2000-23896 RESO RESOLUTION NO. 2000-23896 A RESOLUTION OF THE MA YORAND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING, THE APPLICATION FOR A GRANT AND, IF FUNDED, AUTHORIZING THE APPROPRIATION OF FUNDS, UNDER THE UNITED STATES DEPARTMENT OF JUSTICE, "COPS UNIVERSAL HIRING" PROGRAM, FOR THE FUNDING OF TWENTY (20) NEW POLICE OFFICER POSITIONS. WHEREAS, the City, through its Police Department, wishes to apply for grant funds from the United States Department of Justice "COPS UNIVERSAL HIRING" grant program to hire twenty (20) new police officers; and WHEREAS, the grant will fund $25,000.00 per police officer, per year, for three years, for a total of $75,000.00 per police officer; and WHEREAS, the deadline for filing of the application for the grant was May 1, 2000; therefore, retroactive approval is necessary; and WHEREAS, the total cost for twenty (20) new police officers for a three-year grant period is $3,080,700.00, of which $1,500,000.00 will be funded by the grant, and the remaining $1,580,700.00 will be required as matching funds by the City derived from the General Fund. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission, herein retroactively authorize the application for a grant and, if funded, authorize the appropriation of funds, under the United States Department of Justice, "Cops Universal Hiring" program, for the funding of twenty (20) new police officer positions. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANAL YSIS The United States Department of Justice has available to the City grant funds to hire new police officers under the "COPS UNIVERSAL HIRING" Grant program. The City has previously hired police officers under this Program in 1996 and 1997. The purpose of this Grant program is to hire new police officers or rehire police officers who were laid off. Communities accepting these funds must be actively involved in community-oriented policing. The Grant will provide $25,000 per year for each new police officer. The total Grant funding for each new police officer for three years is $75,000. The Grant funds may be used only to pay salaries and fringe benefits of the new police officers. All other expenses associated with recruitment, hiring, training and equipping these new police officers is the responsibility of the City. Acceptance of the grant will increase the budgeted sworn strength of the Police Department from 381 to 401 officers. The deadline for filing the application for this grant was May 1,2000, therefore, retroactive approval 1S necessary. AGENDA ITEM LIP 5--'\0 - aD DATE May 10,2000 Commission Memorandum Page 2 The total estimated cost of hiring twenty (20) new police officers for the three-year grant period is $3,080,700 of which $1,500,000 will be funded by the Grant and the City will fund the remaining $1,580,700 from the General Fund. The Police Department has made significant progress toward its goal of increased police presence, the reduction of crime and promoting safe neighborhoods. This Grant will be an extension of the Police Department's commitment to Community Oriented Policing. The Administration recommends that the Mayor and City Commission adopt this Resolution that will enable the City to receive $1,500,000 in grant funds to assist in funding twenty (20) new police officer positions over the next three years.
