A RESOLUTION OF THE MA VOR AND CITV COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA AUTHORIZING, RETROACTIVEL V, THE FILING OF
A GRANT BY THE MIAMI BEACH POLICE DEPARTMENT FROM THE
UNITED STATES DEPARTMENT OF JUSTICE, BUREAU OF ALCOHOL,
TOBACCO AND FIREARMS FOR A GANG RESISTANCE EDUCATION AND
TRAINING (G.R.E.A.T) GRANT
WHEREAS, the Miami Beach Police Department teaches the Gang Resistance
Education and Training (G.R.E.A.T.) program; and
WHEREAS, the United States Department of Justice, Bureau of Alcohol,
Tobacco and Firearms has funds available to fund state and local government
G.R.E.A.T. programs; and
WHEREAS, the Miami Beach Police Department has filed an application with the
Bureau of Alcohol, Tobacco and Firearms for funds in the amount of $18,002.00 and
there is no cash match required by the City; and
WHEREAS, the application deadline was February 27, 1998 and due to
submission requirements for City Commission Agenda Items, the Police Department
had to file the application prior to the City Commission's considering the item.
NOW, THEREFORE BE IT DUL V RESOLVED BV THE MA VOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Miami Beach
Police Department is authorized, retroactively, to file an application for a grant with the
United States Department of Justice, Bureau of Alcohol, Tobacco and Firearms for the
Gang Resistance Education and Training program.

Have you identified significant gang activities and/or youth violent crime problems
in your jurisdiction?
The City of Miami Beach, Florida is an island community of approximately 10 square miles
located in eastern most Miami-Dade County. Over the last few years, the crime problem
in the City of Miami Beach has changed dramatically. Just a few short years ago, Miami
Beach was an economically declining tourist town. Now, it is the tourist mecca of the world
again, hosting tourists from all over the world in numbers never before contemplated.
Moreover, the population of full time residents has changed from a predominately older
generation to a much younger one.
The "South Beach" area of the City is world famous and attracts tourists and locals alike
and has been dubbed "The Riviera of the South." South Beach area's Entertainment
District is roughly a 45 square block area whose epicenter is Ocean Drive. Ocean Drive
hosts world class restaurants and hotels, as well as a thriving night club business. On any
given night, the City's population often doubles and triples in this area alone due to the
variety of entertainment.
:The Miami Beach Police Department's Gang Unit has identified 67 different gangs that
frequent the City. These gangs come from Miami-Dade, Broward, and Palm Beach
Counties. The Entertainment District acts as a magnet for these gangs. As many of the
gang members are under the legal drinking age, they do not frequent any of the
restaurants, hotels or clubs. Rather, they spend their time "cruising" the already crowded
streets in search of excitement. This cruising often leads to confrontations between rival
gangs.
The local police departments created a metropolitan area gang task force, "MAGTF",
comprised of police officers from the various jurisdictions in Miami-Dade County. MAGTF
officers spend 90% of their working hours in the City of Miami Beach simply because this
is where the gangs frequent.
In 1997, the City of Miami Beach arrested 315 juveniles for UCR Part One offenses. What
is particularly disturbing about this number is that there is a marked increase in the number
of arrests related to violent crimes.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
Gang Resistance Education and Training (G.RE.A T) is an innovative program developed as a result
of a partnership between law enforcement agencies, local educators and. community leaders.
G.RE.A T is an innovative, comprehensive anti-gang and violence prevention program. Supported
by the United States Bureau of Alcohol, Tobacco and Firearms, G.R.E.AT gives youths the
necessary skills and information to discourage them from participating in gangs, thus making them
more responsible members of society. Specially trained police officers teach G.R.E.A T skills to 7th
and 8th grade students in nine classroom sessions during the school year.
The Police Department has been teaching the G.RE.A T program in our schools for the last two
school years.
The Bureau of Alcohol, Tobacco and Firearms has approximately $2 million in uncommitted funds
this fiscal year to award to state and local law enforcement agencies to carry out the G.R.E.AT
program. The deadline for submission of the grant application was February 27, 1998. However, the
grant application was received shortly prior to the submission deadline. It was therefore completed
and returned immediately. Retroactive approval is requested from the City Commission.

The Police Department has applied for funds under this program in the amount of $18,002.00. There
is no cash match required by the City. The funds would be used to purchase teaching materials
(charts, workbooks, certificates, etc., ), fund 360 hours of regular instructors' time (police officer
regular salary and benefits), and 150 hours of instructors I overtime (police officer salary and benefits).
ANALYSIS
The Police Department believes in the G,R.E.A.T. program. In the last two years, officers trained
to teach G.R.E.A. T. reported the results to be positive and to offer real and definable skills in
avoiding participating in gangs. Our Police Department is currently teaching this program with no
grant funding and will continue to teach if they do not receive the grant. This is an opportunity for
the Police Department to fund the cost of this valuable program.
CONCLUSION
This grant application will help the Police Department in teaching this valuable program to our city's
youth.
