SUBJECT: JANUARY 11, 2000, HISTORIC PRESERVATION BOARD, JOINT
DESIGN REVIEW/HISTORIC PRESERVATION BOARD, AND DESIGN
REVIEW BOARD RESOLUTIONS REGARDING THE RESOLUTIONS OF
THE BUSINESS RESOLUTION TASK FORCE
The attached three January 11,2000, Resolutions of each the Historic Preservation Board, the Joint
Design Review/Historic Preservation Board, and the Design Review Board, with regard to the
recommendations ofthe Business Resolution Task Force, were unanimously adopted by each ofthe
respective boards at their meeting of January 11,2000. The Boards have respectfully submitted
these Resolutions to the City Commission in their advisory capacity on issues affecting the City's
historic districts.
Due to extenuating circumstances during the brief period between the January 11,2000 meeting of
the Boards, and the January 12,2000, meeting of the City Commission, it was not possible for the
Design, Preservation, and Neighborhood Planning Division ofthe Planning Department to properly
prepare and process these resolutions in time to be presented to the City Commission at its January
12, 2000, meeting.
CONCLUSION: The Administration apologizes for any inconvenience resulting from this delay and
assures the City Commission that the Planning Department is committed to achieving maximum
coordination between the Boards, the Business Resolution Task Force, the Administration, the
Public, the Miami Design Preservation League, the City Commission, and all other involved parties,
in the future.

REVIEW AND HISTORIC PRESERVATION PROCESSES THAT ARE TO BE
PRESENTED TO THE CITY COMMISSION AT ITS JANUARY 12, 2000,
MEETING THAT MAY AFFECT MIAMI BEACH'S HISTORIC
PRESERVATION AND DESIGN REVIEW ORDINANCES AS WELL AS THE
COMPOSITION AND DUTIES OF THE BOARDS
WHEREAS, the City of Miami Beach Design Review Board is charged by ordinance as
serving in an advisory capacity to the City Commission and other City boards on issues affecting
the City's properties outside historic districts and sites; and
WHEREAS, the proposed changes to the Miami Beach Zoning Code by the Business
Resolution Task Force (BRTF) will have a substantial impact on the Miami Beach's historic
districts and sites as well as upon the composition and duties of the Board; and
WHEREAS, the Design Review Board wishes to encourage the strengthening and
streamlining of the processes associated with the work of the Design Review Board as well as the
City, while preserving the unique integrity of the Board and historic districts and historic sites
throughout the City for present and future generations of residents and guests;
THEREFORE, it is hereby resolved as follows:
a. The Design Review Board respectfully requests that the City Commission defer
any action on that portion of the Resolution (recommendations) of the Business
Resolution Task Force that relates to changing the design review process, and
requests that the Board meet jointly with the members of the Business Resolution
Task Force and the members of the Planning Board, in a workshop to discuss these
issues before the Commission acts on any of those recommendations, including
even making a referral to the Planning Board to begin the process of amending the
City's Historic Preservation and Design Review ordinances.
b. The Design Review Board further believes that each and every person who has
devoted so much time from their schedule to serve of this Board during the past
year should have been consulted (by the BRTF) and should have had an opportunity
to have input before any dramatic changes to the composition of this Board and the
Historic Preservation and Joint Design Review/Historic Preservation Boards is
even begun.
c. The Design Review Board would like to suggest that four current members of the
Historic Preservation and Design Review Boards specifically work with the
Planning Board, including Donald Worth, Victor Diaz, Randall Robinson, and
Herb Sosa, along with anyone else who may wish to participate,
d. Likewise, the Design Review Board believes the Commission needs to know that
the recommendations of the Business Resolution Task Force are very serious and
very important, and merit very careful study, and that the members of the Design
Review Board are all very interested and would like an opportunity to have input
before an ordinance is sent to the City Commission.
e, Further, the Design Review Board notes that there are two (2) ways of amending
the ordinance under the Municipal Code of the City of Miami Beach; one is to send
it to the Planning Board directly from the Commission; and the other, is to have it
originate with the Design Review Board and the Historic Preservation Board, and
then go to the Planning Board, and fInally, to the City Commission.
