RESOLUTION NO. 98-22684
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE AN EXTENSION OF A MUTUAL AID AGREEMENT BETWEEN THE
MIAMI BEACH POLICE DEPARTMENT AND THE FLORIDA DEPARTMENT
OF LAW ENFORCEMENT FOR THE MULTI-AGENCY MONEY
LAUNDERING/NARCOTICS TASK FORCE-SOUTH FLORIDA IMPACT.
WHEREAS, the Mayor and City Commission authorized the Mayor and City
Clerk to execute a Mutual Aid Agreement, entitled the Multi-Agency Money Laudering
Task Force Mutual Aid Agreement, with the Florida Department of Law Enforcement in
1994; and
WHEREAS, the Miami Beach Police Department and the Florida Department of
Law Enforcement wish to extend the existing Mutual Aid Agreement to June 30,1999.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Clerk are authorized to execute the attached extension to the Multi-Agency Money
Laundering/Narcotics Task Force-South Florida Impact Mutual Aid Agreement.

ADMINISTRATION RECOMMENDATION
Approve the Resolution.
BACKGROUND
In 1994, the Mayor and City Commission authorized the Chief of Police to execute a
Mutual Aid Agreement with the Florida Department of Law Enforcement for a Money
Laundering/Narcotics Task Force-South Florida Impact programs. Both the Police
Department and the Florida Department of Law Enforcement want to extend this Mutual
Aid Agreement, that would otherwise expire on April 1, 1998, to June 30, 1999.
This Multi-Agency Task force is composed of 13 Federal, State, County, and City law
enforcement agencies. They primarily focus the efforts of the Task Force on money
laundering and narcotics. Since its inception, the Task Force has seized more than $70
million and approximately 18,000 kilos of cocaine. The South Florida program is
considered as the model program for the nation.
CONCLUSION
The citizens of the City will continue to derive benefits from this Mutual Aid Agreement
extension.

The undersigned Parties to the Multi-Agency Money Laundering Task Force Voluntary Cooperation Mutual Aid
Agreement which became operative in ] 994, hereby formally renew and extend said Mutual Aid Agreement,
through and including June 30, ] 999, subject to all of the same terms, provisions, conditions and incorporated
Attachments, which were part of the initial Multi-Agency Money Laundering Task Force Voluntary Cooperation
Mutual Aid Agreement (other than the original expiration date). All undersigned Parties agree that the Agreement
has continued in full force and effect, and continues to be in effect as of the time of this renewal.
The undersigned Parties, as evidenced by their signatures hereon, re-adopt the text of the original Multi-Agency
Money Laundering Task Force Mutual Aid Agreement and the incorporated Attachments thereto as constituting the
text and terms of this Mutual Aid Extension Agreement and accept all of said same as binding on the Party
signatories hereto for the period ofthis Mutual Aid Extension Agreement. Additionally, the Parties hereto hereby
acknowledge their intention that the Task Force continue consistent with such policies and procedures as have been
formally adopted and agreed to during the course of the original Mutual Aid Agreement and Task Force, unless
formal modifications of same are implemented upon agreement of all the Parties at a date subsequent to this
Extension.
Unless cancelled as provided in the original Mutual Aid Agreement noted herein, this Mutual Aid Extension
Agreement shall, upon execution, remain in full force and effect as to Party signatories, subject to its terms, with all
of the legal authority and import of the original Mutual Aid Agreement noted herein, until and including June 30,
1999. This Agreement may be further extended with the approval of the Florida Department of Law Enforcement
and additional Parties may still join this Agreement.
Execution and Adoption of this Mutual Aid Extension Agreement may be signified by authorized personnel for
each Party properly signing a separate signature page, the original of which shall be returned to, and maintained by,
the Florida Department of Law Enforcement, Mutual Aid Coordinator, P.O. Box ]489, Tallahassee, Florida 32302-
]489. This Mutual Aid Extension Agreement shall be effective upon execution by the Florida Department of Law
Enforcement and as each party executes this Agreement it shall be effective as to that Party.
IN WITNESS WHEREOF, the authorized representatives of the Parties sign and date below.
