A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
AMENDMENT NO.1 TO THE AGREEMENT BETWEEN THE CITY
AND CAMP DRESSER & MCKEE, INC., DATED DECEMBER 11,
2002, FOR PROFESSIONAL ENGINEERING SERVICES FOR
CITYWIDE SANITARY SEWER IMPROVEMENT PROJECTS; SAID
AMENDMENT INCREASING THE CONSULTANT'S MAXIMUM
ALLOWABLE COMPENSATION, FROM A NOT TO EXCEED
AMOUNT OF $ 1,000,000, TO A NOT TO EXCEED AMOUNT OF
$ 2,000,000, FOR ENGINEERING SERVICES RELATED TO THE
CITY SANITARY SEWER COLLECTION AND TRANSMISSION
SYSTEM STUDY, AS REQUIRED BY THE DEPARTMENT OF
ENVIRONMENTAL RESOURCES MANAGEMENT (DERM).
WHEREAS, on May 3, 2002, the City issued Request for Qualifications
(RFQ) No. 35-00/01, for Citywide Sanitary Sewer System Improvement Projects
(the Project) and, pursuant to this competitive process, selected the firm of Camp
Dresser and McKee, Inc. (Consultant), as the top-ranked proposer in response
thereto; and
WHEREAS, on December 11, 2002, the City approved and authorized the
execution of a Professional Services Agreement with the Consultant, with a
maximum compensation limit of $1 ,000,000; and
WHEREAS, the City is continuing with the ongoing regulatory compliance
efforts and Citywide infrastructure rehabilitation program related to the Project;
and
WHEREAS, in January 2003, as part of the Project, the City authorized
the Consultant to proceed with professional engineering services during the
rehabilitation of sanitary sewer lines throughout the City; this work has been
satisfactorily completed; and
WHEREAS, on April 21, 2006, the City authorized Consultant to proceed
with work relative to the DERM-required Sanitary Sewer Evaluation Survey
(SSES) flow monitoring and post rehabilitation report, which is due to DERM by
November12,2006;and
WHEREAS, this study is for the completion of required corrective work on
the sewer system and final measurements of the system to determine
compliance with infiltration percentage rates; and
WHEREAS, in June 2007, DERM also required a Peak Flow Management
Study (PFMS) to be completed, which is a flow monitoring data gathering of
sanitary sewer by basin size, including the calculation of inflow/infiltration ( 1/1 ) as
a percentage of rainfall falling on the basins; and
WHEREAS, the aforestated services will necessarily require an
Amendment to the Agreement, increasing the original not to exceed
compensation amount from $ 1,000,000, to $ 2,000,000, and the Public Works
Department would recommend that the Mayor and City Commission approve
said Amendment; and
WHEREAS, funding, in the amount of $ 1,000,000, are available from a
Gulf Breeze Loan funds (as approved pursuant to Resolution No. 2006-26153);
and
WHEREAS, the City Manager has reviewed the Public Works
Department's recommendation and concurs with same.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE
MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, that the Mayor and City Commission hereby approve and authorize
the Mayor and City Clerk to execute Amendment No. 1 to the Agreement
between the City and Camp Dresser & Mckee, Inc., dated December 11, 2002,
for Professional Engineering Services for Citywide Sanitary Sewer Improvement
Projects; said Amendment increasing the Consultant's maximum allowable
compensation, from a not to exceed amount of $ 1,000,000, to a not to
exceed amount of $ 2,000,000, for engineering services related to the City
Sanitary Sewer Collection and Transmission System Study, as required by the
Department of Environmental Resources Management (Derm).

Item Summary/Recommendation:
On December 11, 2002, the City entered into a PSA with the firm of Camp Dresser and McKee Inc.
(the Consultant) pursuant to the Request for Qualification No. 35-00/01 (Resolution 2002-25086).
The PSA established a maximum compensation limit of $1 ,000,000.
The City has employed professional engineering services from the Consultant for over three years
and is satisfied with their overall execution. The City must continue the ongoing sewer infrastructure
rehabilitation program in order to meet regulatory mandates.
The Consultant has proficiently assisted the City in the execution of the sewer infrastructure system
improvements. The City has identified additional technical assistance needs in areas where the
Consultant has expertise and a firm understanding of the City's requirements and expectations.
The City's current and future sewer system professional engineering services needs will exceed the
$1,000,000 MCL. Since CDM has been extremely responsive and has provided timely and quality
work, the Administration considers to be in the best interest of the City to increase the MCL to $
2,000,000. Increasing the maximum compensation limit is non-binding and is not a guarantee that the
City will contract with the Consultant for future services. Each task or service is specifically directed
and authorized by the city. The City reserves the right to perform any and all the work in-house or
with another engineering firm.
The Administration recommends aooroval of the Resolution.

