A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING AND APPROPRIATING $991,850
FROM PARKING REVENUE BOND FUND NO. 481 FOR THE WIRELESS (WIFI)
UPGRADE OF 250 EXISTING MULTI-SPACE PARKING PAY STATIONS
(PHASE I) AND THE PURCHASE AND INSTALLATION OF 250 WIRELESS
(WIFI) ENABLED MULTI-SPACE PARKING PAY STATIONS (PHASE II).
WHEREAS, the Mayor and City Commission approved Resolution No. 2005-
26009 on September 21,2005, and appropriated $2,400,000 from Parking Revenue
Bond Fund 481 for the purchase and installation of 250 multi-space pay stations
(Capital Budget/Capital Improvement Plan for FY 2005/2006); and
WHEREAS, Phase I of the implementation of 250 multi-space pay stations has
been highly successful; and
WHEREAS, surveys have been completed at various areas throughout the City
(Art Deco District, Lincoln Road, and 72nd Street/Collins Avenue) where this
technology has been implemented and overall, 72% of users prefer multi-space pay
stations vs. single space meters; and
WHEREAS, revenue in the areas where this technology has been implemented
has increased by 29% and is primarily attributed to the multiple payment options;
and
WHEREAS, the Parking Department is recommending the implementation of
Phase II of the multi-space pay station program; and
WHEREAS, this is comprised of a bi-pronged approach: (1) upgrading the
existing 250 pay stations (Phase I) with wireless (WIFI) hardware and software; and
(2) purchasing and installing 250 wireless (WIFI) enabled pay stations (Phase II) to
complete the conversion from single space meters in high traffic areas Citywide;
and
WHEREAS, Phase II will be initiated with Parkeon's new multi-space pay station
model "Strada", as the existing Model "DG Classic" is no longer in production; and
WHEREAS, Parkeon has agreed to honor the price of $8,595 per unit for the
Strada, and this is the same price the City paid for the DG Classic Model used in
Phase I; and
WHEREAS, the following are some of the major enhancements incorporated
into the Strada: enhanced security features, including an electronic locking system;
easier than ever to read and operate due to a larger graphic display; faster and
safer bill and coin collection procedure; and highly efficient solar-powered system;
and
WHEREAS, with the advent of wireless (WIFI) capabilities and the City's recent
contract for WIFI technology, this system will work in tandem with existing and
proposed pay stations; and
WHEREAS, this will provide a common platform for both models allowing for
more efficient and seamless operations management, and all reporting of revenue
collections, credit card processing, and maintenance can be accomplished
wirelessly.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and
City Commission, upon recommendation of the Administration, herein approve
and appropriate $991 ,850 from Parking Revenue Bond Fund 481 for the wireless
(WIFI) upgrade ofthe existing 250 multi-space parking pay stations (Phase I) and
the purchase and installation of 250 wireless (WIFI) enabled multi-space parking
pay stations (Phase II).

Item Summary/Recommendation:
Phase I of the implementation of 250 multi-space pay stations has been highly successful. The initial installation of
Phase I overcame some minor hurdles. We are continuing to seek enhancements from the manufacturer such as
additional ambient lighting, shelters or canopies for inclement weather; and an 'In-Car Meter" for the continued use of
our Smart Card's refund feature. Several surveys have been completed at various areas throughout the City (Art
Deco District, Lincoln Road, and 72nd Street/Collins Avenue) where this technology has been implemented and
overall, 72% of users prefer multi-space pay stations vs. single space meters. An added convenience is that your
parking time purchase is now portable. Your paid receipt may be taken anywhere citywide and honored at any
metered space (single space or multi-space). One of the most impressive statistics is the varied use of payment
options. Revenue in the areas where this technology has been implemented has increased by 29%. This is primarily
attributed to the multiple payment options. Phase II - The Parking Department is recommending the implementation

(WIFI) upgrade of 250 existing multi-space pay stations (Phase I) and for the
purchase and installation of250 wireless (WIFI) enabled multi-space parking

ANALYSIS (PAY STATIONS PHASE I)
Phase I of the implementation of 250 multi-space pay stations has been highly successful.
The initial installation of Phase I overcame some minor hurdles by reprogramming payment
acceptance; revising the instruction panels and graphics on the face of the units; and
enhanced signage. Moreover, we are continuing to seek enhancements from the
manufacturer such as additional ambient lighting, shelters or canopies for inclement
weather; and an 'In-Car Meter" for the continued use of our Smart Card's refund feature.
Customer Convenience:
Several surveys have been completed at various areas throughout the City (Art Deco
District, Lincoln Road, and 72nd Street/Collins Avenue) where this technology has been
implemented and overall, 72% of users prefer multi-space pay stations vs. single space
meters. An added convenience is that your parking time purchase is now portable. Your
paid receipt may be taken anywhere citywide and honored at any metered space (single

