Dear Honorable Governor Bush:
On February 23, 2000, the City of Miami Beach City Commission passed Resolution Number
2000-23 821 (enclosed). This resolution is Supporting the Reestablishment of the Florida Council
for the Hearing Impaired and Urging Florida Governor Jeb Bush to Support Senate Bill No. 958 and
House Bill No. 2612 Regarding Community Budget Issue Requests for Client Assistance Programs,

A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA SUPPORTING THE
REEST ABLISHMENT OF THE FLORIDA
COUNCIL FOR THE HEARING IMPAIRED
AND URGING FLORIDA GOVERNOR JEB
BUSH TO SUPPORT SENATE BILL NO. 958
AND HOUSE BILL NO. 2612 REGARDING
COMMUNITY BUDGET ISSUE REQUESTS
FOR CLIENT ASSISTANCE PROGRAMS.
WHEREAS, the State of Florida lags behind other states which already possess commissions
for the deaf and hard-of-hearing to ensure the protection of the rights and well-being of deaf and
hard-of-hearing constituents; and
WHEREAS, using 1995 statistics, in the State of Florida there were over two million deaf
and hard-of-hearing persons; and
WHEREAS, the latest figures from the Department of Labor indicate that there are close
to 200,000 deaf and hard-of-hearing persons ages three and above in Miami-Dade County alone, and
that five percent (10,000) are deaf and those numbers are growing due to the increasing number of
immigrants moving to South Florida; and
,
WHEREAS, a Commission for the deaf and hard-of-hearing would address issues affecting
these constituents and would increase awareness of the special needs of the deaf and hard-of-hearing
like the need for signers and their importance in legal matters and in health matters; and
WHEREAS, a Commission for the deaf and hard-of-hearing would also help educate the
public on other issues like the different types of sign languages and would address housing issues
for senior deaf and hard-of-hearing constituents; and
WHEREAS, Community Budget Issue Requests under Senate Bill No. 958 and House Bill
No. 2612 for Client Assistance Programs would provide the deaf and hard-of-hearing in South
Florida with information and referral services, advocacy, and education, for both the hearing
impaired and hearing community, interpreting and relay services, and the distribution of
communication devices (TTY) for deaf and hearing impaired.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the reestablishment of a
Florida Council for the Hearing Impaired is hereby supported and that Florida Governor Jeb Bush
is urged to support Community Budget Issue Requests regarding Client Assistance Programs for
deaf and hard-of-hearing persons under Senate Bill No. 958 and House Bill No. 2612.