FUNDING
Funding in the amount of $1,000,000 for Professional Engineering Services, is available
from a Gulf Breeze Loan fund approved as per Resolution No. 2006-26153.
BACKGROUND
On December 11, 2002, the City of Miami Beach authorized a Professional Services
Agreement (PSA), Service Order No.1, with the firm Camp Dresser & McKee Inc. (the
Consultant) pursuant to Request for Qualifications (RFQ) No. 35-00/01 (Resolution No.
2002-25086) for Citywide Sanitary Sewer Improvements Projects. The PSA established a
maximum compensation limit of $1,000,000, unless amended by the City Commission.
The City of Miami Beach is a Volume Sewer Customer (VSC) of the Miami-Dade County
Water and Sewer Department (MDWASD). As such, the City must comply with the
requirements set forth in the VSC Ordinance 96-166 of the County, subsequently
incorporated into Section 24-42.2 of the County Code.
The VSC Ordinance is enforced by the Department of Environmental Resources
Management (DERM) and stipulates that public and sanitary sewer collection systems must
have the following requirements completed:

1. Annual Report
2. Operation and Maintenance Manual for the Sewer System
3. System Atlas
4. Sanitary Sewer Evaluation Survey (SSES Phases I, II and III)
5. Collection and Transmission System Model
6. Peak Flow Management Study
The City has been complying with all of the above regulatory requirements with the
assistance of the Consultant which specializes in this area of civil engineering. In addition to
the DERM required assistance, the Consultant provides services related to other wastewater
system technical issues. The City's Public Works Department recommends continuing to
employ the Consultant's services to provide technical assistance in meeting the ongoing
regulatory compliance requirements and to continue to assist in the technical review and
inspections of the sewer infrastructure rehabilitation program.
In January 2003, the City issued the Consultant a purchase order for Professional
Engineering Services during the rehabilitation of sanitary sewer lines throughout the City.
The project has been satisfactory completed. More recently, the City authorized the
Consultant in April 21, 2006 to undertake the DERM required Sanitary Sewer Evaluation
Survey (SSES) flow monitoring and post rehabilitation report which is due to DERM by
November 12, 2006. This study is required to report the completion of required corrective
work on the sewer system and obtain final field measurements of the system to determine its
compliance with infiltration percentage rates. In June 2007, DERM requires a Peak Flow
Management Study (PFMS) to be completed. This study will gather flowmonitoring data of
the sanitary sewer system by basin size including the calculation of Inflow/Infiltration (1/1) as a
percentage of rainfall falling on each of the basins.
The City has expended $373,845 from the current Professional Service Agreement (PSA)
Service Order No. 1 and committed/authorize an additional $425,145 from the original
amount compensation limit of $1,000,000; the remaining balance is $201,010. The City
anticipates the need for additional professional engineering services for projects shown on
page 3 that will exceed the current PSA authorized maximum compensation of $1 ,000,000;
and now seeks Commission approval to increase the maximum compensation limit to
$2,000,000 with no other change to the terms of the PSA.
The Consultant is a well established firm having provided services to the City for over ten
years. The Consultant offers continuity in professional engineering services ranging from:
engineering analysis, investigation, program definition, planning, design, preparation of
construction documents, permitting, preparation of construction cost opinions, bidding/
contract award assistance, construction inspections, project management, project
coordination and construction observation/contract administration. The Consultant has
completed all assignments to the City's overall satisfaction and is responsive to the City's
needs.

Each of the tasks is specifically authorized by the City and funded by the Gulf Breeze Loan fund.
CONCLUSION
The City Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida, approve and authorize the Mayor and City Clerk to execute Amendment No.1 to
the Agreement between the City and Camp Dresser & McKee, Inc., for Professional Engineering
Services for Citywide Sanitary Sewer Improvement Projects, said Amendment increasing
Consultant's maximum compensation under the allowable Agreement, from a not to exceed
amount of $1 ,000,000, to a not to exceed amount of $2,000,000, for the City Sanitary Sewer
Collection and Transmission System needs as required by the Department of Environmental
Resources Management (DERM).
