A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROPRIATING $375,000 FROM THE GENERAL
FUND UNDESIGNATED FUND BALANCE, TO FUND THE FINAL PHASE OF THE
ENVIRONMENTAL RESTORATION OF THE HAZARDOUS WASTE
CONTAMINATION AT BA YSHORE AND NORMANDY SHORES GOLF COURSE
MAINTENANCE FACILITIES, AUTHORIZING THE AWARD OF A CONTRACT
TO METCALF & EDDY, INC., IN THE AMOUNT OF $343,000, fURSUANT TO
MIAMI-DADE COUNTY CONTRACT NO. R-335-96, FOR THE IMPLEMENTATION
OF THE APPROVED REMEDIAL ACTIONS AT THE GOLF COURSES AND
FURTHER, PROVIDING FOR THE REIMBURSEMENT OF THE GENERAL FUND
EXPENDITURE WITH THE PROCEEDS OF THE GOLF COURSE RENOVATION
LOAN FROM THE GULF BREEZE MUNICIPAL LOAN PROGRAM, WHEN THEY
BECOME AVAILABLE.
WHEREAS, it has been determined that hazardous waste contamination exists at the
Bayshore and Normandy Shores Golf Course maintenance facilities; and
WHEREAS, the City engaged the environmental engineering firm of Metcalf & Eddy
to assess the extent of the contamination and to develop remedial action plans for the
restoration of the golf courses; and
WHEREAS, the Miami-Dade County Department of Environmental Resources
Management has reviewed and approved the golf course remedial action plans; and
WHEREAS, the City is now required to implement the approved remedial action
plans; and
WHEREAS, funding, in the amount of$375,000, is to be appropriated from General
Fund Undesignated Fund Balance into Work Order Number 2066, to fund they required work;
and
WHEREAS, the General Fund expenditure will be reimbursed with the proceeds of
the golf course renovation loan from the Gulf Breeze Municipal Loan Program, when they
become available.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that an appropriation
of $375,000 from the General Fund Undesignated Fund Balance into Work Order No. 2066
is authorized, the award of a contract to Metcalf & Eddy, Inc., in the amount of $343,000,
pursuant to Miami-Dade County Contract No. R-335-96, to fund the final phase of the
environmental restoration of the hazardous waste contamination at the Bayshore and
Normandy Shores Golf Course Maintenance Facilities is approved, and the reimbursement of
the General Fund Undesignated Fund Balance with the proceeds of the golf course renovation
loan from the Gulf Breeze Municipal Loan Program, when they become available, is required.

Funding is to be appropriated from the General Fund Undesignated Fund Balance into Work
Order No. 2066.
ANAL YSIS
Through the performance of routine compliance inspections by the Dade County Department of
Environmental Resources Management (D ERM) in 1991, evidence of industrial and agricultural
waste contamination was discovered at the Bayshore and Normandy Shores Golf Course
maintenance yards. Following the discovery of the contamination, the DERM issued Notices of

Violation and Orders for Corrective Action to representatives of American Golf Corporation, who
operated the course under contract to the City. The continued failure of American Golf to initiate
the appropriate corrective actions by February, 1995 resulted in the DERM's issuance of a Final
Notice Prior to Court Action directly to the City.
Upon learning of the situation, the City immediately conducted an investigation into the actions
of American Golf, implemented emergency actions to remove large quantities of improperly stored
hazardous agricultural wastes from the site, and hired an environmental contractor to implement
the required corrective actions.
A series of environmental investigations carried out over the past five years, have revealed that
the soil and groundwater are severely contaminated with Arsenic and other agricultural chemicals
throughout the maintenance yard areas of both courses. The work performed also included a
determination of the extent of the contamination throughout the fairway areas of both courses, an
assessment of the degree of risk to human health posed by the contaminants, and the development
of remedial action plans. The results from those phases of work were compiled into a
Contamination Assessment Report Addendum, a Risk Assessment Report, and a Remedial Action
Plan for each golf course. The reports were submitted to the Miami-Dade County Department of
Environmental Resources Management for their review and approval in June, 1999.
In December 1999, the DERM completed its review of the submitted documents and approved
the remediation plans for the maintenance facilities. The approved Remedial Action Plans (RAP)
require the City to excavate and remove the most severely contaminated soil from the former
chemical storage and mix/load areas within the maintenance yards at both golf courses. Once the
severely contaminated soils have been replaced with clean fill material, the City is required to
"cap" the entire surface of both maintenance yards with a layer of asphalt. The purpose of the
asphalt is to prevent rain water from percolating through the moderately contaminated soils that
will remain in-place beneath the maintenance yards. (Percolating rain water could "leach" arsenic
contaminants from the soil and transport it into the groundwater beneath the site, thereby causing
the contamination to spread.) After the asphalt cap has been installed, the City will be required
to conduct a Groundwater Monitoring Program to demonstrate that the capping and "in-place
management" is working effectively and preventing contaminant migration.
The cost for implementation of the RAP at both courses has been estimated as follows:
RAP Implementation:
1. Remediation of severely contaminated soils, placement of clean fill,
and construction of new stormwater drainage systems: $255,000
2. Disposal of stockpiled hazardous wastes: $ 31,000
3. One-Year Groundwater Monitoring Program: $ 57.000
Subtotal for Golf Course Remediation: $343,000
Asphalt Paving:
1. Asphalt cap and curbing:
$ 14.000
Total Estimated Remediation Cost: $357.000
In order to allow the remediation of the golf courses to completed before the renovation of the
courses begins, it will be necessary to fund the remedial actions with an appropriation from the
General Fund Undesignated Fund Balance. This expenditure from General Fund Undesignated Fund
Balance will be reimbursed with the proceeds of the golf course renovation loan from the Gulf
Breeze Municipal Loan Program, when they become available.
Therefore, the City Commission should appropriate $375,000 from the General Fund Undesignated
Fund Balance into Work Order No. 2066, to fund the final phase of the environmental restoration
of the hazardous waste contamination at Bayshore and Normandy Shores Golf Course Maintenance
Facilities, authorize the award of a contract to Metcalf & Eddy, Inc., in the amount of $343,000,
pursuant to Miami-Dade County Contract No. R-335-96, for the implementation of the approved
remedial actions at the golf courses, and further provide for the reimbursement of the General Fund
expenditure with the proceeds of the golf course renovation loan from the Gulf Breeze Municipal
Loan Program, when they become available.
