In line with that thinking, the Human Resources Department is known for our commitment: "To strike a balance in serving our two customers: "Our employees and our applicants". We find ways to be responsive to the needs of both. The attached charts show the success and progress of the Department. DEPARTMENT MISSION To locate and hire the most qualified applicants, while serving the total needs of all employees. Some of Human Resources' 1999 major accomplishments and productive actions are (as of December 31, 1999, unless otherwise stated): ~ Hiring: 301 people were hired (Attachment 1) WHITE 27.91 % AFRICAN-AMERICAN 24.92% HISPANIC 45.51 % OTHER MINORITIES 1.66% FEMALE 30.56% 1 ~ Promotions: 107 employees were promoted in 1999. Promotions were awarded at all levels (Attachment 5). OFFICIALS & MANAGERS 10.28% PROFESSIONALS 14.95% TECHNICIANS 14.95% PARA-PROFESSIONALS 10.28% ADMINISTRATIVE 14.95% PROTECTIVE SERVICES 3.75% SKILLED CRAFTS 19.63% SERVICE & MAINTENANCE 11.21 % ~ Conducted 35 written tests, 3 performance tests, 21 typing tests, 1 behavioral assessment test, and 11 physical ability tests. ~ 1,100 applicants were given a written test, 379 applicants were given a performance test, and 383 applicants were given a typing test. ~ Conducted Florida Certified Police Officer Physical Ability Test for 101 applicants and Behavioral Assessment Test for 94 applicants. ~ Hired 33 Police Officers in 1999. ~ Hired 24 Certified Firefighters in 1999. 2 ~ Improved the diversity of hiring at all levels of employment. 1999 MINORITY HIRES REPRESENTED 14.28% 66.67% 85.72% 66.67% 82.22% 61.00% 95.24% 95.03% Officials/Managers Professionals Technical Para-Professional Administrative - Support Protective Services Skilled Crafts Service / Maintenance Females Represented 14.28% 66.66% 0% 46.97% 71.11 % 16.00% 0% 9.30% ~ Developed, administered and validated the promotional examinations for Lieutenant and Sergeant of Police. 36 applied for Lieutenant, and 68 applied for Sergeant. ~ Participated in 7 Job and Career Fairs - 1,086 people requested information. 197 applications/resumes and 153 notification cards were accepted. ~ Maintained a paperless process for Requests to Fill Vacancies, hires and promotions. ~ Assured a 1 week turn-around for letters to applicants after close date. ~ Eliminated provisional positions for all classifications. ~ Responded to fifteen (15) EEOC charges (Attachment 11). ~ Generated more timely (within 24 hours) hiring referral, transfer and promotional lists. 83.5% of all positions have a list within 24 hours or less (Attachment 18). ~ Maintained and updated all job descriptions. ~ Processed 31 suspension requests and 19 termination requests. Set up and conducted 2 hearings of appeal before the Personnel Board (Attachment 17). 3 ~ To improve our applicant response time and the number of applications received, we continued to advertise in several newspapers as well as utilized a special mailing list (Attachment 12). This year, 75 agencies received our job information by fax instead of U.S. Mail, reducing cost and saving distribution time. We began utilizing the City Internet and TV. 20 for posting of openings. A flyer was also developed for community use to assist in the recruitment of difficult to fill positions. ~ Conducted the Fifth Annual Manpower Planning sessions with departments to track openings to expedite the hiring process. During the Manpower Planning sessions, Human Resources surveyed all departments about our services. Survey results of all City Departments indicated that: 82% had sufficient qualified applicants to fill vacancies; 92.3% rated interviewing and hiring directions as very good to excellent; 82.2% rated H.R. response to questions during the recruitment and employment process as very good to excellent; 85.8% rated the helpfulness of the recruitment staff as very good to excellent; 91.7% rated the promptness with which their vacancy was advertised as very good to excellent; 100% rated the quality of instructions and advice relative to the interview process as very good to excellent; 88.9% rated the response to questions regarding absenteeism and leave requests as very good to excellent; and 95.6% rated the helpfulness of the compensation/records section as very good to excellent. ~ Maintained the new job audit process forms for reclassification and new classification requests. Conducted 39 job audits. Reduced the turnaround time of the audit process to an average response time of 14 calendar days (Attachment 15). ~ Created 11 new classifications, as requested by Department Heads. ~ Conducted a classification and compensation survey with 10 organizations and municipalities in order to monitor the City's pay grades. This study helps us maintain an accurate and equitable system. 4 · Maintained a faster and improved background process for all new hire and promotional classifications. Backgrounds are conducted in-house with on-line systems creating savings to the City while obtaining more thorough background history. · Improved the promotional background process by assigning profiles to all classifications. ~ Added FBI fingerprinting checks as part of the background process for all positions dealing with children. ~ Hosted two (2) students from Germany for a summer internship. ~ Improved and maintained a wide range of training programs to assist employees in excelling in their current positions and in preparing for future opportunities. 1,305 employees were trained in 111 training sessions (Attachments 9 & 10). A leadership program was conducted 4 times. ~ Organized the City Picnic for over 500 employees and their families. ~ Conducted 2 Blood Drives. Collected a total of 75 pints of blood: 46 pints in March and 29 pints in October. ~ Conducted Special Employee Relations Training for Parking Department supervisors and employees. ~ Coordinated employee weight control program for 25 employees. ~ Coordinated employee "after work" exercise program twice a week. ~ Supervised 13 Light Duty employees for 587 person-days. ~ Processed 117 applications for Tuition Assistance for employees. ~ Processed 75 Family Medical Leave requests. ~ Certified 26 payrolls, verifying new hires, terminations and pay changes for a total of 1,630 employees. ~ Maintained the system to enter salary changes for employees. The process involves less manual input reducing the chances for human error. ~ Maintained the system to track the overall score received on performance evaluations. This system simplifies ensuring the accuracy of employees' increases. ~ Continued to inform employees of their options in choosing a retirement plan. Pension benefits were explained to 32 unclassified employees and 100 classified employees. ~ Processed Deferred Compensation changes for 560 employees. ~ Conducted exit interviews with 254 employees. The exit interview process was improved. The departments are being informed, via cc-mail, when an employee comes to Human Resources for an exit interview, and Human Resources requests that the department informs us when all City property has been returned. ~ Maintained the on-line personnel history, eliminating the need for manually posting cards to record changes and Performance Evaluations. 6 · Continued the processing of data on-line, making data more accessible to departments. This action has decreased the number of telephone calls and walk-in inquiries to Human Resources because the departments are able to give the information to the employees. · Implemented and calculated, with the assistance of the Information Technology Department, union increases for CWA, AFSCME, FOPand IAFF. Unclassified and Others also received an increase. · Coordinated, with Information Technology and the Finance Department, the implementation of new Payroll/Human Resources software and assisted in the conversion of the old system to the new Cyborg System. · Implemented Attendance Bonus for employees with perfect attendance, and Skill pay supplement in accordance with the AFSCME Union Contract. · Created new pay tables and compensation plan for the new GSA Union. The maximum salaries were updated for all Hendricks' classifications. SUMMARY The City of Miami Beach continues to make advancements in the areas of employment, compensation, diversity and training. The Human Resources Department welcomes new ideas and opportunities to improve the overall service. We believe listening to ideas, planning and taking action, when appropriate, will improve City-wide performance. The Human Resources Department continues an aggressive approach in meeting its mission and challenges to increase diversity, reduce the hiring process time, develop employees, improve employee morale and improve the City's financial health.
