A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, URGING THE FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT) TO DELAY THE START OF THE INDIAN
CREEK DRIVE RECONSTRUCTION PROJECT, FROM 63RD STREET TO
ABBOTT AVENUE, AND THE 63RD STREET FL YOVER DEMOLITION, AND
63RD STREET BASCULE BRIDGE REHABILITATION, UNTIL SUCH TIME
THAT THE FDOT BISCAYNE BOULEVARD, US-1, RECONSTRUCTION
PROJECT IS COMPLETED AND, IF NECESSARY, THE MAYOR AND CITY
MANAGER ARE DIRECTED, ON BEHALF OF THE CITY, TO CONTACT
THE GOVERNOR OF FLORIDA TO ENSURE THE CITY'S
RECOMMENDATION FOR POSTPONEMENT OF THE INDIAN CREEK
DRIVE PROJECT IS ADEQUATELY CONSIDERED IN TALLAHASSEE.
WHEREAS, on May 17, 2006, FDOT, will begin a major reconstruction project in and around the
intersection of State Road A1A/lndian Creek Drive and the 63rd Street Bascule Bridge in the City
of Miami Beach, valued at approximately $15 million (the Indian Creek Drive Project); and
WHEREAS, FDOT has commenced a major reconstruction project on Biscayne Boulevard, US-1
(the Biscayne Boulevard Project), which will be in progress during the same period of time as the
Indian Creek Drive Project; and
WHEREAS, the Indian Creek Project will commence on May 1 yth 2006, and is scheduled to be
completed on May 31, 2007, and includes rehabilitation of the 63rd Street Bascule Bridge,
removal of the northbound f1yover, reconfiguration of the intersection of 63rd Street, and total
reconstruction and improvements to Indian Creek Drive, from 63rd Street to Abbott Avenue; and
WHEREAS, this Project will reduce east/west lanes to one lane in each direction over the Bridge,
and will reduce southbound lanes on Indian Creek Drive from three to two, and close northbound
lanes on Indian Creek Drive; and
WHEREAS, both Projects will simultaneously inhibit traffic mobility and create major delays for
northbound and southbound traffic on two major commuting corridors, and create serious life
safety issues with relation to hurricane issues and response times for public safety vehicles and
ambulances; and
WHEREAS, the City considers the $5 million cost of delaying the Indian Creek Drive Project
reasonable, compared to the economic hardships and intangible value the City and its citizens
will suffer if the Indian Creek Drive Project begins while the Biscayne Boulevard Project is
ongoing; and
WHEREAS, the City considers it would be in the public's benefit to complete the Biscayne
Boulevard Project prior to commencing construction on the Indian Creek Drive Project; and
WHEREAS, the Mayor and City Manager, on behalf of the City, should take all actions possible,
including reaching out to the Governor of Florida, if necessary, to ensure that the postponement
of the Indian Creek Drive Project is adequately considered in Tallahassee.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby urge the
Florida Department of Transportation to delay the start of the Indian Creek Drive Reconstruction
Project, from 63rd Street to Abbott Avenue, the 63rd Street Flyover Demolition, and 63rd Street
Bascule Bridge Rehabilitation, until such time that the FDOT Biscayne Boulevard, US-1,
Reconstruction Project is completed and, as necessary, the Mayor and City Manager are
directed, on behalf of the City, to contact the Governor of Florida to ensure the City's
recommendation for postponement of the Indian Creek Drive Project is adequately considered in
Tallahassee.
