A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, TO ADOPT THE NATIONAL INCIDENT MANAGEMENT SYSTEM
(NIMS) MODEL AS THE STRATEGY TO BE USED BY THE CITY OF MIAMI BEACH
EMERGENCY PREPAREDNESS EFFORTS AND DIRECTS THAT THE CITY OF MIAMI
BEACH EMERGENCY RESPONSE PLANNING AND PROGRAM IMPLEMENTATION
ACTIVITIES ARE IN COMPLIANCE THEREWITH.
WHEREAS, THE President of the United States in Homeland Security Directive #5,
directed the Secretary of the Department of Homeland Security to develop and administer a National
Incident Management System (NIMS), which would provide a consistent nationwide approach for
federal, state, local, and tribal governments, to work together more effectively and efficiently, to
prevent, prepare for, respond to and recover from disasters, regardless of cause, size, or complexity;
and
WHEREAS, local and state emergency management professionals have contributed their
expertise to the development ofthe new National Incident Management System (NIMS); and
WHEREAS, in order to respond to disasters and secure the homeland, it is essential that
federal, state, local, and tribal organizations utilize standardized terminology, standardized
organizational structures, interoperable communications, consolidated action plans, unified
command structures, uniform personnel qualification standards, uniform standards for plarming,
training, and exercising, comprehensive resource management, and designated incident facilities
during emergencies or disasters; and
WHEREAS, the City of Miami Beach Emergency Management philosophy substantially
meets the objectives of the National Incident Management System (NIMS); and
WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission)
recommends adoption of a standardized Incident Command System nationwide;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach
adopts the National Incident Management System (NIMS) model as the strategy to be used by the
City of Miami Beach's emergency preparedness efforts and further directs that the City Manager take
any and all necessary steps so that the City of Miami Beach emergency response planning and
program implementation activities are in compliance therewith.

Item Summary/Recommendation:
The City's emergency preparedness and response plan is based on a National model, the National
Incident Management System (NIMS), which has proven to be effective on a national scale. Both the
Federal and State governments are requiring for effectiveness and national consistency that all
emergency response plans be based on NIMS and that each government have an adopted policy to
that effect. The attached resolution formally adopts the NIMS model and is one of the steps that the
City must take in order to demonstrate compliance and remain eligible for future FEMA funding.

ANALYSIS
