HomeMy WebLinkAbout2000-23952 RESO RESOLUTION NO. 2000-23952 A RESOLUTION OF THE MA YORAND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE ACCEPTANCE OF A PROMISSORY NOTE FROM THE MIAMI BEACH CHAMBER OF COMMERCE, INC., IN THE FORM ATTACHED, FOR PARKING IMPACT FEES IN CONNECTION WITH THE CONSTRUCTION OF THE MIAMI BEACH VISITORS INFORMATION CENTER. WHEREAS, the Miami Beach Chamber of Commerce ("Chamber") is constructing a new approximately 10,000 sq. ft. facility including a Visitors Information Center for Miami Beach, the goal of which is to enhance and promote Miami Beach's tourism and entertainment industries and cultural offerings; and WHEREAS, the City of Miami Beach has committed funds toward the construction of this facility; and WHEREAS, assisting the Chamber in providing for a Visitors Information Center will serve a public purpose; and WHEREAS, City Code, section 130-132, requires parking impact fees for parking spaces not actually provided to be paid at the time of the obtaining of a building permit, estimated for the Chamber at approximately $120,000; and WHEREAS, the Chamber intends to pursue the waiver of its parking impact fees through an amendment to the Parking Impact Fee ordinance that must be referred to the Planning Board for review and subsequently adopted by the City Commission; and WHEREAS, the Administration has recommended that it would be in the public interest to allow the Chamber to obtain its building permit and commence construction of the Visitors Information Center while it continues to pursue the amendment; and NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA THAT THE MAYOR AND CITY COMMISSION OF MIAMI BEACH, FLORIDA approve the acceptance of a Promissory Note in the form attached as evidence of the obligation of the Miami Beach Chamber of Commerce to pay the parking impact fees required by City Code section 130-132, and to allow the Chamber to obtain a building permit to commence construction of the Miami Beach Visitors Information Center. day Of-i.Wrne nVi MAYOR , 2000. DATE: June 7, 2000 SUBJECT: ADMINISTRA TION RECOMMENDATION: Adopt the Resolution. ANAL YSIS: The Miami Beach Chamber of Commerce is constructing a new facility including a Visitor Information Center for Miami Beach in order to enhance and promote Miami Beach's tourism and entertainment industries and cultural offerings. The Visitor Information Center will provide a variety of products and services including a travel bureau, central hotel reservation system, a concierge and information service and promotional merchandise. On December 15, 1999, the City Commission passed Resolution No. 99-23418 agreeing to covenant to budget and appropriate $30,000 annually for up to seven years from the Resort Tax or from any legally available non-ad valorem funds in exchange for a commitment from the Chamber to provide space for the Miami Beach Visitor Information Center. The Chamber has proceeded to obtain appropriate City approvals in order to construct the new facility. The Chamber however, is also requesting to delay payment from time of building permit for the required parking impact fees and concurrency mitigation fees to payment prior to the issuance of a temporary Certificate of Occupancy. The fees are estimated to be at approximately $105,000- $120,000 for parking impact fees and approximately $12,000 in concurrency mitigation fees.
