Levy ~ City Manager SUBJECT: Community Development Block Grant (CDBG) and Emergency Shelter Grants (ESG) Applications for FY 2000/01 On March 6, 2000, the Department of Community /Economic Development (C/ED) received a total of 57 applications for federal funds under the Community Development Block Grant and the Emergency Shelter Grants programs. Of the applications received, five were for ESG funds with a total request in the amount of$173,714, and fifty-two applications were received for CDBG with a total request in the amount of$5,563,371. As in previous years, the amount requested exceeds the amount of funds that the Department of Housing and Urban Development (HUD) has allocated to the City of Miami Beach for FY 2000/01. The City was notified that for the new fiscal year, there will be $2,770,000 for CDBG funding and $98,000 for ESG homeless and homeless prevention activities. Attached is a list of the applicants with the corresponding amounts they have requested. The attached list represents all requests received including those for homeless activities, public services, housing, rehabilitation and other capital improvements. Federal regulations place a funding cap on the amount available for public services at 15% of the entitlement amount. However, HUD allows entitlement cities to expand the amount available to public services by using a formula based on prior year reported program income. This year, the amount available for public services is $530,119. This represents the maximum allowed by statute and regulations. As a point of information, a total of 28 proposals were submitted under the public services category with a requested total for funds in the amount of $1 ,653,954. While there is no statutory funding cap for other eligible activities outside of the public services category, the amount available for those categories is simply limited by the amount of funds available per program year. This year, that amount is $1,315,368. This value excludes the $200,000 required set aside for repayment of the Section 108 loan, which when coupled with the FY 1999/00 allocation of $200,000 provides for one year's full repayment, if the EDI grant is awarded. The staff of C/ED will review all proposals for program compliance and eligibility concurrently with the Community Development Advisory Committee (CDAC). On May 16, 2000, CDAC will meet with the City Manager to discuss the Administration's and Committee's recommendations with the expectation of presenting a joint recommendation to the City Commission in June.