Enhanced Revenues:
Revenue in the areas where this technology has been implemented (Art Deco District,
Lincoln Road, and areas of North Beach) has, on average, increased by 29% vs. single
space meters over the same period in the prior year. This is primarily attributed to the
multiple payment options. Amazingly, almost 8 out of 10 (80%) users are paying for their
parking with other than coin! Most folks want to pay for their parking fees; however, at times,
they find themselves handcuffed with single space meters that only accept coins or smart
cards. Smart cards have had limited success as smart card usage continues to be at 8%
citywide, equating to 92% of our customers using coins in single space meters and bills,
credit cards, smart card, and some level of coins in multi-space pay stations.
ANALYSIS (PAY STATIONS WIFI PHASE 11):
The Parking Department is recommending the implementation of Phase II ofthe multi-space
pay station program. This is comprised of a two-pronged approach of: (1) upgrade the
existing 250 pay stations (Phase I) with wireless (WIFI) hardware and software; and (2)
purchase and install 250 wireless (WIFI) enabled pay stations (Phase II) to complete the
conversion from single space meters in high traffic areas citywide (Alton Road, 41 st Street,
71st Street, beach front areas, etc).
Phase II will be initiated with Parkeon's new and enhanced multi-space pay station model
"Strada" as the existing Model "DG Classic" is no longer in production. Parkeon has agreed
to honor the price of $8,595 per unit for the Strada. This is the same price the City paid for
the DG Classic Model used in Phase I and as quoted in the Miami-Dade County Transit
Agency Contract. The City cannot effectively purchase any more of the existing model
rendering the Strada model as its only option. Parkeon's new model, the Strada has a
sleeker more ergonomic design and provides enhanced operational, security, maintenance,
and collection features. The following are some of the major enhancements incorporated
into the Strada:

· Enhanced security features, including an electronic locking system.
· Easier than ever fo read and operate due to a larger graphic display.
· Faster and safer bill and coin collection procedure.
· Highly efficient solar-powered system.
Additionally, it is prudent to maintain one vendor for all pay stations in order to not duplicate
inventory and/or services. This also avoids pitfalls with customers such as having to learn
multiple types of pay station systems and/or processes. Although pay station technology is
very similar, manufacturers approach point of sale, collection, maintenance, and
enhancements with different methods. With the advent of wireless (WIFI) capabilities and
the City's recent contract for WIFI technology, this system will work in tandem with existing
and proposed pay stations. This will provide a common platform for both DG Classic and
Strada pay station models allowing for more efficient and seamless operations management
as well as system maintenance and enhancements.
For example, with wireless (WIFI) enabled pay stations, all reporting of revenue collections,
credit card processing, and maintenance can be accomplished wirelessly. The "Parkfolio"
management system produces reports designed to our specification on revenue collection,
and maintenance, including preventative maintenance. This technology allows for parking
meter technicians to be alerted wirelessly of a unit's malfunction before it actually
malfunctions. Alarms can be programmed for: levels of revenue collection to ensure a unit is
collected before reaching capacity, or replenished with receipt paper before its depleted.
Last but not least, wireless communications translates into real costs savings, as all credit
card transactions will process "real time". This equates to zero credit fraud. Transactions
are approved or denied within seconds. There is no batching of credit card transactions,
downloading of credit card blacklists, etc. Credit card fraud, currently at 15%, will be
eliminated. This is estimated at a value of $162,000 annually.
Parkeon has existing contracts with Miami-Dade County Transit Agency, Miami Parking
Authority; City of Fort Lauderdale; and the City of Hollywood (Florida). All four agencies
have reported very good results with their experience with Parkeon pay stations. Moreover,
the Miami Parking System has recently installed the Strada model in Coconut Grove and
they have reported great success with this model as well.
In regards to warranty issues, Parkeon has agreed to provide a two (2) year warranty on all
equipment. The City, at its sole discretion, may elect to purchase an extended warranty
contract for years three, four, and five, at the City's discretion, in year two of the standard
warranty.
CONCLUSION
In conclusion, it is the Administration's goal to proceed with a system that provides: state-of
the-art technology; is compatible with existing systems; has options and flexibility; has a
proven track record in other communities; and is our best overall value for our investment.
The Administration recommends that the Mayor and Commission approve and appropriate
$991,850 from Parking Revenue Bond fund 481 for the wireless (WIFI) upgrade of 250
existing multi-space pay stations and for the purchase and installation of 250 wireless
enabled multi-space pay stations.
