HomeMy WebLinkAbout2006-26172 Reso RESOLUTION NO. 2006-26172 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND OFFICIALLY ADOPTING THE BASIS OF DESIGN REPORT (BODR) FOR THE SOUTH POINTE PHASE III, IV AND V, NEIGHBORHOOD-12 RIGHT-OF-WAY IMPROVEMENT PROJECT. WHEREAS, the South Pointe Phase III, IV and V, Neighborhood 12, Right-of-Way Improvement Project includes improvements to the stormwater collection and disposal system, water distribution system, roadway resurfacing, streetscape, landscape, traffic calming, pedestrian lighting and linkages within the right-of-way (the Project); and WHEREAS, the Project limits are bounded by Ocean Drive to the east and Alton Road to the west, and include: 1 st Street, between Alton Road and Ocean Drive; Commerce Street, from Alton Road to Washington Avenue; Ocean Drive and Ocean Court, from 5th Street to South Pointe Drive; Collins Avenue and Collins Court, from 5th Street to South Pointe Drive; South Pointe Drive/Biscayne Street, from Alton Road to eastern street end; Alton Road, from 5th Street to South Pointe Drive; Jefferson Avenue, between South Pointe Drive and 1 st Street; 1 51 Street, from Alton to Jefferson Avenue; and Commerce Street; and WHEREAS, the Project budget is currently estimated at $9.7 Million, for streetscape improvements; $2 Million for water improvements; and $6.4Million for stormwater improvements; all for a total of $18.1 Million; and WHEREAS, on November 25, 2003, the City Commission authorized the issuance of Request for Qualifications (RFQ) No. 08-03/04 for Professional Engineering, Urban Design, and Landscape Architecture Services for the Project; and WHEREAS, on February 17, 2004, responses to the RFQ were received; the Selection Committee was convened on July 13, 2004, ranked the responding firms, and Chen & Associate (C&A) was the top ranked firm; and WHEREAS, on September 8, 2004, the City Commission approved Resolution No. 2004- 25664. authorizing negotiations with C&A; and WHEREAS, on May 18, 2005, the City Commission authorized the execution of an Agreement with C&A to provide engineering, urban design, architecture. services for the planning. design, bid and award. and construction administration phases of the Project; and WHEREAS, on June 10, and 17, 2005. the Project kick-off meeting with various City Departments, and Site Reconnaissance visit were held, respectively; and WHEREAS, on October 5. 2005. a Visioning Session was held with all the relevant City Departments; and WHEREAS, on November 28.2005, Community Design Workshop NO.1 was held, and residents and business owners supported the recommended plan presented by C&A; and WHEREAS, the Administration presented the draft BODR for the Project as an informational item during the April 3, 2006 General Obligation Bond Oversight Committee meeting; and WHEREAS, the BODR was also presented as an informational item at the April 10,2006 Historic Preservation Board (HPB) meeting; and WHEREAS, consensus was achieved at the aforementioned meetings. including additional feedback from City staff, and WHEREAS, staff from the various City Departments has been involved in the planning process from the Project inception, and no changes to the recommended plan in the BODR are anticipated; and and WHEREAS, the final BODR, with Departmental input. will be the basis for the improvements; WHEREAS, the current schedule calls for completion of the Design Phase of the Project in 2007; and WHEREAS, the Administration recommends approval ofthe South Pointe Phase III, IV and V, Neighborhood-12, Right-of-Way Improvement Project Basis of Design Report (BODR). as submitted; and . WHEREAS, by approving this BODR the City will officially end the planning phase and proceed to the design phase of the Project. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and officially adopt the Basis of Design Report (BODR) for the South Pointe Phase III, IV and V Neighborhood-12 Right-of-Way Improvement Project. Item Summary/Recommendation: On November 25. 2003, the City Commission authorized the issuance of a Request for Qualifications (RFQ) for engineering, urban design, and landscape architecture services for the design of Right-of- Way (ROW) Infrastructure Improvements for the South Pointe Phase III, IV and V Right-of-Way Neighborhood Improvement (Project). Responses to the RFQ were received on February 17, 2004. On May 18, 2005, the City authorized the negotiation of an Agreement with the top ranked firm of Chen & Associates, for the planning, design, bid and award, and construction administration phases of the Project. The Notice to Proceed was issued on September 8, 2005. The Project Kick-off meeting was held on June 17, 2005 and CDW No.1 was held on November 28, 2005. Residents and business owner feedback showed support for the Recommended Plan presented by Chen & Associates. Based on the consensus achieved at the aforementioned meetings and additional feedback from City staff, a draft BODR was prepared and circulated to City Departments for review in March, 2006. Although the Project has no General Obligation (GO) Bond Funding, the Administration presented the Project Draft Basis of