RESOLUTION NO. 2000-23919
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA URGING
MIAMI-DADE COUNTY TO AMEND ITS POLICIES WITH
REGARD TO ROADWAY IMPACT FEES, TO ADOPT MIAMI
BEACH'S MUNICIPAL MOBILITY PLAN AS A GUIDE FOR
CAPIT AL IMPROVEMENT PROJECTS
IMPLEMENTATION, AND TO GIVE IMMEDIATE
ATTENTION TO THE BACKLOG OF MIAMI BEACH
GENERAL ROADWAY MAINTENANCE PROJECTS.
WHEREAS, the City of Miami Beach ("City") promotes urban infill areas; and
WHEREAS, the City's major goal is to maintain its strong economic growth; and
WHEREAS, the City is dedicated to preserving the historic character of its as-built
environment; and
WHEREAS, Miami-Dade County ("County") has instituted a Roadway Impact Fee (RIF)
Program as a method of mitigating traffic impact on County roadways within the City; and
WHEREAS, County regulations restrict usage of the funds collected under the RIF Program
from developers and/or projects within the City; and
WHEREAS, there are a limited number of County roadways within the City of Miami Beach
and an inadequate allocation by the County of RIF funds collected within the City; and
WHEREAS, existing RIF policies penalize and discourage the renovation and rehabilitation
of the as-built environment within the City of Miami Beach; and
WHEREAS, County growth management policy is to promote urban infill areas and
redevelopment and reduce County sprawl (i.e., the Eastward Ho concept).
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Miami-Dade County

public phones in our city. \

I was most appreciative that'\he Public Service Commission sent an investigator,
Blessom Matthews, to our cit)\ to evaluate the current conditions. I spent several
hours with him as we traveled 'throughout the city. I hope you will be sending his
report to our City Manager, Lawrence Levy so that we may compare the results
with our surveys antI monitor co~pliance. Additionally, I would urge your office to

continue these inspections on a regplar basis, perhaps every month. This would go a
long way toward improving the coIi~itions on our city streets.

Please place the attached resolution on the May 10 Agenda. I wish to have the Commission
approve the Resolution and send it to the County Manager and Commission in our on-
going quest to improve our access to County road impact fees. Additionally the Resolution
seeks relief from this tax burden, especially in historic neighborhoods, and asks the County
to explore a new method of levying road impact fees that encourages urban infill and
eliminates sprawl in Miami Dade County.
