2000-23831 RESO RESOLUTION NO. 2000-23831 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, TRANSFERRING AND APPROPRIATING FUNDS, IN THE TOTAL AMOUNT OF $105,187, FROM THE REGIONAL LffiRARY ACCOUNT TO THE MIAMI BEACH ART IN PUBLIC PLACES FUND FOR THE ESTABLISHMENT OF ART IN PUBLIC PLACES. WHEREAS, Chapter 82, Article VII, Secs. 82-536-612 (the Chapter), provides for the establishment of Art in Public Places; and WHEREAS, the stated intent of the Chapter is "to enhance the aesthetic environment of the City of Miami Beach by including works of art on public property within the City and in City construction projects;" and WHEREAS, the Chapter further requires that all appropriations of City funding for construction of City-owned projects, including new buildings and/or public facilities or additions to existing structures, shall include an appropriation to the Art in Public Places Fund, and that the amount be no less than 1.5% of the construction cost of the proposed project; and WHEREAS, the allocation from the Regional Library Project is $105, 187, based on the current construction estimate for the Project, which is $7,012,500; and WHEREAS, the Administration recommends that the aforestated allocations be transferred to Fund 147 Art in Public Places and appropriated from Fund 372, the Cultural Campus Regional Library Account; and WHEREAS, the total amount transferred and appropriated to the Art in Public Places Fund will be $105,187; and WHEREAS, upon allocation of the aforestated monies, totalling $105,187, to the Art in Public Places Fund, the selection of an appropriate site or sites, allotment of appropriation for acquisition of works of art for particular sites and selection of works of art shall be determined by the Art in Public Places Committee and shall be approved by the Mayor and City Commission, as required by the Chapter. APPROPRIATING THE FUNDING FOR THE CONSTRUCTION OF THE CULTURAL CAMPUS/REGIONAL LIBRARY PROJECT IN THE AMOUNT OF $8,492,500. ADMINISTRATION RECOMMENDATION: Adopt the Resolution. FUNDING: Funds in the amount of $8,492,500 from the $11.5M for the Library are available from the General Fund Reserve for Capital Improvements. The amount will be appropriated to a work order established for the Cultural Campus/Regional Library. BACKGROUND: On September 23, 1998, the Mayor and City Commission adopted Resolution No. 98-22904 authorizing the Mayor and City Clerk to eXe1::ute an agreement with the firm of Robert A. M. Stem Architects (Stem) for the archite1::tural and engineering design of a Regional Library, a 400-space Parking Garage and Park and Streetscape Improvements in the area surrounding Collins Park. On November 18, 1998, the City Cormnission directed the Administration not to proceed with the design of a 400-space Parking Garage and to instead design two surface lots on parcels 2 and 4. On January 6, 1999, the Mayor and City Commission authorized appropriation of the funding necessary to implement the architectural and engineering design agreement with Stern for the Cultural Campus/Regional Library in the amount of $1,370,000 and authorized an amendment to said agreement which reflected a change in scope deleting the 400 space parking garage facility and providing two surface lots in its place. ANALYSIS: The Administration is now requesting the appropriation of ftmds in the amount of $8.492,500 for site testing. surveying and construction of the Cultural Campus/Regional Library, the two surface parking lots and the necessary street improvements surrounding the new library and parking lots. The cost of the work is currently estimated at $8,700,000. CONCLUSION: The Mayor and City Commission should adopt the resolution appropriating the funding in the amount of $8,492,500 for the Regional Library Building, the associated improvements and two surface parking lots in the area of Collins Park. , ~. l)~ ~~t~~\L~mAP'ol'wPo -' RESOLUTION 99-23148 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING THE FUNDING NECESSARY FOR THE CONSTRUCTION OF THE CULTURAL CAMPUSIREGIONAL LIBRARY PROJECT, IN THE TOT AL AMOUNT OF $8,492,500. Stem Architects (the Agreement) for the architectural and engineering design of a Regional Library; a 400-space Parking Garage; and Park and Streetscape Improvements in the area surrounding Collins Park (the Project); and WHEREAS, due to developments in the acquisition of the properties required for the construction of the Project, as set forth above, the proposed 400-space parking garage has been deleted from the scope of the Project; and WHEREAS, two surface parking lots will be provided in place of the originally proposed Parking Garage; and WHEREAS, the Administration is herein requesting approval of the appropriation of the funding required tor the construction for the Project, in the amount of $8,492,500. The intent of Chapter 82, Article VII, Secs. 82-536-612 (The Chapter) is "to enhance the aesthetic environment of the City of Miami Beach by including works of art on public property within the City and in City Construction projects." The Ordinance requires that all appropriations of City funding for construction of City-owned projects including new buildings and/or public facilities or additions to existing structures, shall include an appropriation to the Fund in an amount of no less than 1.5 % of the construction cost of City funded portion of the proposed project. Section 4A-4(a) of the Ordinance further states that "the appropriation to the Fund shall be made at the same time as the appropriation of funding for the construction project. " On April 28, 1999, the City Commission voted to appropriate construction funds for construction of the Cultural Campus/Regional Library Project in the amount of $8,492,500 (Exhibit A). The Art in Public Places allocation from the Regional Library is $105, 187, based on the current construction estimate for the project which is $7,012,500.
