R-335-96, FOR THE PERFORMANCE OF A CONTAMINATION ASSESSMENT OF THE FAIRWAY AREAS AND THE DEVELOPMENT OF A RISK ASSESSMENT REPORT FOR THE BA YSHORE GOLF COURSE; ALSO AUTHORIZING THE APPROPRIATION OF FUNDS FROM REALLOCATED BOND FUND 351 INTO WORK ORDER NO. 2066. ADMINISTRATION RECOMMENDATION Approve the Resolution. FUNDING Funding is to be appropriated from Reallocated Bond Fund 351 into Work Order No. 2066. BACKGROUND AND ANALYSIS Through the performance of a routine compliance inspection by the Dade County Department of Environmental Resources Management (DERM) in 1991, evidence of industrial and agricultural waste contamination was discovered at the Bayshore Golf Course maintenance yard. Following the discovery of the contamination, the DERM issued a Notice of Violation and Orders for Corrective Action to representatives of American Golf Corporation, who operated the course under contract to the City. The failure of American Golf to initiate the appropriate corrective actions by February, 1995 resulted in the DERM's issuance of a Final Notice Prior to Court Action directly to the City. AGENDA ITEM C.l c; DATE .~-18-C)8 Upon learning of the situation, the City conducted an investigation into the actions of American Golf, removed large quantities of improperly stored hazardous wastes, and hired an environmental contractor to conduct an assessment to determine the extent of the contamination at the site. On September II, 1996, the City Commission authorized the issuance of a purchase order to Metcalf & Eddy to initiate the assessment (Resolution # 96-22104). Since September, 1996, a series of subsurface investigations have revealed that the soil and groundwater are contaminated with arsenic and other agricultural chemicals throughout the course maintenance yard area. Delineation of the extent of the contamination within the maintenance yard area is substantially completed. The submission of the final assessment document for this site to the DERM should occur by April 15, 1998. Now that the assessment of the contamination within the maintenance yard is nearly completed, the City is required to address the fairway areas of the golf course. The scope of work to be performed under the proposed Purchase Order will include gathering information about the extent of contamination in the soil and groundwater beneath the fairways, contaminant levels in the water and sediments in the ponds on the course, groundwater flow direction and the extent of any contaminant migration off of the golf course property, and any risk that the contaminants might pose. The cost for the completion of the fairway area contamination assessment and the development of a risk assessment has been estimated at $48,085. CONCLUSION The City Commission should authorize the issuance of a Purchase Order in the amount of $48,085, to Metcalf & Eddy, for the performance of a contamination assessment of the fairway areas and development of a risk assessment report for the Bayshore Golf Course, and the appropriation of funds from Reallocated Bond Fund 351 into existing Work Order No. 2066.
