A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, SETTING PUBLIC
HEARINGS TO CONSIDER PROPOSED WAIVER OF
COMPETITIVE BIDDING REQUIREMENTS AND APPROVAL OF
USES IN GU GOVERNMENT USE ZONING DISTRICT, FOR THE
MIAMI BEACH JEWISH COMMUNITY CENTER AT 4221-4229
PINE TREE DRIVE.
WHEREAS, the Miami Beach Jewish Community Center, located at 4221-4229 Pinetree
Drive (Wofford Park), is requesting the extension of its long-term lease with the City, as well as
certain revisions and modifications to the terms of the lease; and
WHEREAS, at its March 15,2000 meeting, the City Commission referred to the Planning
Board the consideration of several amendments to the Jewish Community Center's current lease; and
WHEREAS, on April 25, 2000, the Jewish Community Center presented their proposal to
the Planning Board, outlining the uses and setting forth the applicable development regulations, and
the Board recommended approval of the project without objection; and
WHEREAS, Section 142-425 of the Land Development Regulations of the City Code
requires that in cases involving the use of GU property, uses not specifically listed in the Code as
main permitted uses in the GU Government Use zoning district (such as Community Centers) shall
be subject to approval by the City Commission at a public hearing; and
WHEREAS, Section 82-39 of the City Code allows the competitive bidding process to be
waived by the City Commission for leases of City land of more than five years, upon a finding by
the Commission that the public interest would be served by waiving such conditions;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that public hearings to
consider the above referenced items are hereby scheduled on Wednesday, June 7, 2000 as follows:
I) Proposed waiver of competitive bidding requirements - 10:30 a.m.
2) Approval of Community Center uses in the GU Government Use zoning district - 10:31 a.m.
in the City Commission Chambers at 1700 Convention Center Drive, Miami Beach, Florida, and the
City Clerk is hereby authorized and directed to publish and distribute the appropriate public notice
of said public hearing at which time all interested parties will be heard.

Dear Mayor Kasdin:
I am writing to request that you present before the City Commission our request to
amend the terms of the lease between the Miami Beach Jewish Community Center, Inc.
located at 4221-4229 Pine Tree Drive, and the City of Miami Beach.
We would like to amend the lease in the following manner:
a) extend the lease from its current expiration date in the year 2035 to a new 99
year lease, to begin immediately upon Commission approval;
b) amend the lease so that all three lots (Lots 5, 6 and 7) can be used for a
recreational center and mini-park instead of the current restriction that only lot
5 can be used for a recreational center;
c) clarify that the use of the property as a recreational center includes, but is not
limited to the following: recreational activities including organized and informal
athletic activities for adults and children, recreational activities for physical
fitness programs for senior adults and children; children's day camp; cultural
activities and events; informal adult education; social events for children,
teens, families, adults and seniors; meeting space for civic, cultural,
educational and religious organizations; and social services necessary to
support the functioning of the social, recreational and educational programs at
the site. (An example being a nutritional meal program for senior citizens.)
These programs all conform with the known definitions of programs and
services that are provided at Jewish Community Centers in Dade County and
throughout North America, and are compatible with programs that are being
offered or being planned in the City of Miami Beach for its parks such as
North Shore Park and Youth Center. These programs are offered now at the
JCC and we wish to expand these programs to meet the increased needs of
the population. I

After a period to investigate other models of JCC's which may be applicable to our
"urban" model, we will present a plan to expand the facility to enable us to increase the
services offered and the number of people that can use the facility. The improvements
we would make could include a multi-purpose room for athletic, cultural and social
activities, activity and meeting rooms, office space for staff to support the programs
offered and other facilities that support the use of the space for recreational, cultural and
social events.
Attached please find a general description of the current usage of the facility along with
the proposed usages under the new lease upon completion of an expansion.
We appreciate your assistance in initiating the process for these changes to take place.

Initial Program Proposal for the City of Miami Beach
Purpose
The Miami Beach Jewish Community Center (JCC) serves as a central source of social,
cultural, education. athletic and conummity programs for the entire City of Miami Beach.
Programs are open to everyone (for example, ESL program run in cooperation with
Miami-Dade Public Schools). Programs geared for specific target populations, such as
children, teens and senior citizens also' encompass some social service activities to
compliment the above~mentioned programs. All programs arc similar and consistent with
other Jewish Community Centers tlrroughout North America and other City of Miami
Beach community centers.

