2000-23941 RESO RESOLUTION NO. 2000-23941 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO SUBMIT A $2 MILLION FUNDING APPLICATION, UNDER THE STATE OF FLORIDA ECONOMIC DEVELOPMENT TRANSPORTATION FUND, FOR A PROPOSED 44TH STREET RELOCATION PROJECT, CONNECTING AlA/COLLINS AVENUE TO AlA/INDIAN CREEK DRIVE. WHEREAS, Hotelerama Associates LTD, as owners of the Fontainebleau Hilton Resort and Towers, seeks to expand, improve, and add up to 400 rooms to the existing l200-room hotel complex; and WHEREAS, the hotel project is feasible only if 44th Street is relocated further south into the adjacent hotel parking lot, thereby freeing enough land to build a new high-rise tower; and WHEREAS, pursuant to a previous funding recommendation by the State Legislature's Conference Committee, in the amount of $2 million, the Administration feels it appropriate to submit a written application to the State for the proposed 44th Street Relocation project (the Project); and WHEREAS, as a result ofthe Project, the hotel will be able to expand, thereby increasing employment opportunities in the City, enhancing Miami Beach and Florida's competitiveness in the growing convention and tourist markets, and increasing the City's tax base; and WHEREAS, the Project will also produce numerous public and safety benefits as to left-turn capacity, turning radius, and traffic flow; safer conditions for service deliveries, passenger drop-offs, and pedestrian crossings; as well as helping improve the key transportation corridor between the City's largest convention hotel and the Miami Beach Convention Center and South Beach; and WHEREAS, the City commits no funds to the Project, and the hotel owners are responsible to provide matching funds, if required by the grant source. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize the Administration to submit a $2 million funding application, under the State of Florida Economic Development Transportation Fund, for a proposed 44th Street Relocation Project, connecting AlA/Collins Avenue to AlA/Indian Creek Drive. A State of Florida Economic Development Transportation Fund allocation, in the amount of $2 million, will allow for the relocation of 44th Street, a project approved by City Commission Resolution No. 99-23402, on December 1, 1999, and herein attached as Exhibit A. The public benefits from such relocation project will accomplish the following for the Middle Beach area of Miami Beach: o The 44th Street Relocation will allow the Fontainebleau Hilton, the largest hotel in Miami Beach, to expand and construct a new high-rise tower which will add over 400 rooms to the existing 1200. This expansion is necessary if the Fontainebleau is to maintain its role as a premier convention and family vacation hotel, thereby enhancing Miami Beach and Florida's competitiveness in the ever growing convention and tourist markets. The economic and tax benefits to be derived from the Fontainebleau expansion project are detailed in a "Economic and Tax Impact Study," herein attached as Exhibit B. o The 44th Street relocation will produce several public and safety benefits such as increased left-turn capacity, improved turning radius, elimination of traffic back-ups on Collins Avenue, as well as safer conditions for the delivery of services, passenger drop- offs, pedestrian crossings, etc., as further explained in Exhibit C. o The 44th Street relocation project will strengthen the pedestrian link connections between the hotel area and the City-proposed Indian Creek Greenway (Exhibit D), a community enhancement and alternative transportation project planned for a wide 36-block corridor located between the Atlantic Ocean and Indian Creek. In fact, the Fontainebleau is one of the anchor areas for the Indian Creek Greenway project. The main features of the Indian Creek Greenway project are a pedestrian/bicycle facility in a greenway setting, transit sites for connection with local and regional bus lines, bike- on-bus programs, and park-and-ride lots/garages, access areas for water taxi service and canoe launching. In addition, the Indian Creek Greenway will provide a venue for residents and visitors alike to share dynamic, interactive experiences of the creek and beach, the culture and history of the area, and the vibrant urban life of Miami Beach. The Indian Creek Greenway is included in the City-adopted Municipal Mobility Plan (Exhibit E), is a major component of a citywide bicycle/pedestrian facility, known as the Atlantic Corridor Greenway Network (Exhibit F), was approved at first reading and submitted to the State of Florida Department of Community Affairs (DCA) for inclusion in the Miami Beach Comprehensive Plan (Exhibit G). It was also listed in the Year 2000 State Legislative Priorities approved by City Commission Resolution No. 2000-23778 (Exhibit H), and is included in the Miami-Dade Long Range Transportation Plan as part of the Metropolitan Planning Organization's North Dade Greenways Plan. o The 44th Street relocation will be consistent and complimentary to a MMP-proposed capacity enhancement project for the neighboring intersection of AlA/Indian Creek Drive with SR.ll2/4lst Street (Exhibit I), which is scheduled for implementation by developer mitigation agreement. The 44th Street relocation project is critical to the Fontainebleau plans to expand and add 400- plus rooms. Without this project the hotel is UNABLE to expand, and, consequently, no economic benefits will be derived by the City. It is important to keep in mind that Miami Beach is the second largest convention destination in Florida and the number one beach destination in the United States. Therefore, State funding for the proposed 44th Street relocation will further our community's competitiveness, by helping improve the key transportation corridor between the City's largest convention hotel and the Miami Beach Convention Center, as well as South Beach, the most popular tourist attraction in South Florida. The southerly relocation of the roadway offers better spacing between the Fontainebleau driveways and this signalized intersection. For the same reasons noted above, this better separation is safer for not only the general public but site users as well. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS Hotelerama Associates LTD, as owners of the Fontainebleau Hilton Resort and Towers, seeks to expand, improve, and add up to 400 rooms to the existing 1200-room Hotel complex. However, this project is feasible only if 44th Street is relocated further south into the adjacent hotel parking lot, thereby freeing enough land where to build a new high-rise tower. Pursuant to a recent request submitted by the Hotel lobbyists to the State Legislature, a $2 million allocation for the 44th Street Relocation Project has been recommended by the Conference Committee for approval by Governor Bush, as part of the proposed Year 2001 Legislative Budget. It is required, however, that the City file a complete application packet for the funds in order to make the allocation possible. Absolutely no City funds are committed to the roadway or hotel projects. The hotel owners are responsible to produce matching funds, if required by the grant source. The Administration feels it appropriate to submit the written application on behalf of the Fontainebleau Hilton Hotel for various reasons, among them: o The economic and tax benefits to be derived by the City from an expanded, 1600-room hotel. o As a premier renovated hotel, the Fontainebleau will contribute further to maintain and enhance Miami Beach's competitiveness in the growing convention and tourist markets.
