A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING AN APPROPRIATION IN THE AMOUNT
NOT TO EXCEED $20,000, TO BE USED AS A MATCH FOR
FUNDS TO BE PROVIDED BY THE METROPOLITAN
PLANNING ORGANIZATION (MPO) FOR TRAFFIC AND
ENVIRONMENT AL STUDIES FOR COLLINS AVENUE
FROM 59TH TO 63RD STREETS, FROM THE NORTH
SHORE STREETSCAPE PROJECT ACCOUNT NO.
363.2043.069358
WHEREAS, safety related improvements are needed to State Road AlAI Collins and Indian
Creek Drive, between 59th Street and 63rd Street; and
WHEREAS, area specific, comprehensive traffic and environmental studies (Study) are
required in order to determine the improvements needed; and
WHEREAS, the City has presented its request for funding the Study to the Metropolitan
Planning Organization (MPO); and
WHEREAS, the City is required to provide a twenty percent match for funds from the MPO;
and
WHEREAS, total funding for the Study is estimated at $100,000 and matching funds from
the City will not exceed $20,000; and
WHEREAS, funding is available in the North Shore Streetscape Project Account No.
363.2043.069358.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that an appropriation in the
amount not to exceed $20,000, to be used as a match for funds to be provided by the Metropolitan
Planning Organization (MPO) for traffic and environmental studies for Collins A venue from 59th
to 63rd Streets from the North Shore Streetscape Project Account No. 363.2043.069358, is hereby
authorized.

I am in receipt of the draft preliminary Scope of Services for the "Collins Avenue Realignment
at 60 to 63rd Streets Study" submitted by your office. I have reviewed the Scope of Services and
find it appropriate.
Grants to municipalities require a 20% municipal match for consideration by the MFO. A
resolution of support from the municipal governing body is also required. Please submit a
formal request to the MFO Secretariat in order to proceed through the MFO committee process
and approval from the MFO Governing Board.

RECOMMENDATION:
Approve the resolution.
FUNDING:
Funding in the amount of$20,000 is available in the North Shore Streetscape Project Account No.
363.2043.069358.
BACKGROUND:
In September 1997, at the request of area residents, the Administration asked the Florida Department
of Transportation (FDOT) to study the realignment of Collins Avenue at 60th Street in order to
improve traffic safety.
In October 1997, the City Commission adopted Resolution No. 97-22569 authorizing the initiation
of discussions with the U.S. and Florida Departments of Transportation pertaining to the
straightening of Collins Avenue at 60th Street. In December 1997, FDOT completed a preliminary
study to evaluate the City's request.
On December 16, 1997, City staff addressed the Metropolitan Planning Organization (MPO)
governing board to request funding to conduct traffic and environmental studies in the area of
Collins Avenue and 60th Street. Additionally, on January 12, 1998, City staff appeared before the
Transportation Planning Council (TPC) to discuss its request for funding for these studies.

At the request of the Florida Department of Transportation, the City has taken the lead in developing
the proper scope of work for the study which will be presented to the MPO for its consideration. A
copy of the proposed scope of work was submitted to Mr. Jose Mesa, Executive Director of the
MPO, the week of February 16, 1998. Following review of the scope of work by the MPO, the item
will be placed on the next available IPe agenda.
ANALYSIS
The cost to perform a conceptual geometric realignment and project development and environmental
(PD&E) studies is estimated to be about $100,000. The City is required to provide a twenty percent
match, up to $20,000 for funds provided by the MPO (see attached letter). Funding is available in
the North Shore Streetscape Project Account No. 363.2043.069358.
CONCLUSION
The City Commission should approve matching funds, in an amount not to exceed $20,000, for
funds requested from the Metropolitan Planning Organization for traffic and environmental studies
of the Collins A venue and 60th Street area.
