A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING AND DIRECTING THE SUBMISSION OF A
GRANT APPLICATION TO THE ECONOMIC DEVELOPMENT
ADMINISTRATION (EDA) FOR THE RENOVATION AND
CONVERSION OF THE 10TH STREET AUDITORIUM
WHEREAS, Funding is available under the Public Works and
Development Facilities Assistance Program of the Economic
Development Administration, for the purpose of contributing to the
economic development of distressed areas; and
WHEREAS, The City of Miami Beach desires to participate in
this program; and
WHEREAS, It will benefit the City to apply for the funding in
order to enhance the economic vitality of the hotels located in the
City'S Historic District and to provide much needed short and long
term emplOYment opportunities for area residents.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
the City Clerk are authorized to submit an application for funding
to the Economic Development Administration in accordance with the
provisions set forth under the Public Works and Development
Facilities Assistance Program.

ADMINISTRATION (EDA) FOR THE RENOVATION AND CONVERSION
OF THE 10TH STREET AUDITORIUM
ADMINISTRATION RECOMMENDATION
The Administration recommends that the Mayor and City Commission adopt the
attached resolution authorizing the submission of a grant application in the amount of
$1,040,000 for the renovation and conversion of the 10th street Auditorium.
BACKGROUND
On March 19,1993, the City of Miami Beach submitted a pre-application for a Title
IX SSED funding to the Economic Development Administration (EDA) in the amount of
$1.3 million, for the renovation and conversion of the 10th street Auditorium. The Title IX
funds were specifically earmarked as part of President Clinton's economic stimulus
package in the wake of Hurricane Andrew. The funding was very competitive and was
aimed primarily at areas of the county south of Kendall Drive
Sylvester Lukis, the City's representative in Washington D.C., has been monitoring
this grant process and has made numerous efforts through Congressman Peter
Deutsch's office to include Miami Beach's application in a federal funding cycle. The City
of Miami Beach has been advised that in order to continue to be considered for funding,
the grant request must be resubmitted through the Title I - Public Works and Development
Facilities Assistance Program. This program allows us to apply for 80 percent of the
project cost and requires a local commitment of the remaining 20 percent. TCCEA funds
are proposed for the local share of the project as well as funds provided by the Ocean
Drive Association. The focus/objective of this program is the generation of construction
related jobs and long-term permanent jobs.

The application involves a two-tiered process involving a pre-application and a
formal application which is contingent upon approval of the pre-application by EDA's
regional office in Atlanta. Due to the prioritization of this project in Washington, approval
of the pre-application step is not anticipated to be a problem.
ANALYSIS
Under the provisions of the program, the City will request the maximum eligible
dollar amount, anticipated to be approximately $1 million. The project is currently under
concept review and may be a $2.5 million project.
Based on our current schedule as well as type of information and material required
in the pre-application, we have been given until April 24th, 1995 to submit the pre-
application. Lola Smith, the Economic Development Representative for Florida, has
assured us full cooperation on behalf of the EDA to expedite the review and approval
process. Within two weeks of April 24th, 1995, the City will receive notification to proceed
in submitting a full application. The City will have thirty days to submit the application. The
EDA will then require two to three weeks to review and approve the funding. We should
have an answer on our final approval for funding no later July, 1995.
CONCLUSION
This federal funding, albeit later than anticipated, will go a long way to making this
important project a reality. It is therefore recommended that the City Commission
authorize the Administration to continue working on the application process in order to
be able to submit the pre-application by April 24th, 1995. The importance of the project
in relation to the City's effort to maintain its headquarter designation for the Florida
Entertainment Commission cannot be overemphasized.
