RESOLUTION NO. 2006-26232
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AMENDING RESOLUTION NO. 99-23225, EXPANDING PARKING
AREAS FOR RESTRICTED RESIDENTIAL PERMIT PARKING ZONE ONE (SOUTH POINTE)
ON THE NORTHSIDE OF 4TH STREET, BETWEEN ALTON ROAD AND EUCLID AVENUES,
AND ON THE 400 BLOCKS OF EUCLID, MERIDIAN, JEFFERSON, MICHIGAN, AND LENOX
AVENUES, RESPECTIVELY, AS PROVIDED IN SECTION 106-78 OF THE MIAMI BEACH
CITY CODE.
WHEREAS, pursuant to the requirements for creation of residential permit parking areas, as
provided in Section 106-78 of the City Code, Resolution No. 99-23225 expanded and
established restricted residential parking in the South Pointe neighborhood; and
WHEREAS, residents of the South Pointe area have petitioned the City requesting
expansion of said Parking Zone One; and
WHEREAS, the Parking Department has surveyed the area and recommended expanding
the residential Parking Zone One as follows:
. Expand restricted parking areas to the north side of 4th Street, between
Euclid Avenue and Alton Road,
. Expand parking opportunities to the 400 blocks of Euclid, Meridian,
Jefferson, Michigan, and Lenox Avenues, respectively; and
WHEREAS, a publicly noticed workshop was held on January 25, 2006, to receive
comments and input regarding said amendment; and
WHEREAS, the Transportation and Parking Committee endorsed the Administration's
recommendation at its regularly scheduled meeting on March 6, 2006; and
WHEREAS, a straw balloting process was also conducted by the City's Parking Department
to gauge resident endorsement/non-endorsement of the proposed amendment and said
balloting yielded the following results:
There were 309 ballots received of 2,729 ballots distributed for a response rate of
11.32%. The final results were as follows:
Residents endorsina the proposed amendments to
Residential Parking Zone One/South Pointe:
258 (83.4%)
Residents not endorsina the proposed amendments to
Residential Parking Zone One/South Pointe:
51 (16.6%)
Total:
309 (100%); and
WHEREAS, accordingly, the City's Parking Department, as required by Section 106-78 (b) of
the City Code, has provided notice of proposed amendment to every household that can
reasonably be established within the proposed expanded parking zone; and
WHEREAS, the Administration would recommend that, following the public hearing to
consider the aforesaid proposed amendment to Parking Zone One, the Mayor and City
Commission adopt this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BYTHE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission, hereby
amend Resolution No. 99-23225, expanding parking areas for Restricted Residential Permit
Parking Zone One (South Pointe) on the north side of 4th Street, between Alton Road and Euclid
Avenue, and on the 400 blocks of Euclid, Meridian, Jefferson, Michigan, and Lenox Avenues,
respectively, as provided in Section 106-78 of the Miami Beach City Code.

Item Summary/Recommendation:
A petition was received from residents of the Zone One/South Pointe requesting amendments to the
existing program. The Parking Department formulated the following recommendations for affected
residents to review, comment, and provide input.
. Expand restricted parking areas to the north side of 4th Street between Euclid Avenue and Alton
Road.
. Expand parking opportunities to the 400 blocks of Euclid, Meridian, Jefferson, Michigan, and
Lenox Avenues.
A publicly noticed Workshop was held on January 25,2006. The Workshop was held in order to provide
information and recommendations regarding the amendments to the Residential Parking Program (RPP)
and to seek comments, suggestions, and input from the affected residents in order to develop a
consensus. Subsequently, the City's Transportation and Parking Committee (TPC) endorsed the
Administration's recommendation at their regularly scheduled meeting on March 6, 2006.
A balloting process through the mail was conducted to gauge resident endorsement or non-endorsement
of the proposed amendments to the residential parking program. There were 309 ballots received of
2,729 ballots distributed for a response rate of 11.32%. The final results are as follows:

Adopt the Resolution.
ANAL YSIS:
The City of Miami Beach Parking Department received a petition from residents of the Zone
One/South Pointe Restricted Residential Parking Permit Program requesting amendments to
the existing RPP (Residential Parking Program). The City of Miami Beach Parking
Department formulated recommendations for affected residents to review, comment, and
provide input. Please refer to the attached map to review said amendments.
Proposed Amendments:
. Expand restricted parking areas to the north side of 4th Street between Euclid
Avenue and Alton Road.
. Expand parking opportunities to the 400 blocks of Euclid, Meridian, Jefferson,
Michigan, and Lenox Avenues.
To this end, a publicly noticed Workshop was held at 6:00 P.M. on Wednesday, January 25,
2006, The Workshop was held in order to provide information and recommendations
regarding the amendments to the RPP and to seek comments, suggestions, and input from
the affected residents in order to develop a consensus. Subsequently, the City's
Transportation and Parking Committee (TPC) endorsed the Administration's
recommendation at their regularly scheduled meeting on March 6, 2006.
Procedurally, the next step was to have affected residents complete a balloting process
through the mail which the Mayor and Commission may use as another tool to gauge
resident endorsement or non-endorsement of the proposed amendments to the residential
parking program. The ballots provided the following instructions: Please check (X) for only
one of the two options on the enclosed postcard; provide your name and address; and place
it in the mail.

CONCLUSION
The Mayor and City Commission should approve the recommended amendments to
Residential Parking Permit Zone One/South Pointe, providing for expanded restricted
parking areas on the north side of 4th Street between Euclid Avenue and Alton Road and
expanding parking opportunities on the 400 blocks of Euclid, Meridian, Jefferson, Michigan,
and Lenox Avenues for bona fide residents in the area.
