2000-23949 RESO RESOLUTION NO. 2000-23949 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT AN APPLICATION TO THE FLORIDA COMMUNITIES TRUST FOR A GRANT, IN THE AMOUNT OF $2,200,000, TO DEFRAY THE COST OF ACQUIRING A LAND PARCEL CONTAINING LOTS 6-13 AND 15-21 OF THE LYLE G. HALL SUBDIVISION AND TRACT 2 OF THE BATH CLUB PROPERTY, AS MORE PARTICULARLY DESCRIBED IN THE A TT ACHED EXHIBIT A, FOR THE DEVELOPMENT OF SAID AREA AS AN URBAN OPEN SPACE PROJECT, AND TO APPROPRIATE THE FUNDS, IF AWARDED. WHEREAS, the Florida Legislature has developed the Florida Communities Trust to help local governments implement their comprehensive plans through the acquisition of land for parks, vistas, and greenways, especially lands that border rivers and oceans; and WHEREAS, in urban areas, the Florida Communities Trust focuses on the acquisition oflands that create linear open space parks, protected and managed as part of linked recreational opportunities, or that preserve open space vistas or enhance historic sites, augmenting recreational and cultural opportunities; and WHEREAS, its environment, natural resources and historic sites are the foundation of the City of Miami Beach's unique, urban quality oflife; and WHEREAS, the City promotes a sustainable environmental future through the development of the Atlantic Corridor Initiative, a network of open space parks, vistas, greenways, boardwalks and historic sites that increases cultural and recreational opportunities; and WHEREAS, the land parcel containing lots 6-13 and 5-21 of the Lyle G. Hall Subdivision and Tract 2 of the Bath Club Property, as more particularly described in the attached Exhibit A, is a focal point and natural gateway from Indian Creek to the Atlantic Ocean and is a logical location for greenspace. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the City Manager, or his designee, to submit an application to the Florida Communities Trust for a grant, in the amount of $2,200,000, to defray the cost of acquiring a land parcel containing lots 6-13 and 15-21 of the Lyle G. Hall Subdivision and Tract 2 of the Bath Club Property, as more particularly described in the attached Exhibit A, for the development of said area as an urban open space project, and to appropriate the funds, if awarded. HALL SUBDIVISION AND TRACT 2 OF THE BATH CLUB PROPERTY, AS MORE PARTICULARLY DESCRIBED IN THE ATTACHED EXHIBIT A, FOR THE DEVELOPMENT OF SAID AREA AS AN URBAN OPEN SPACE PROJECT, AND TO APPROPRIATE THE FUNDS IF AWARDED. TO: SUBJECT: ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANAL YSIS The State of Florida appropriates funds each year to the Florida Communities Trust to provide communities the opportunity to acquire land in agreement with local comprehensive plans. For Fiscal Year 2000-2001, $22,000,000 will be available. The amount sought by the City to defray acquisition costs, $2,200,000, is the maximum amount of funding available to each municipality. The Florida Communities Trust has substantially revised its grant application this year to include a focus on urban needs, such as open space parks and greenways. Moreover, the City has further defined its urban land needs in the development of the Atlantic Corridor Initiative, a network of urban green-spaces, boardwalks and alternative transportation. The Atlantic Corridor and its constituent projects have been discussed in proposed amendments to the City's Comprehensive Plan that will have a second public reading on June 7, 2000. This fulfills the Florida Communities Trust requirement that acquisition projects agree with local comprehensive plans. There is no required match for this grant.
