2000-23912 RESO RESOLUTION NO. 2000-23912 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, APPROVING A PROPOSAL WHEREIN THE ADMINISTRATION WOULD CONTRACT WITH THE ALLIANCEIIFP SOUTH TO ASSIST THE CITY WITH VARIOUS PROJECTS TO PRODUCE AND EDIT FILM AND VIDEO AS OUTLINED IN SAID PROPOSAL, IN THE TOTAL AMOUNT OF $27,500, FORA TERM TO CONCLUDE ON SEPTEMBER 30,2000 AS CONSULTANTS TO THE CITY FOR VIDEO PRODUCTION. WHEREAS, the Alliance/IFP South has been a cornerstone in the arts-inspired revitalization of Lincoln Road; and WHEREAS, over the past ten years their programming, films, special events, and presence in the community have contributed to the quality of cultural life in Miami Beach; and WHEREAS, recently, the Alliance's staff and board have adjusted their focus in the face of difficult economic situations and Lincoln Road's gentrification; and WHEREAS, in an effort to assist the Alliance, the Cultural Arts Council, with the City Commission's approval, released the second half of its $16,750 grant ten months early; worked with the Miami-Dade County Cultural Affairs Department to release its $25,000 grant early; negotiated a lease settlement; and devoted significant time to working with the Alliance's staff and board to create a viable business plan; and WHEREAS, now, the Alliance has made a proposal to provide video production for the City to augment and increase the City's ability to market and brand Miami Beach resources to Miami Beach residents, as well as national and international visitors or businesses via video production; and WHEREAS, as outlined in the attached proposed, the Alliance seeks a $15,000 retainer and $2,500 per month until September 30, 2000, for a total of $27,500; and WHEREAS, if approved, this offer of service would greatly enhance the City's ability to produce and edit film, video, and/or the internet. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA THAT THE MAYOR AND CITY COMMISSION authorize the administration to contract with the Alliance/ifp South to assist the City with various projects to produce and edit film and video, as outlined in the attached proposal, in the total amount of $27,500, for a term to conclude on September 30, 2000, as consultants to the City for video production. Portable film and video projection in Beta, VHS, S-VHS, 16mm, 35mm or any other film or video format dictated by the parameters of the project . Film/video related training and hands-on education Service Examples 1. Broadcast quality video and film production · 30/60 second PSA's . 5 minute promotional documents designed to educate the viewer about a project or goal . Video documentation of seminars, workshops, conferences, individuals, etc. · Television programming . Marketing spots for inclusion in special events funded by the City or in innovative ventures such as internet advertising, kiosks, or looped on televisions 2. On site and/or portable film and video projection . Screening movies outdoors. E.g. the opening night of the Brazilian Film Festival on the beach that the Alliance /IFP South has produced for the past 2 years. We build a 30-foot high screen and project 35mm film with sound for 6,000 viewers seated on the sand. . Screenings in our Lincoln Road facility or at other locations for community groups, educational purposes, etc. 3. Film/video related training and hands-on education · Training in film/video production for City employees or recipients of City funds . Training in film/video related topics for City employees or recipients of City funds Costs Consulting fees: $15,000 retainer and $2,500 per month for 12 months = $45,000 exclusive of production. Per Project: The Alliance /IFP South will produce projects on an as needed basis according to approved proposal and budget, while reporting to Ron Francis.
