Resolution # 96-22104).
Since September, 1996, a series of subsurface investigations have revealed that the soil and
groundwater are contaminated with arsenic and other agricultural chemicals throughout the course
maintenance yard area. Delineation of the extent of the contamination within the maintenance yard

area is substantially completed. The submission of the final assessment document for this site to
the DERM should occur by April 15, 1998.
Now that the assessment of the contamination within the maintenance yard is nearly complete, the
City is required to address the fairway areas of the golf course. The scope of work to be performed
under the proposed Purchase Order will include gathering information about the extent of
contamination in the soil and groundwater beneath the fairways, contaminant levels in the water and
sediments in the ponds on the course, groundwater flow direction and the extent of any contaminant
migration off of the golf course property, and any risk that the contaminants might pose.
The cost for the completion of the fairway area contamination assessment and the development
of a risk assessment report has been estimated at $45,865.
CONCLUSION
The City Commission should authorize the issuance of a Purchase Order, to Metcalf & Eddy, to
provide for the performance of a contamination assessment of the fairway areas and development
of a risk assessment report for the Normandy Shores Golf Course, and the appropriation of funds
from Reallocated Bond Fund 351 into Work Order No. 2066.
