ANALYSIS
On August 7, 2000, the newly constructed Anchor Garage, located at 1557 Washington Avenue
on 16 street, received a Certificate of Occupancy and has since been in operation without major
repairs. During 2005 and 2006, the garage suffered the impact of several hurricanes that struck
South Florida.
In response to concerns expressed by the Parking Department on April 2006, the CIP Office
performed a comprehensive inspection of the garage structure. At the time of the inspection; the
following conditions where observed: excessive corrosion and deterioration to the post-tension
cables that create the barrier for fall protection in the two upper floors; spalling concrete on the
roof parking deck; deterioration of the expansion joints; damage to the storefront at the roof level,
missing and damaged exit signs; deteriorated electrical pipes as a result of weather exposure;
and damaged aluminum exterior panels.
CIP has initiated discussions with a JOC contractor in order to schedule the repairs as soon as
possible, since the post tension cables could become a liability to the City.
CONCLUSION
Based on the findings at the facility, the administration recommends correcting the deficiencies in
the garage as soon as possible and request appropriation of funds in the amount of $315,000,
including construction contingency. Funding is to be appropriated from City Center
Redevelopment Agency Operating Fund 463.
