RESOLUTION NO. 2000-23890
A RESOLUTION OF THE lVIAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
APPROPRIATING FUNDS IN THE AMOUNT OF $30,000
FROM UNDESIGNATED GENERAL FUND BALANCE
TOWARD THE PALM VIEW NEIGHBORHOOD
IMPROVEMENTS.
WHEREAS, On November 17, 1999, the City Commission approved the sale of a City
owned property located at 1749 Jefferson Avenue, Miami Beach, Florida, to Gary Davenport, for
$155,750, plus closing costs; and
WHEREAS, the City Commission further authorized thirty percent of the proceeds, or
$46,725 from the sale of the property, towards the improvements to the Palm View neighborhood;
and
WHEREAS, the current funds are not sufficient to complete the improvements; and
WHEREAS, the Administration is now requesting the appropriation of and additional
$30,000 towards the project; and

\VHEREAS, funding, in the amount of $30,000, is available from undesignated General
Fund balance; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funds in the amount of$30,000 from undesigrJated General Fund
Balance toward the Palm View neighborhood improvements.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS:
On November 17,1999, the City Commission approved the sale ofa City owned property located
at 1749 Jefferson Avenue, Miami Beach, Florida, to Gary Davenport, for $155,750, plus closing
costs. The City Commission further authorized thirty percent of the proceeds, or $46,725 from the
sale of the property, towards the improvements to the Palm View neighborhood.
City staff has since developed an estimate of probable construction cost in the amount of $76,000
for the installation of 122 Coconut palms and the creation of a small park at the intersection of 18th
Street and Lenox Avenue as requested by the neighborhood.
Since the current funds are not sufficient to complete the improvements, the Administration is
requesting the appropriation of an additional $30,000 from the undesignated General Fund Balance
towards the project.
The Administration recommends approval of the attached Resolution.

Profit from sale of empty lot at 1749 .Jefferson Avenue
Dear Mayor Kasdin and Commissioners,
Several months ago we carne before the Mayor's Commission asking that 1I3rd of the profit from
the sale of the empty lot at 1749 Jefferson Avenue be reinvested in the Palm View Neighborhood
in landscaping for our streets and tor a small 'park' at the end of Jefferson Avenue at the Dade
Canal. We thank you for your vote of ' yes'.
At that time Commissioner Jose Smith asked me why we requested 1/3rd and not 1/2 of the sale
profit, and with all honesty, we thought 1/3rd would cover the cost of the proposed planting of
coconut trees and other needed improvements to this area.
Since then we have met with Charles Buckels at one of our neighborhood meetings and he
indicated, after having driven around the area several times, that a breakdown of the cost for the
coconut palms and the creation of the small 'park' would be as follows:

The sale of the lot garnered the city the sum of$155,553.00, one-third of which is $46,666.00. If
we had requested, as Commissioner Smith pointed out. one-half of the sale's profits, this would
have yielded our neighoorhood the amount to $77,776.50, enough to cover the costs of the
improvements. It appears that our original request was below the anticipated costs, and as such,
we hope the Commission will agree to increase the funding so our neighborhood can be more
beautiful and tme to its namesake.