Design Report (BODR) as an informational item during the April 3, 2006 GOBOC meeting. The BODR was also presented to the Historic Preservation Board (HPB) on April 1 0,2006. By approving the BODR, the City will officially end the planning process for the Project, accept the design concept contained therein, and the Administration will be able to proceed with the design development, biddinQ and award, and construction phases of the Proiect. BACKGROUND The Scope of the project includes improvements to the stormwater collection and disposal system, water distribution system, roadway resurfacing, and streetscape enhancements such as additional landscaping, traffic calming installations, additional pedestrian lighting, and enhanced pedestrian linkages. The Project limits are bounded by Ocean Drive to the east and Alton Road to the west, and include: 1 st Street, between Alton Road and Ocean Drive; Commerce Street, from Alton Road to Washington Avenue; Ocean Drive and Ocean Court, from 5th Street to South Pointe Drive; Collins Avenue and Collins Court, from 5th Street to South Pointe Drive; South Pointe Drive/Biscayne Street, from Alton Road to Eastern street end; Alton Road, from 5th Street to South Pointe Drive; Jefferson Avenue, between South Pointe Drive and 1 st Street; 151 Street, from Alton to Jefferson Avenue; Commerce Street and other adjacent alleys, roadways, and rights of way. Pointe 5treetscape III, IV, V RDA ROW Improvement Project BODR April 11, 2006 Page 2 of2 On November 25, 2003, as part of the City's Right-of-Way (ROW) Infrastructure Improvement Program, the City Commission authorized the issuance of a Request for Qualifications for engineering, urban design, and landscape architecture services needed for the planning, design, bid and award, and construction administration of the South Pointe Redevelopment Area Phase III, IV, and V, Neighborhood Right-of-Way Improvement Project. On January 15, 2004, (RFQ) No. 08-03/04 was issued, on February 17, 2004, eight responses were received, and on July 13, 2004, the Evaluation Committee met to discuss the qualifications of the eight (8) firms. The Committee "short listed" the proposals and invited four of the eight firms to make presentations. At the end of presentations and deliberations, Chen and Associates (C&A), was ranked as the number one firm by the Evaluation Committee. On September 8, 2004, the City Commission approved Resolution No. 2004-25664, authorizing negotiations with C&A. Negotiation sessions were held and an agreement was reached on the required scope of services and C&A's fee to perform the required scope of work previously outlined. On May 18, 2005, the City Commission authorized the execution of an Agreement between the City of Miami Beach and C&A to provide the aforementioned services for the Project. The project planning process has followed the standard Neighborhood Right-of-Way (ROW) Infrastructure Improvement Project sequence, from Project Kick-off meeting to Community Design Workshops (CDW). The Kick-off Meeting with other City Departments was held on June 10, 2005, and the Site Reconnaissance was held on June 17, 2005. A Visioning Session followed with all relevant City Departments on October 5, 2005. CDW NO.1 was held on November 28, 2005. Input from CDW No. 1 was analyzed and since no material comments were presented and resident and business owner feedback showed support for the Recommended Plan presented by C&A, the CIP team directed Chen & Associates to move forward with the preparation of the Basis of Design Report (BODR). The South Pointe Streetscape Improvements Project is completely funded by the South Pointe Redevelopment Agency (RDA) Tax Increment Financing (TIF) Funds, and has no General Obligation (GO) Bond Funding components. However, as part of the Administration's commitment to keeping the GO Bond Oversight Committee informed on the projects outside the Committee's purview, the Administration presented the Draft BODR for the Project as an informational item during the April 3, 2006 meeting. The BODR was also presented as an informational item during the April 1 0, 2006 Historic Preservation Board (HPB) meeting. Based on the consensus achieved at the aforementioned meetings and additional feedback from City staff, a BODR was prepared and submitted for circulation to City Departments for review. Since staff from the various City Departments has been involved in the Planning Process from its inception, no changes to the Recommended Plan in the BODR are anticipated. The finalized BODR with Departmental input will be the basis for the improvements. The current project schedule calls for completion of the Design Phase in 2007. CONCLUSION The Administration recommends approval of the South Pointe Redevelopment Area (RDA) Phase III, IV and V, Neighborhood 12 Right-of-Way Improvement Project BODR as submitted. By approving the BODR, the City will officially end the planning phase for this project and accept the design concept contained therein. The Administration will be able to proceed with the design development, construction documents, bidding and award, and construction phases of the project.
