RESOLUTION NO. 530-2006
A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH
REDEVELOPMENT AGENCY, AUTHORIZING THE EXECUTIVE DIRECTOR, OR HIS
DESIGNEE, TO SELECT, NEGOTIATE, AWARD AND REJECT ALL BIDS,
CONTRACTS, AGREEMENTS, PURCHASE ORDERS, CHANGE ORDERS AND
GRANT APPLICATIONS; RENEW EXISTING CONTRACTS, WHICH MAY EXPIRE;
AND TERMINATE EXISTING CONTRACTS, AS NEEDED, FROM THE LAST AGENCY
MEETING ON JULY 12, 2006, UNTIL THE FIRST REGULARLY SCHEDULED AGENCY
MEETING ON SEPTEMBER 6, 2006, SUBJECT TO RATIFICATION BY THE AGENCY
AT ITS FIRST REGULARLY SCHEDULED MEETING ON SEPTEMBER 6,2006.
WHEREAS, between the last meeting on July 12, 2006, and the first regularly scheduled
meeting on September 6, 2006, the Miami Beach Redevelopment Agency (the "Agency") will
not be in session; and
WHEREAS, during this period, there may be bids or contracts in excess of the $25,000
limitation, which may need to be rejected, awarded or terminated; and
WHEREAS, the Agency has historically, during such periods, assigned certain powers to
the Executive Director subject to ratification by the Agency; and
WHEREAS, it is therefore requested that the Executive Director, or his designee, be
authorized to sign all contracts, agreements, purchase orders, change orders, and grant
applications; renew any existing contracts which may expire; and terminate any existing
contracts, as necessary, for an appropriate period of time from the last Agency meeting on July
27, 2005, until the first regularly scheduled Agency meeting on September 6, 2006, subject to
ratification by the Agency at its first regularly scheduled meeting on September 6, 2006.
NOW, THEREFORE, BE IT RESOLVED BY THE CHAIRMAN AND MEMBERS OF THE
MIAMI BEACH REDEVELOPMENT AGENCY, that the Chairman and Members of the Miami
Beach Redevelopment Agency hereby authorize the Executive Director, or his designee, to
select, negotiate, award and reject all bids, contracts, agreements, purchase orders, change
orders and grant applications; renew existing contracts which may expire; and terminate existing
contracts, as needed, from the last Agency meeting on July 12, 2006, until the first regularly
scheduled Agency meeting on September 6, 2006, subject to ratification by the Agency at its
first regularly scheduled meeting on September 6,2006.
PASSED and ADOPTED this 12th day of July ,2006.

Item Summary/Recommendation:
Between the last meeting on July 12, 2006, and the first regularly scheduled meeting on
September 6, 2006, the Redevelopment Agency (the "Agency") will not be in session. During this
period, there may be bids or contracts in excess of the $25,000 limitation, which may need to be
rejected, awarded or terminated. The Agency has historically, during such periods, assigned

Since this authorization is necessary to ensure that essential services and projects
continue during the period between the last Agency meeting on July 12, 2006, until the
first regularly scheduled Agency meeting on September 6, 2006, it is recommended that
the Agency adopt this Resolution.
