2000-23834 RESO RESOLUTION NO. 2000-23834 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RANKING OF PROPOSALS RECEIVED AND AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS AND CONTRACT WITH THE NUMBER-ONE RANKED FIRM, CARR SMITH CORRADINO, PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO. 27-99/00 FOR A FEASIBILITY STUDY FOR AN ELECTRIC SHUTTLE PERMANENT FACILITYIINTERMODAL CENTER STUDY. WHEREAS, the Administration issued Request for Proposals (RFP) No. 27-99/00 to provide a Feasibility Study for an Electric Shuttle Permanent Facility/Intermodal Center Study; and WHEREAS, the RFP was issued on December 16,1999, resulting in the receipt of five (5) responsive proposals; and WHEREAS, an Evaluation Committee recommended by the City Manager met on February 15,2000, and recommended the firm of Carr Smith Corradino, as the first-ranked respondent; WHEREAS, the City Manager reviewed the responses and the recommendation of the Evaluation Committee and concurs with the Evaluation Committee's recommendation. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein authorize the Administration to enter into negotiations and contract with Carr Smith Corradino, pursuant to RFP No. 27-99/00, to provide a Feasibility Study for an Electric Shuttle Permanent Facility/Intermodal Center Study, with the provision that the RFP be amended accordingly to provide that the feasibility study evaluate potential sites in or near South Beach, as well as consideration be given to expanding the sites as far north as legally possible. ADMINISTRATION RECOMMENDATION Adopt the Resolution. FUNDING $67,800 (not to exceed) Funds are available from the Special Revenue Metropolitan Planning Organization (MPO) Grant Account Number 199.6320.000312. ANALYSIS A Request for Proposals was issued on December 16, 1999, with an opening date of January 18, 2000. Four-hundred seventy-four (474) notices and forty-two (42) specifications were issued, resulting in the receipt of proposals from the following five (5) firms: Bermello-Ajamil & Partners Carr Smith Corradino HNTB Corporation Schimpler Mirson/ American Urbitran Associates, Inc. AGENDA ITEM e/~ 3-(S-DD DATE RFP No. 27-99/00 March 15, 2000 Page Two ANAL YSIS( continued) The objective of this Study is to investigate and evaluate potential sites in or near South Beach for the implementation of either one facility or a multiple-site facility to serve the storage/maintenance/charging! fueling!dispatching needs of an expanding Electrowave fleet; to serve as a center for transportation mode transfer, possibly a medium size park-and-ride garage, as well as a transit station for local and regional bus lines. In addition to identifying, investigating, and evaluating potential sites, the feasibility study is to be encompassing enough in nature and, at a minimum, address the following issues: 1. Site feasibility, site marketing analysis 2. Potential impacts to surrounding areas 3. Circulation plan, and intermodal connections 4. Full scale electric shuttle facility needs (storage, maintenance, dispatching, etc.) 5. Other transit modes needs 6. Potential connection to Greenways (bicycle/pedestrian facilities) 7. Joint mixed-use development potential and consequences 8. Potential on-site economic development opportunities 9. Potential to generate revenues to fund shuttle operations 10. Conceptual design and program 11. Preliminary cost estimates, including right-of-way acquisition (if needed) 12. Identification of potential funding scenarios 13. Production of attractive and effective marketing/briefing brochure An Evaluation Committee, consisting of the following persons, met on February 15, 2000, to review and discuss the proposals: Marty Hyman, Transportation and Parking Committee Ada Llerandi, Transportation and Parking Committee Judy Evans, Executive Director, MBTMA Jackie Gonzalez, Parking Director Joseph Johnson, Project Manager and Transportation/Concurrency Manager The Proposals were evaluated based on the following criteria: A. Demonstrated Understanding and Interpretation of Project and City's Objectives B. Quality of the Detailed Plan to Meet Objectives C. Qualifications and Experience of Key Personnel D. Experience and History ofProposerlEntity E. Cost to City RFP No. 27-99/00 March 15, 2000 Page Three ANALYSIS (continued) The committee unanimously recommended Carr Smith Corradino, as the top-ranked proposer. In accordance with the terms of the RFP, the City Manager has reviewed the Evaluation Committee's recommendation and concurs with its ranking of proposals.
