2000-23828 RESO RESOLUTION NO. 2000-23828 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ENDORSING THE AMENDMENT SPONSORED BY FLORIDA STATE REPRESENTATIVE ELAINE BLOOM REPLACING THE LOCAL COUNTY MATCH WITH STATE FUNDS FOR THE KIDCARE INSURANCE PROGRAM. WHEREAS, the Quality in Education Committee was formed to provide recommendations to better improve our community's public education system; and WHEREAS, the Quality in Education Committee has acknowledged that good health is central to the healthy upbringing of our children; and WHEREAS, many youth in our community are unable to afford adequate health insurance; and WHEREAS, the State of Florida is the only state in the nation that requires local government to provide a cash match to fund the KidCare Insurance Program; and WHEREAS, the Quality in Education Committee feels that the local match requirement impedes accessibility to the program because local funds are not available; NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach Mayor and City Commission endorse State Representative Elaine Bloom's legislative amendment replacing the local cash match for the Kidcare Insurance Program with State funds. Levy ~ City Manager DATE: March 15,2000 SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ENDORSING THE AMENDMENT SPONSORED BY FLORIDA STATE REPRESENTATIVE ELAINE BLOOM REPLACING THE LOCAL COUNTY MATCH WITH STATE FUNDS FOR THE KIDCARE INSURANCE PROGRAM. ADMINISTRATION RECOMMENDATION: Adopt the Resolution. ANAL YSIS: The Quality in Education Committee, created by resolution in October 1999, has been charged with making recommendations to better improve public education in our City. At its first meeting on March 4, 2000, the Committee discussed the importance of accessible healthcare as central to a good education. KidCare is the national insurance program to provide affordable health insurance to eligible youth under 18 years of age. The State of Florida is the only one in the nation that requires local county government to provide a cash match to fund the KidCare program. As a result of this local matching requirement, many families who would otherwise be eligible for this KidCare Insurance Program are unable to participate.
