RESOLUTION NO. 2000-23938
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, TO SUPPORT THE
THREE CITYWIDE GOALS OF INCREASING AWARENESS,
ENCOURAGING PARTICIPATION, AND ANTICIPATING
CONCERNS OF RESIDENTS DURING CENSUS 2000.
WHEREAS, the United States Constitution in Article 1, Section II promises the American
people a Census every ten years to ensure the principle of fair representation in Congress; and
WHEREAS, Census 2000 is the largest peacetime effort in United States history; and
WHEREAS, increasing awareness of Census 2000 reminds residents of the importance of the
Census; and
WHEREAS, encouraging participation in Census 2000 fosters civic pride and residential
involvement in the community; and
WHEREAS, anticipating concerns during Census 2000 accommodates the privacy, safety and
special needs of residents; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA THAT THE MAYOR AND
CITY COMMISSION OF MIAMI BEACH, FLORIDA to support the three Citywide goals of
increasing awareness, encouraging participation, and anticipating concerns of residents during
Census 2000.

PARTICIPATION, AND ANTICIPATING CONCERNS OF RESIDENTS
DURING CENSUS 2000.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
Article I, Section 2 of the Constitution of the United States calls for an official enumeration or
detailed count of the country's population and other characteristics every ten years. The statistics
gathered become the basis of all federal formula funding including entitlement grants and federal
emergency management aid. The results of Census 2000 will affect the City's residents for the next decade.
To date, the City's average response rate for the mail-in portion of Census 2000 is 45%, the same
as the 1990 Census. The county's average response rate, including the City's, is 62%. Because of
this disparity, Census officials have asked the City to help increase local awareness of the ongoing
Census enumeration or "head count" campaign for the purpose of improving the response rate.
In order to support Census enumeration, the City has established, through the Community/Economic
Development Department, three goals around which its promotional information is structured. The
Goals of Census 2000 Miami Beach are to: 1) Increase Awareness; 2) Encourage Participation;
3) Anticipate Concerns of Residents.
