2000-23807 RESORESOLUTION NO. 2000-23807 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT A GRANT APPLICATION, IN THE AMOUNT OF $100,000, TO THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, DIVISION OF RECREATION AND PARKS, FOR THE PURPOSE OF FUNDING A PORTION OF THE CONSTRUCTION OF NEW RESTROOM FACILITIES AND PARKING LOT RENOVATIONS AT ALLISON PARK, TO BE MATCHED WITH $100,000 FROM THE 1999 GENERAL OBLIGATION BOND PROGRAM; FURTHER APPROPRIATING THE GRANT, IF APPROVED AND ACCEPTED BY THE CITY, IN A WORK ORDER FOR THE ALLISON PARK GENERAL OBLIGATION BOND PROGRAM RENOVATION PROJECT; AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THE APPLICATION. WHEREAS, the Federal Land and Water Conservation Fund Program (LWCF) is a matching grant program for the acquisition or development of outdoor recreation areas and facilities; and WHEREAS, the Florida Department of Environmental Protection has established an application submission period for LWCF for Fiscal Year 1999-2000 for eligible projects that include, but are not limited to, support facilities such as parking lots, restrooms, bathhouses, landscaping, lighting, and fencing; and WHEREAS, Allison Park was identified by the North Beach community as needing to be improved as a component of the 1999 General Obligation Bond Program; and WHEREAS, Request For Qualifications No.41-99/00 for Architectural, Engineering, Landscape Architectural and Graphic Services for Various City Projects was issued on January 14, 2000, and included the Allison Park/North Beach Recreational Corridor project; and WHEREAS, although the plan is not developed it is anticipated that the park design will include new restroom facilities and parking lot improvements, which are both eligible costs to be funded by this grant source and, if approved, will contribute significantly to the project. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and Members of the City Commission hereby approve and authorize the City Manager or his designee, to submit a grant application, in the amount of $100,000, to the Florida Department of Environmental Protection, Division of Recreation and Parks, for the purpose of funding a portion of new restroom facilities and parking lot renovations, to be matched with $100,000 from the 1999 General Obligations Bond Program; further appropriating the grant, if approved and accepted by the City, in a work order for the Allison Park General Obligation Bond Program Renovation Project; and authorizing the Mayor and City Clerk to execute all necessary documents related to the application. BACKGROUND: The federal Land and Water Conservation Fund Program (LWCF) is a matching grant program for the acquisition or development of outdoor recreation areas and facilities. The U.S. Congress approved funding for the stateside share of the program for the first time since 1995. Florida will receive an estimated $1.7 million for grants to local governments. The Department of Environmental Protection has established an application submission period for LWCF for Fiscal Year 1999-2000. Examples of eligible projects include, but are not limited to, support facilities such as parking lots, restrooms, bathhouses, landscaping, lighting and fencing.
