A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING AND APPROPRIATING THE
AMOUNT OF $275,000.00, AVAILABLE IN PARKING REVENUE BOND FUND
481, TO BE USED TO FUND ADDITIONAL SERVICES FOR ENGINEERING
CONSULTANT SERVICES, IN THE AMOUNT OF $77,500.00; AND FOR
THRESHOLD INSPECTOR SERVICES, AS REQUIRED BY THE STATE OF
FLORIDA, IN THE AMOUNT OF $77,500.00; AND FOR ADDITIONAL
CONTINGENCIES, UTILITY PERMITTING FEES AND LABORATORY
TESTING IN THE AMOUNT OF $100,000.00, AND $20,000.00 REIMBURSABLE
TRAVEL RELATED EXPENSES AS OUTLINED IN THE EXISTING
AGREEMENT BETWEEN THE CITY OF MIAMI BEACH AND
URBITRAN/RAMP, THE ENGINEERING FIRM OF RECORD FOR THE
RENOVATION DESIGN OF THE 42ND STREET GARAGE.
WHEREAS, On October 8, 1997, the Mayor and City Commission appropriated and
authorized $3,700,000 from parking revenue bond fund 481 into work order #2151 entitled
"42nd Street Parking Garage Renovation" to cover the cost of the construction contract and the
cost of the design services with UrbitranlRAMP; and
WHEREAS, On April 8, 1998 the Mayor and City Commission approved the award of a
construction contract with Tarafa Construction Inc. in the amount of $3,248,452 pursuant to City
of Miami Beach bid number 7-97/98 entitled "42nd Street Municipal Garage Improvements".
This contract amount included the total cost of supplying all labor, materials, equipment and
supervision necessary to complete the renovation of the 42nd Street Parking Garage in
accordance with the plans and specifications supplied by UrbitranlRAMP; and
WHEREAS, Subsequent to the award of a construction contract to Tarafa Construction,
Inc. by the Mayor and City Commission on April 1, 1998, the City's Building Department
identified that the project met the criteria of a threshold project as defined by Florida Statute
1995-Chapter 553. Therefore, it was required that the services of an on-site Threshold Inspector
would be needed to perform inspections on the structural work in accordance with the Structural
Inspection Plan prepared by the Engineer of Record for the project. UrbitranlRAMP agreed to
provide the needed threshold inspection services, as a reimbursable expense to their contract; and
WHEREAS, The combined estimates for the above-mentioned additional services,
construction contingencies and reimbursable services and expenses total $275,000. This amount
is available in Parking Revenue Bond Fund 481; and
WHEREAS, this project has been declared a Threshold Project by the City's Building
Department, as defined by Florida Statute 1995-Chapter 553, thus a Threshold Inspector is
required to provide structural inspections as outlined by the Engineer of Record's Structural
Inspection Plan. UrbitranlRAMP has provided these threshold inspection services and is also
due travel expenses related to on-site construction support services. Additional reimbursable
expenses need to be funded at this time in the total estimated amount of $77,500 for threshold
inspection services and $20,000 for reimbursable travel expenses. Additional contingency, utility
permitting fees and laboratory testing expenses need to be funded at this time in the total
estimated amount of $1 00,000. Additional services expenses need to be funded at this time in the
total estimated amount of$77,500; and
WHEREAS, accordingly the Administration recommends approval of the resolution
authorizing $275,000 for additional services, construction contingencies and reimbursable
expenses for the 420d Street Parking Garage.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize $77,500 for additional services, $77,500 for a
threshold inspector and $20,000 for reimbursable expenses to UrbitranlRAMP, and $100,000 for
contingencies and laboratory testing services totaling $275,000, to be funded from the Parking
Revenue Bond Fund 481.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
ANAL YSIS:
On February 20, 1996, at the request of the City, a Phase I study was performed by Urbitran/Ramp,
(successor to Ramp Associates, a division ofUrbitran Associates, Inc.) for an analysis of the overall
existing conditions present at the 42nd Street parking garage. It was stated in the report that the
facility needed immediate corrective remedial attention to preserve the structural integrity of the
garage. Prior to this report, the City had already taken measures to protect the public from unsafe
conditions by removing approximately 400 parking spaces from usable inventory.