The Miami Beach Jewish Community Center eurrently occupies approximately 2.2 acres
oftOk'\J space. including outdoor playing fields and 20,OQO square feet of air~conditioned
building space. The building is open for organized programmiz1g Monday - ThurSday
from 8:30 a.m. - 9:00 p.m., Friday from 8:30 a.m. - 4:00 p.m. and on Sundays fOT
outdoor athletic activities only - totaling approximat~ly 60 hOU!$ per week. The building
is also available fat' private functions and group meetings. There are approximately 4- - S
such functions peT month. a.veraging 12 - 15 hours per month.

All of the above progrnms occupy and utilize multi-purpose spaces and classrooms. No
c,me program has any dedicated facility. The only dedicated space at the center is for
the administrative offices that are necessary to support these programs. Currently, these
eight (8) offices occupy approximately 4,000 square feet, or 20% of the total inside space
and less than 10% of the overall ICC property.

Projected Programming and Facility
Programming under a new lease with the City of Miami Beach is expected to remain
rather consistent with current programs 1U1d activities at the lee. However. with
potentially expanded facilities. there is an ability to expand the scope and type of
programs available in the general categories listed above. Most specifically, a new
facility would greatly expand the ability to offer a full Tange of recreational programs for
all ages, including the creation ofa full-service athletic program and pre-schooVtoddJer
activities. AU facilities will be built within the parameters of our current property and in
full-cooperation and compliance with all relevant City, County and State codes and
regulations. rn addition, any building expansion will be done with open communication
with neighboring homes and business, as to be a true community effort. This project will
be a tremendous benefit to the Miami Beach community, adding vital services and
programs to the neighborhood.
Optimally, we would maximize the multi-purpose space of a new facility to house a wide
variety of programs. Creating several multi"purposc spaces or I.community rooms" would
allow senior citizens to have prograrIJS during the day, while serving as a room for after-
school children activities ill the aftemoon, and housing all aduh education class in the
evening. Other than offices for administrative, programming and other civic organization
staff, the only dedicated program space in such a new facility would be for recreational
athletic programs. Even most of these physical fitness spaces would have multiple use
(Le. cu.ltural and sQCj:d), Outdoor recreation facilities, such as open playing fields, would
be developed as the property permits.

The Administration recommends that the City Commission set the required public hearings for a
time certain on June 7, 2000 for:
1) the proposed waiver of competitive bidding requirements, and
2) the approval of uses not specifically listed in the main permitted uses for the GU
Government Use zoning district.
ANAL YSIS
The Miami Beach Jewish Community Center is located at 4221-4229 Pinetree Drive (Wofford
Park). The Jewish Community Center is requesting the extension of its long-term lease with the

The subject City land is presently zoned Government Use (GU). The proposed extension of the
Jewish Community Center's long-term lease requires the above described public hearings. On April
25,2000, the Jewish Community Center presented their proposal to the Planning Board, outlining
the uses and setting forth the applicable development regulations. The Board recommended approval
of the project without objection, with the stipulation that final project generally adhere to the
conceptual site plan presented at the meeting (see attached). Additionally, the Board expressed
concern that the waiver of the competitive bid process, while acceptable in this case, should not be
viewed as setting a precedent to become a general policy of the City.
At the June 7, 2000 Commission meeting, representatives of the Jewish Community Center will
identify the center's public purpose, how it has benefitted the City, how it provides a public service,
and what services it intends to provide if the extension is approved, as requested by the Commission
at its March 15, 2000 meeting. In addition to the public hearings for the waiver of competitive
bidding requirements and the approval of Community Center uses on GU zoned land, the City
Commission will also be presented resolutions which:
1) Approve the private or joint public/private use ofGU zoned land, pursuant to Section 142-
423 of the City Code,
2) review and approve the Planning Director's analysis, pursuant to Section 82-38 of the City
Code,
3) approve the development regulations that apply, as determined by the Planning and Zoning
Director, pursuant to Section 142-425 of the City Code,
4) set a ballot of property owners within a one mile radius ofthe subject property, pursuant to
Section 6.02 of the Miami-Dade County Charter.
The subject public hearings require a 15 day advertised and mailed notice of public hearing.
Therefore, to enable the City Commission to hold the public hearings in a timely manner at its June
7,2000 meeting, the Administration is requesting that the public hearings be set at this time.
Based on the foregoing, the Administration recommends that the City Commission set the public
hearings for June 7, 2000 as follows:
1) Proposed waiver of competitive bidding requirements - 10:30 a.m.
2) Approval of Community Center uses in the GU Government Use zoning district - 10:31 a.m.
