A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE
MIAMI BEACH REDEVELOPMENT AGENCY, APPROVING A
SUMMER PILOT PROGRAM, PROPOSING A CHANGE TO THE
PARKING RATE STRUCTURE, FOR THE MONTHS OF JUNE
THROUGH SEPTEMBER, FOR THE PARKING COMPONENT OF
THE ANCHOR SHOPS AND PARKING AT SOUTH BEACH, IN
ACCORDANCE WITH THE TERMS AND CONDITIONS OF THE
GARAGE FACILITY MANAGEMENT AGREEMENT, DATED JULY
15, 1998, BETWEEN THE AGENCY AND QUIK PARK OF
FLORIDA,INC.
WHEREAS, on October 28, 1998, the Miami Beach Redevelopment Agency (RDA)
adopted a rate structure for the Anchor Shops Parking Garage, in accordance with the parameters
established in the Garage Easement Agreement between the RDA and Miami Beach Redevelopment,
Inc. (MBRI), and the Garage Management Agreement between the RDA and Quik Park of Florida,
Inc.; and
WHEREAS, said rate structure provides for a rate of $2.00 for the first hour of parking;
$4.00 for up to two (2) hours; $10.00 for up to six (6) hours; and $16.00 for up to twenty four (24)
hours; and
WHEREAS, pursuant to the Administration's analysis of first-year operating trends in the
Anchor Shops Parking Garage, a seasonal decline in business is anticipated during the Summer
months; and
WHEREAS, in order to offset the anticipated decline in business, the RDA Administration
is recommending to implement a pilot parking rate program between June and September, providing
for a reduced hourly parking rate of $1.00 for the first hour of parking, and $2.00 for up to two (2)
hours, as well as provide for an "Early Bird" daily rate of $8.00 for vehicles entering the Anchor
Shops Garage between the hours of 6:00 A.M. to 10:00 A.M., and exiting prior to 7:00 P.M.; and
WHEREAS, the proposed pilot parking rate program is anticipated to prove beneficial for
businesses located on Washington Avenue and Espanola Way.
NOW, THEREFORE BE IT DULY RESOLVED BY THE CHAIRMAN AND
MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY, that the Chairman and
Members of the RDA approve a Summer pilot program for the months of June through September,
2000, changing the parking rate structure in the Anchor Garage in accordance with the terms and
conditions of the Garage Facility Management Agreement, dated July 15, 1998, between the RDA
and Quik Park of Florida, Inc., to provide for a rate of$I.00 for the first hour of parking and $2.00
for up to two (2) hours, as well as to provide for an "Early Bird" daily rate of $8.00 for vehicles
entering the Anchor Garage between the hours of6:00 A.M. to 10:00 A.M., and exiting prior to 7:00
P.M.

Dear Kent:
Please find attached the "early bird" summary for the Anchor Garage between
the hours of 6AM - 10 AM. The summary reflects activity from January 2000 to
April 29, 2000.
The total transient figures include any/all Loews Valet activity.
Between the hours of 6AM -10 AM there is an average of 680 available spaces
during the week and 757 spaces during the weekends.
As I mentioned in our meeting the introduction of an Early Bird rate will certainly
attract those who park at the 1 ih St. garage and work on or near Collins Avenue.

AGREEMENT DATED JULY 15, 1998, BETWEEN THE AGENCY AND
QUIK PARK OF FLORIDA, INC.
RECOMMENDATION
Adopt the Resolution
BACKGROUND
On October 28, 1998, the Miami Beach Redevelopment Agency (RDA) Board adopted a rate
structure for the Anchor Garage, in accordance with the parameters established in the Garage
Easement Agreement between the RDA and Miami Beach Redevelopment, Inc., (MBRI) and the
Garage Management Agreement between Quik Park of Florida, Inc., and the RDA. The rate
structure, which has been in effect since this opening of the facility, provides for a rate of $2.00
for the first hour, $4.00 for up to 2 hours, $10.00 for up to 6 hours and $16.00 for up to 24 hours.
The basis for arriving at this rate structure was to provide sufficient gross revenues to cover
operating and maintenance costs, debt service and revenue sharing obligations. Consideration was
also given to providing competitive short-term daily rates and weekend and evening flat rates to
encourage public use of available spaces when shopping, dining, doing business or attending
events in the area.

