Kasdin and Members of the City Com ission DATE: May 6, 1998 FROM: Sergio Rodriguez City Manager SUBJECT: Request for ~ oval to Reject All Proposals Received for Golf Course Clubhouse Architect to Prepare Conceptual Designs, Plans, and Specifications and Construction Documents for the Upgrade of the Bayshore/Par 3 and Normandy Shores Clubhouses and Related Facilities, in Response to Request for Qualifications (RFQ) No. 18-97/98, and Adopt the Resolution to Authorize the Issuance of a New RFQ with Revised Minimum Qualifications. ADMINISTRA TION RECOMMENDATION: Reject the proposals and adopt the Resolution authorizing the issuance of a new RFQ. BACKGROUND: The City issued RFQ No. 18-97/98 on December 5, 1997, to solicit proposals for architectural services for the upgrade of the Bayshore/Par 3 and Normandy Shores Clubhouses and related facilities. Forty-six specification packages were mailed to golf course clubhouse architects who are registered with the American Society of Golf Course Architects, and to nineteen other architectural firms who requested specifications. A mandatory pre-proposal conference was held on January 13, 1998, and representatives from twelve architectural firms were in attendance. Amendment No.1 was issued on January 27, 1998, changing the proposal deadline to February 19, 1998, declaring the pre-proposal conference as optional instead of mandatory, and advising that the five previous golf course clubhouse redesign / renovation projects were no longer mandatory, but desirable. Proposals were received from three local firms: Fullerton Diaz Architects PAW A Complex International, Inc. REG Architects, Inc. Several of the architectural firms registered with the American Society of Golf Course Architects were contacted to determine why they had not submitted proposals. All of the firms, most of which are located out-of-state, advised the City that the job was not large enough for them to travel. AGENDA ITEM DATE ~Zi~ RFQ No. 18-97/98 Page Two May 6, 1998 BACKGROUND: (Continued) An Evaluation Committee meeting was scheduled for April 7, 1998. Those in attendance were: Sandy Horwitz, Golf Course Ad Hoc Committee, Miami Beach resident Alan Weitzel, Region 6 Manager, Miami-Metro Parks & Recreation Department Dr. David Russin, Golf Course Ad Hoc Committee, Miami Beach resident Mayra Diaz Buttacavoli, Assistant City Manager Julio Grave de Peralta, Director of Public Works Kevin Smith, Director of Recreation, Culture and Parks The minimum qualification requirements, as detailed in the RFQ, were discussed. They were: · Minimum offive years' experience in the construction/redesigning/renovating of full service golf course clubhouses and related facilities at regulation 9-hole or 18-hole public golf courses, preferably municipally owned facilities. · Lead Architect's experience - a minimum of five years experience as a golf course clubhouse architect, and served as lead architect on similar projects on a minimum of three previous occaSIons. · List of no less than five golf course clubhouse redesign/renovation projects (desirable, not mandatory). · Three golf industry and professional association references. Within the RFQ it was stated, "Submittals that do not respond completely to all requirements will be considered non-responsive and eliminated from the process." Upon further review and discussion with the Legal Department, it was determined that none of the proposers met the requirement of the lead architects experience in designing clubhouses of five (5) years and three (3) golf industry references. The RFQ has been revised to expand the previously required experience to include "similar facilities", and to change some of the mandatory requested qualifications to "desirable", which will allow greater competition among qualified architectural firms. CONCLUSION: The City Commission should authorize the rejection of the proposals for architectural services for the upgrade of the Bayshore/Par 3 and Normandy Shores Clubhouses, and adopt the Resolution authorizing the Administration to issue a revised RFQ for these services.
