In 2005, the City of Miami Beach conducted a citywide survey to gather opinions and attitudes regarding the services provided throughout our community. Cleanliness rated high among resident and business concerns that the City should address. In response to the survey the City has been systematically increasing the service levels for cleaning the City's streets and sidewalks, particularly in the business areas. More specifically, in Fiscal Year 2004/2005 the City increased its Sanitation budget by $830,000 and in Fiscal Year 2005/2006 by $1.3 million in order to provide cleaner public areas and rights-of-way. Part of the enhancement was to be addressed by the Public Works Department - Sanitation Division directly. While part of the enhancement was expected to be provided by outside contracts, the Sanitation Division started service enhancement to Washington Avenue, Lincoln Road, Beachwalk and Boardwalk early in the fiscal year. In October 2005, an Invitation for Bids was issued to seek private contractors to perform the enhanced services on the 41 sl Street, 71 sl Street and Harding Avenue corridors. However, a limited number of contractors responded and none were deemed to have the qualifications or provide the value the City was searching for. In January 2006, the City Commission approved the rejection of all bids and a decision was made to perform the enhanced levels of service in-house. The Sanitation Division immediately started gearing up by buying equipment and hiring employees to progressively accomplish the goal of increasing levels of service in very critical business corridors and some of the denser City neighborhoods. With these enhancements the South Beach business corridors will have continuous sanitation services seven (7) days per week from 6:30AM to 11 :30 PM. In addition we have deployed thirty (30) additional trash receptacles and during this year's budget cycle will continue to focus on enhancing our effort in this area. Unbudgeted Enhancements 2006 Business Service Level 2005 Enhanced Service Level 2006 Corridor/Neighborhood Ocean Drive, Washington As of 4/14/06 expanded from S Avenue, and Lincoln Road nights per week to 7 nights per week Beach Spoil Areas from Sth Previously maintained by As of February 2006, S days per Street to 14th Terrace Parks week In order to get the Washington Avenue business corridor clean before the businesses are open for the day, we are planning to establish a midnight crew to take care of the litter created primarily by club activities. This enhancement will be operational by the middle of May 2006. Planned Unbudgeted Enhancements 2006 Business Service Level 2005 Enhanced Service Level 2006 Corridor/Neighborhood Washington Avenue Midnight Shift, 7 nights per week (Expected to be operational by mid May 2006) Driven by our Excellence Miami Beach Model, where citywide priorities are set at the Strategic Plan level, and then based on department work plans and the annual budget, resources are allocated to try and improve those priorities. The City constantly monitors to check and see our results and determine if we are meeting our goals - and make adjustments along the way if we are not. Driven by a need to address the Citywide strategic priority for improving cleanliness, the City developed the Public Area Cleanliness Index - a set of standards used to measure and report the cleanliness of the City's public areas. The Cleanliness Index provides the City Departments a quarterly objective measurement of their performance in the area of cleanliness. The results of the assessments are used to monitor the impacts of recently implemented initiatives and target areas for future improvements. Working collectively, the Parking, Parks and Recreation, Office of Budget and Performance Improvement, and the Public Works / Sanitation departments, developed this innovative assessment program using best practices from various national and international municipalities and organizations. These municipalities and organizations include New York City, Washington D.C., San Francisco, Miami-Dade County Parks, Florida Center for Solid and Hazardous Waste Management, Toronto, Keep America Beautiful, Keep Cincinnati Beautiful, and various processes and documents from Keep Australia Beautiful, EcoRecycle Victoria, the Department of Environmental and Local Govemment in Dublin, Ireland, and the Department of Environment and Conservation in Sidney, Australia were also researched. Assessments are conducted during the week and the weekend by individuals from departments that are not involved in the cleanliness functions of the City, in order to obtain unbiased results and further emphasize to all City employees the cleanliness priority identified in the City's Strategic Plan. All parks and parking lots are assessed every quarter, and a random statistically valid sample of streets/sidewalks (includes swales and medians), waterways, and beaches are assessed quarterly. Photos are also taken of areas that are found to be deficient. Also, depending on whether the location being assessed is in a commercial-entertainment, commercial-non-entertainment, and residential area, additional assessments are taken at different times of the day (i.e. daytime, night, and late night). The program targets over 850 assessments each quarter conducted by 12 to 14 City employees, who are required to contribute 16 hours during the quarter. The Public Area Cleanliness Index ratings range from 1 (Very Clean) to 6 (Very Dirty) and include assessments of litter, litter/garbage cans, organic matter (leaves, branches, etc.) and fecal matter. The City's goal is to achieve a rating of at least 2 (Clean), and any area rating worse than 3 (Somewhat Clean) is considered an area of focus, and departments are requested to prepare action plans regarding these areas of focus. The City began conducting assessments towards the end of the fourth quarter of Fiscal Year 2004/05 resulting in an overall average rating for the City of 2.27 for that quarter. The assessments were suspended for the beginning of the first quarter of Fiscal Year 2005/06 due to the impacts of Hurricane Wilma. Assessments resumed on December 1, 2005 although the Sanitation Department was still dealing with the removal of hurricane debris from the City. The overall average rating for the City of 2.21 for that quarter reflected a slight improvement; however, many of the planned FY2005/06 initiatives had not yet been fully implemented. Areas of focus include alleys, several parking lots and waterway hotspots. The Public Works Department, Parking Department, and the Code Compliance departments are working together to address these concerns. Summary reports are attached. A referral has been made to the Neighborhood/Community Affairs Committee to further discuss this matter.
