City Manager
DATE: March 15,2000
SUBJECT:
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ENDORSING THE AMENDMENT
SPONSORED BY FLORIDA STATE REPRESENTATIVE ELAINE BLOOM
REPLACING THE LOCAL COUNTY MATCH WITH STATE FUNDS FOR
THE KIDCARE INSURANCE PROGRAM.
ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
ANAL YSIS:
The Quality in Education Committee, created by resolution in October 1999, has been charged with
making recommendations to better improve public education in our City. At its first meeting on
March 4, 2000, the Committee discussed the importance of accessible healthcare as central to a good
education.
KidCare is the national insurance program to provide affordable health insurance to eligible youth
under 18 years of age. The State of Florida is the only one in the nation that requires local county
government to provide a cash match to fund the KidCare program. As a result of this local matching
requirement, many families who would otherwise be eligible for this KidCare Insurance Program
are unable to participate.
Upon discussion and review of available information, the Quality in Education Committee
unanimously passed a resolution calling for the Mayor and Commission to endorse an amendment
sponsored by State Representative Elaine Bloom recommending that state funds replace local county
matching funds thereby making the KidCare Insurance Program accessible to more needy families.