Now that the Anchor Garage has been operational for more than year, the Administration has had
the opportunity to review occupancy trends, which, overall reflect an increase in occupancy from
1999 to 2000. However, with the summer months approaching, it is anticipated that, comparable to
last year's trends, there will be seasonal decline in business. In an effort to offset the anticipated slow
down and as economic incentive for the neighboring small businesses on W ashington Avenue, the
Administration is recommending to lower the hourly parking rates, introduce an early bird special
and allow for an increase in monthly accounts.
Parking rates - In order to promote short-term parking in the facility, the Administration
recommends lowering the hourly parking rate during business hours, Monday through Friday, from
$2.00 to $1.00 for each of the first two hours. The $1.00 per-hour rate is consistent with the rate
offered in the 7th Street and 17th Street Garages. The 24-hour rate will remain the same at $16.00,
as will the weekend flat rate of$10.00, which is available between 9:00 P.M. and 6:00 AM. It is
believed that this rate reduction will not only prove to be beneficial for businesses located on
Washington Avenue and Espanola Way, many of which are experiencing economic difficulty at this
time, but will also go to capturing transient parking customers using the Fedco lot, which is
scheduled for clearance in August, to accommodate the Lincoln Place development project.
Early Bird rate - In order to attract people spending the day in the area for pleasure or business
purposes, the Administration recommends offering an early bird rate of $8.00 for entries between
the hours of 6:00 AM. - 10:00 AM. and out by 7:00 P.M. This rate is comparable to the municipal
daily rate at the City's garages (Exhibit A).
Increase Monthly Accounts - Both the City's Parking Department and Quik Park have received
numerous requests from businesses in the area to establish monthly accounts in the Anchor Garage.
With 560 parking spaces committed to MBRI (Loews) and 174 spaces to be committed to the Royal
Palm Crowne Plaza upon its opening, Quik Park will only have 66 spaces to work with for monthly
account holders. Based on March's operating figures, there are a total of 198 monthly account holders
in the Anchor Garage, of which 100 belong to Loews, sold against their inventory of spaces and 98
business/general public account holders, involving a combination of the unencumbered spaces and
spaces which will eventually be allocated to the Crowne Plaza. Under these circumstances, Quik
Park will be unable to renew many of the existing accounts and will certainly not be able to sell
many new accounts.
According to Quik Park, Loews rarely uses its full allocation of spaces in the Anchor Garage. A
major reason for this, is that Loews opened 122 on-site parking spaces in May 1999, which it uses
before using the spaces in the Anchor Garage. It should be noted that the number of spaces in the
garage dedicated for the two hotels, were allocated on the basis of the hotels' respective zoning
requirements. According to Section 130-192 of the City's Zoning Code, "When a building or
development contains required parking spaces that are being under-utilized, the spaces may be leased
to another party." In order to demonstrate that the spaces are under-utilized, a report must be
submitted annually to the Planning & Zoning Director, substantiating the under-utilization. As such,
Quik Park has prepared a report, demonstrating typical monthly usage by Loews (Attachment B).
Pursuant to the RDA's authorization, Quik Park will be then be able maintain its existing monthly
accounts and sell new accounts in the garage, using spaces not in use by Loews. Monthly parking
agreements will however, contain conditions granting Loews priority use for their allocated spaces,
during certain hotel and/or Citywide events, that would require full use of the spaces allocated to
them under the Easement Agreement.
The Administration recommends testing the discounted parking rates through the end of September,
2000, to determine their effectiveness in increasing business in the Anchor Garage as well as to
benefit retailers and businesses located in the area.
