Dear Mr. Parcher:
Governor Bush has asked me to respond to your recent letter regarding the establishment of a
state Deaf and Hard of Hearing Commission.
The Florida Council for Persons who are Deaf or Hard of Hearing was established in 1983 and
was formerly called the Florida Council for the Hearing Impaired. The name was changed in
1991 when it was transferred from the Department of Health and Rehabilitative Services to the
Department of Labor and Employment Security. This council made a number of significant
contributions to citizens who are deaf or hard of hearing in the state, including establishment of
two statewide programs: statewide relay and distribution of free telecommunications devices.
The council disbanded in 1995 during its sunset review in the state Legislature.
As a means to educate the public on providing communication access for persons who are deaf
or hard of hearing, I encourage you to get in touch with Ms. Julie Shaw, Director, Americans
with Disabilities Act Working Group, 2002 Old Sf. Augustine Road, Building A, Tallahassee,
Florida 32399-0696 or by phone at (800) 451-4327 (voice or TTY). This working group provides
technical assistance and public awareness on the importance of making reasonable
accommodations in public facilities and services for persons with disabilities, including those
who are deaf or hard of hearing.

deaf or hard of hearing.