On June 5, 1996, the Mayor and City Commission declared that a valid public emergency existed
and waived the competitive bidding process for professional architectural and engineering services
and authorized the Mayor and City Clerk to execute an amendment to the existing professional
services agreement with UrbitranlRAMP for the renovation of the 17th Street Garage to include

Phase II preparation of detailed construction drawings, contract and bid documents, and technical
specifications for those items identified in the Phase I study, which were authorized for construction
at the 42nd Street Garage.
Compensation to UrbitranlRAMP for their professional architectural/engineering services was
authorized to be six percent (6%) of the bid construction cost. In addition, UrbitranlRAMP's
original professional services contract entitled them to reimbursable expenses and additional services
ifthe project extended beyond the contracted completion date.
On October 8,1997, the Mayor and City Commission appropriated and authorized $3,700,000 from
parking revenue bond fund 481 into work order #2151 entitled "42nd Street Parking Garage
Renovation" to cover the cost of the construction contract and the cost of the design services with
UrbitranlRAMP.
On April 8, 1998 the Mayor and City Commission approved the award of a construction contract
with Tarafa Construction Inc. in the amount of $3,248,452 pursuant to City of Miami Beach bid
number 7-97/98 entitled "42nd Street Municipal Garage Improvements". This contract amount
included the total cost of supplying all labor, materials, equipment and supervision necessary to
complete the renovation of the 42nd Street Parking Garage in accordance with the plans and
specifications supplied by UrbitranlRAMP. The amount due to UrbitranlRAMP for their
professional architectural/engineering services was calculated to be $194,907.12 based on the bid
construction cost.
Subsequent to the award of a construction contract to Tarafa Construction, Inc. by the Mayor and
City Commission on April 8, 1998, the City's Building Department identified that the project met
the criteria of a threshold project as defined by Florida Statute 1995-Chapter 553. Therefore, it was
required that the services of an on-site Threshold Inspector would be needed to perform inspections
on the structural work in accordance with the Structural Inspection Plan prepared by the Engineer
of Record for the project. UrbitranlRAMP agreed to provide the needed threshold inspection
services, as a reimbursable expense to their contract.
As the demolition activity associated with the concrete slab progressed, it became apparent that the
prescribed demolition was not attainable. This ultimately required the City's engineering consultant,
UrbitranlRAMP, to redesign the concrete thru-slab. The new design required additional plan review
and permitting by the City's Building Department.
Upon receipt of the new permit from the Building Department the contractor commenced placing
the concrete for the thru-slab repair. Shortly after this phase of the construction activity began, cracks
were discovered in the newly placed concrete slabs. The pressure cleaning operation of the existing
concrete decks revealed additional cracks that were hidden by oil stains, grime, and dirt.

Therefore, additional deck repairs/preparation work was needed. This issue is being addressed as
each deck is pressure cleaned and inspected and the additional repairs are being made on the cracks
as they are found.
As a result of these issues the contractor has requested, and the City has agreed to, a time extension.
It is anticipated that the garage will be partially or fully operational by May of2000.
Based on the unexpected increased levels of structural work required during the course of this project
and the amount of time taken by the contractor to complete this additional structural repair work, the
estimate for additional inspection services has been revised and increased by $77,500. This increase
is due to increased amounts of epoxy injection work required at the deck slab locations along with
increased amounts of through-slab repairs that became evident after pressure cleaning operations
commenced. As a result, the need for increased levels of structural inspection by the Threshold
Inspector has become apparent.
Additionally, the existing contract with UrbitranlRAMP, allows for reimbursements to be made to
them for travel expenses to provide on-site construction support services. Total additional travel
related expenses for this project are estimated to be $20,000 which was created by the time extension
of the project.
The combined estimates for the above-mentioned additional services, construction contingencies
and reimbursable services and expenses total $275,000. This amount is available in Parking
Revenue Bond Fund 481.
