2000-23852 RESORESOLUTION NO. 2000-23852 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT AN APPLICATION TO THE NATIONAL PARK SERVICE'S SAVE AMERICA'S TREASURES PROGRAM, FOR A GRANT, IN THE AMOUNT OF $592,000, FOR URGENTLY NEEDED WINDOW REPLACEMENT AND THE REPAIR OF STRUCTURAL FLAWS ON OLD CITY HALL, WITH AN IN-KIND MATCHING CONTRIBUTION FROM THE CITY, IN THE AMOUNT OF $1.1 MILLION, FROM FUNDS PREVIOUSLY EXPENDED ON THE RENOVATION OF OLD CITY HALL; AND TO APPROPRIATE THE FUNDS, IF AWARDED. WHEREAS, the National Park Service's Save America 's Treasures program addresses the urgent needs of the nation's most significant historic sites and collections through grants for renovation and preservation; and WHEREAS, Old City Hall is an official project of Save America 's Treasures, which urgently needs window replacement and structural repairs for protection during hurricane season; and WHEREAS, in order to meet the grant application deadline, the City has filed an application and requested a grant, in the amount of $592,000, from Save America's Treasures, for window replacement and structural repairs; and WHEREAS, the City has also requested in said grant application that an in-kind matching contribution, in the amount of $1.1 million, from funds previously expended on the renovation of Old City Hall, fulfill the program's matching criteria; NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission of Miami Beach, Florida hereby retroactively authorize the City Manager, or his designee, to submit an application to the National Park Service, Save America 's Treasures program, for a grant, in the amount of $592,000, for urgently needed window replacement and the repair of structural flaws on Old City Hall, with an additional request for in-kind matching contribution in the amount of $1.1 million, from funds previously expended by the City on the renovation of Old City Hall; and to appropriate the funds, if awarded. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS Last year Congress appropriated $30 million to address the urgent preservation needs of the nation's most significant historic sites and collections through the National Park Service's Save America's Treasures program. This year's appropriation has earmarked $15 million for previously selected preservation projects nationwide, with the remaining $15 million available in federal grants for nationally significant projects that are endangered or threatened. Old City Hall is an official project of Save America's Treasures and has been in renovation since 1995, funded by the City and the Florida Department of State. In order to preserve existing and future renovations, there is an urgent need to replace Old City Hall's window assemblies and to repair the facade and roof prior to peak hurricane season. Old City Hall receives the full impact of every storm to hit the southeast coast. The Save America's Treasures program normally requires a dollar for dollar match from funds that have not been expended prior to the award of a Save America's Treasures grant. Because of the urgency of the Old City Hall renovation project, the City will ask that this requirement be met by the amount that has already been invested in our project. If this is approved, then the City will not be required to contribute additional funds upon receiving a grant. If not approved, then the City will be ineligible to receive a grant award.
