2000-23832 RESO RESOLUTION NO. 2000-23832 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING A DONATION, FROM THE NATIONAL INSTITUTE FOR TRUTH VERIFICATION (NITV), OF TWO (2) COMPUTER VOICE STRESS ANALYZERS, VALUED AT APPROXIMATELY $16,000.00, FOR USE BY THE MIAMI BEACH POLICE DEPARTMENT. WHEREAS, the Miami Beach Police Department uses a device known as the Computer V oice Stress Analyzer (CVSA) for the purpose of determining veracity of statements made by applicants for positions within the Police Department; and WHEREAS, the National Institute for Truth Verification, a leader in the field of computer voice stress analysis, wishes to donate two CVSA's to the Miami Beach Police Department; and WHEREAS,the estimated value of the two (2) CVSA's is $9,000.00 for the digital CVSA and $7,000.00 for the analog CVSA, for a total estimated value of$16,000.00. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, authorizing the acceptance ofthe donation from the National Institute for Truth Verification (NITV), of two (2) Computer Voice Stress Analyzers, valued at approximately $16,000.00, for use by the Miami Beach Police Department. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS The Miami Beach Police Department uses a device known as a Computer Voice Stress Analyzer (CVSA) for determining the veracity of persons applying for positions within the Department. The National Institute of Truth Verification (NITV), a leader in the field of computer voice stress analysis, wishes to donate two CVSAs to the Police Department. The two CVSAs are valued at approximately $16,000. One is an analog model valued at approximately $7,000 and the other is a digital model valued at approximately $9,000.
