A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
APPROPRIATING UP TO $50,000 IN CITY OF MIAMI
BEACH QUALITY OF LIFE/RESORT TAX FUNDS FROM
FISCAL YEAR 1998/1999 FOR THE NINE-WEEK SUMMER
2000 MUSIC SERIES TO BE HELD IN NORTH BEACH AND
ON LINCOLN ROAD
WHEREAS, a nine-week summer music series, presented by Mr. Charles Brent, producer,
is scheduled to occur every Friday night in North Beach, and every Thursday night on Lincoln Road;
and
WHEREAS, the music series is designed to entertain tourists and residents during the
traditionally slow summer months; and
WHEREAS, the Quality of Life Committee composed of residents and business owners met
on May 22, 2000, and unanimously approved a funding allocation of up to $50,000, which is in
addition to a $50,000 grant from the Visitor and Convention Authority.
WHEREAS, a full appropriation of the North Beach Quality of Life funds for the year
1998/1999 is in the amount of $564,640 from Resort Tax Funds; and
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach hereby approves appropriating up to $50,000 in City of
Miami Beach Quality of Life/Resort Tax Funds from Fiscal Year 1998/1999 for the nine-week
Summer 2000 Music Series to be held in North Beach and on Lincoln Road.

On May 22, the North Beach Quality of Life Committee met at the Miami Beach
Waterports Center to begin developing the Year 4 1998-99 North Beach Quality
of Life Program. The meeting was advE~rtised in the Miami Herald Beach
Neighbors section and over 200 North Beach contacts were invited by fax or E-
mail Detailed minutes of the meeting are attached.
One of the activities discussed by the Committee is a music series proposed to
be held for nine weeks this summer on Thursdays on Lincoln Road and on
Fridays on Ocean Terrace or Normandy Isle in North Beach. The project ilas
secured a $50,000 grant from the Miami Beach VCA. Because this project
needs to move forward quickly if it is to take place, the Committee separated it
out from the other possible projects identified that will be researched and
prioritized at subsequent meetings. The Committee enthusiastically voted to
support this project and asked that their recommendation be forwarded to the
City Commission for action at their next mee!ting on June ih to enable the projec.

Ule City Commission for review and approval. Mr. Shockey reported that the meetin'.J
had been advertised in the May 21 Miami Herald Beach Neighbors section and
NBDC had invited over 200 North Beach contacts via fax and e-mail. He providc:d
,;fttendees with a copy of the resort tax enabling legislation which limits the use of
funds for tourism related projects and activities. Examples of previous years' proie
were also presented.
New Committee Chairperson Brialn Kraus, who is one of the owners of the Ocean
hotel on Ocean Terrace, was then introduced. Mr. Kraus was nominated to Chair
Committee due to former Chairperson Marvin Green's inability to continue due ,.~
illness. The Committee expressl3d their appreciation of Mr. Green's several year:.~.
leadership and effort.
Discussion of Issues Related to Outstanding Year 3 1997-98 Program Projects
Before beginning to identify potential projects to be funded through the Year 4 1998.
North Beach Quality of Life Program, discussion was given to two projects outstand!n~;1
from the Year 3 1997-98 Program. The first project was the Normandy Shores Go:f
Course Clubhouse and Parking Lot Landscaping. A total of $50,000 was allocated
the project prior to the passage of the GO Bond and approval of the overall golf cour~;n
and clubhouse renovation plans. Kevin Smith was asked by the Committee whether ur
not this money was still needed. Kevin reported that c1ubouse renovation is to
funded with $750,000 in GO Bond money and $750,000 in golf course revenue bond
money. Of this total amount, the landscaping budget is approximately $200,000. !<e/in
recommended that the $50,000 remain allocated for this project to ensure thaI:
landscaping met or exceeded expectations. Donald Shockey explained the pre;3s
need to utilize funds allocated thmugh Program in a timely manner. Kevin noted that
v.:hile the golf course renovation would not begin until the Bayshore Course Wa,;3
completed, work on the clubhouse could begin by early next year. He also noted th,,!1.
he needed to have a firm commitment on the funding in order to provide the landscape
mchitects with a budget prior to designing the project. The Committee decided to keei)
the $50,000 allocated to this project.
In regard to another Year 3 Program project, $50,000 for parking improvements at
Fairway Park to be undertaken during park reconstruction, Kevin Smith reported th,:::t
parking improvements adjacent to the park would be addressed through the GO Bond
program but that he needed to idEmtify an additional $100,000 to fund enhancermmts !:c,
tne recreation center that will be built at Fairway Park. The Committee decided th:::t
they could not make an informed decision on this item until it is determined what parhni::
in1provements will be undertaken through the GO bond.

Discussion was then given to a project that would be funded through the current Yeix I:)
Program, a summer music series that would take place for nine weeks this SUrririKi.
The project is the result of a proactive effort by the Miami Beach VCA in an attempt lu
stimulate tourism during the slow summer months. Charles Brent of the mUSi(;~:
l"1rodllction organization Songwriters in the Round gave an overview of the project. Trl',;l
series would take place for nine weeks starting the Thursday after the Fourth of ,JiJiy
Each week, a different group would play on Thursday night at Lincoln Road and Fr;(j;~'1
night on Ocean Terrace or at the Normandy Fountain. The project has obtained '0"
$50,000 funding grant from the Miami Beach VCA. Some discussion was given to
rnusical acts which would perform and to the project budget. The Committee voted to
allocate $50,000 in support of the project. Charles Brent agreed to meet with Joe;
Fontana, Charles Burkett and others who would like to be involved in the selection [it
musical acts and other project elements.
In the course of the discussion, Mike Thompson suggested that a portion of each
annual allocation be set aside specifically for the support of quality special events.
Potential Year 4 1998-99 North Bl~ach Quality of Life Program Projects
Donald Shockey reported that the Year 4 Program budget is approximately
$5E30,OOO.OO. Chairperson Brian Kraus identifiHd a number of projects that have
suggested to date. Attendees were then encouraged to suggest additional proj(;~:j'3
The purpose of this part of the meeting was to create a broad list of projects which couirl

ANAL YSIS
The full appropriation of the North Beach Quality of Life funds for the year 199811999 is in the
amount of $564,640. The Quality of Life Committee composed of residents and business owners
met on May 22, 2000 and unanimously approved a funding allocation of up to $50,000 for the nine-
week summer Music Series presented by Mr. Charles Brent, Producer. As described, these events
will occur every Friday night in North Beach and every Thursday night on Lincoln Road with an
additional $50,000 grant from the Visitor and Convention Authority (VCA). The music series is
designed to entertain tourists and residents during the traditionally slow summer months. The
balance of available North Beach Quality of Life funds ($514,640) will be programmed through
community meetings in the coming month and will be brought to the City Commission for final
approval.
Accordingly, the City Commission should approve the allocation of the $50,000 from the
FY199811999 North Beach portion of the City of Miami Beach Quality of Life/ Resort Taxes, to
expedite the planning for this July/August music program.
